The development proposal involves demolition of the existing building on the site and construction of the approved commercial development. Condition B43 of the MP’s conditions of approval states: B43. A Transport Management Plan for service, delivery and garbage vehicles accessing the site shall be submitted and approved in writing by North Sydney Traffic Committee prior to the issue of any Construction Certificate and shall include details of management strategy for the operation of the truck hoist to minimise queuing of delivery vehicles/trucks in the local road network. RECOMMENDATION: 1. THAT subject to no objection from the Traffic Committee members, Transport Management Plan, dated 1 st August 2016 prepared by Colston Budd Hunt & Kafes Pty Ltd, for an approved development at 100 Mount Street, North Sydney, (Major Project MP 08_0241) be approved.

Budd Hunt & Kafes Pty Ltd, for an approved development at 100 Mount Street, North Sydney,

(Major Project MP 08_0241).

100 MOUNT STREET, NORTH SYDNEY

Transport Management Plan

This Transport Management Plan (TMP) sets out the principles and procedures for the operation of the loading dock at 100 Mount Street North Sydney, in accordance with development consent condition B43.

Loading Dock Arrangements Vehicular access to the loading dock and on-site basement car parking will be provided via a combined entry and exit driveway from Walker Street, adjacent to the eastern boundary of the site. The driveway will provide for the simultaneous entry and exit by cars and service vehicles. All vehicles will be able to enter and exit the site in a forward direction. In the upper basement level, a loading dock will be provided for two 8.8 metre long rigid trucks. Six bays will be provided in the basement level B2 for vans and courier vehicles. The access driveway, loading dock arrangements and internal circulation will be provided in accordance with the Australian Standards for Off-street car parking.

Loading Dock Management

A traffic signal system will be implemented within the basement level B1 access driveway and within the basement car park when trucks are entering or exiting the loading dock. The traffic signal system will include signals and passing bays within the access driveway and within the basement car park. The motorists will be advised to stop and wait within the designated waiting bay until access within the loading dock is clear of manoeuvring vehicles. The traffic signal system will only be activated when a medium rigid truck is required to enter or exit the loading dock. The traffic signals will be activated by height clearance sensors located within the access driveway and within the loading bays. In addition to the traffic light system, the loading dock and courier bays will be managed by a loading dock manager. The loading dock manager will be responsible for the following:

• effective management of service delivery and the operation and use of the loading dock by service personnel and delivery drivers;

• manage and control the arrival and departure, and length of stay of service vehicles;

• manage and control unloading of deliveries, waste and recycling pickups;

• ensure that the loading dock manoeuvring area and access driveway are kept clear

and available at all times; and

• advising delivery drivers and/or suppliers of delivery instructions.

Hours of Operation

Normal hours of operation for the loading dock will be: Monday to Friday: 6:00 am – 7:00 pm; Saturday: 8:00am – 1:00pm; and Sundays/Public Holidays: no deliveries.

Size of Delivery Vehicles

The loading dock will be serviced by a variety of vehicles, ranging from vans and small commercial vehicles up to medium rigid trucks (8.8 metres in length) and a height clearance of 3.6 metres. In accordance with the development consent, a height clearance strike bar will be located at the access driveway to the development on Walker Street. The loading dock circulation area is specifically designed to accommodate these vehicles, allowing all vehicles to enter and depart the site in a forward direction.

Rubbish removal

The loading dock is also utilised for rubbish removal. General waste and recycling will be collected two to three times per week by a private contractor. Waste collection will generally be scheduled outside normal business hours, during the early morning or late evening period. The dock will be kept clear of rubbish and not be used for storage of material or goods.
