Murakami On behalf of the AUSKF board of directors,officers, and members: I would like to congratulate the 15lh WKC Team USA [Men's & Women's team members] for their outstanding world class competitive skills that was both rewarded from the results of the competition and recognized by the various international kendo federations; this event was held on May 25 & 26, 2012 in Novara, Italy. In addition, 1 want to recognize Jeff Marsten, Executive VP, as he has implemented a new policy that will help the AUSKF organization to more efficiently plan ahead for such matters as the selection of the hosting federations of future 2012-2013 AUSKF board of directors meetings, which include a Kodansha Promotion Examination on the same weekend. Also, in the next few months, the AUSKF members will see the implementation of the AUSKF VP of Education [Shozo Kato] recently approved program: Team USA Giving Back program, AUSKF VP of Competition [Tim Yuge] Train the Trainer program for shimpan seminars, etc. Lastly, please e-mail or write to me any suggestions or ideas to improve AUSKF operations and these will be reviewed at the next AUSKF board of directors meeting in November 2012. [Note: This report is being made pending theapproval of the minutes of the April 14 & 15,2012 A USKF Board of Directors meeting; thereader is forewarned that this information issubject to modification/I. OLD BUSINESS:A. AUSKF Liability Insurance [Updates]:(1.) The previously approved additionallaibility insurance coverage for the AUSKFboard of directors and officers at a cost of $50per individual director and officer, remainspending as the application form previouslysubmitted was out of date.

(2.) The current AUSKF Liability Insurancepolicy coverage amounts was reviewed; it wasdetermined that an increase in the amount ofliability insurance coverage is not needed byAUSKF. Exception: if needed by aneducational institution in New York orCalifornia [rider is available]. Also, there is apossibility that a new insurance provider willbe located by the end of 2012.

(3) After making an inquiry about a 3-yearliability insurance coverage policy; the AUSKFwas advised that only a annual renewableliability insurance coverage policy is available.The AUSKF is allowed to make a one-month inadvance premium payment for theannual/renewal; and, if necessary the AUSKFwill be allowed to make the annual/renewalpayment in February.

The current medical insurance coverage isprovided as a secondary coverage; after theindividual medical insurance is used. There isa $250 deductible and maximum $100,000medical expense coverage.

B. Committee Action Items:(1.) Budget/Finance:(a.) Transfer of duties and accounts from T.

Kato to T. Inoshita. It was reported that thiswas done.

(B) New member data base. It was reported

that after review of the previous Excelformat member database; after consultationwith an IT expert, it was recommended thatthis task be out-sourced to a experienced ITperson.

The proposed new AUSKF memberdatabase would utilize Microsoft Office365, and it would be a password protectedwebsite program which would assist theimplementation of the AUSKF Virtualoffice and other AUSKF needed functions.Some of the requested features would be tohave the individual AUSKF member duespayment history, promotion rankcumulative history record, etc.

Due to the time consumption to inputAUSKF promotion kendo ranks , it wasrecommended to hire a college student tobe paid $ 10/hour to do this task effective2012. The input of the older AUSKF2009-2011 AUSKf promotion kendo rankrecords will be completed by the currentAUSKF financial officer.

It was mentioned that one of the AUSKFadministrative problems is when a kendoistuses a different name when being granted apromotion rank; especially, if a duplicatemenjo is requested using a different name,this creates confusion.

After further discussion, it was decided thatthe current AUSKF financial officer willsend a letter to the AUSKF memberfederations to submit the correct spelling ofeach of the dojo members' names, andgiving NOTICE that the list of dojomember names submitted will thereafter, bethe "official" AUSKF names used for theirdojo members' promotion exam menjo, etc.To ensure future correct identification ofthe AUSKF members issued the promotionexam menjo; it was suggested to place theAUSKF ID number on each of the menjoissued by AUSKF.

(2.) Education:(a.) AUSKF Spring 2012 Education

Tour. It was reported that AJKF approvedTakashi Futagoishi, sensei 8 Dan Hanshi,

conducted an excellent kendo seminar inNew York, Atlanta, Boston and Detroit inFebruary 2012.

(b.) In March 2012, it was reported thatthe AJKF Overseas Jr. High School Tourprogram was conducted in Spokane, SanJose and Los Angeles.(c.) The 2012 AUSKF Summer Kendo

Camp will be held on July 20-22, 2012, inLas Vegas, Nevada. The host federation[SCKF] reported that a Las Vegas KendoDojo member is a professor at the UNLV,and has assisted the AUSKF to use agymnasium facility on the UNLV campus.

There will be two (2) AJKF imstructorssent for the 2012 AUSKF Summer KendoCamp.

There will be a Bokuto Ni Yoru KendoKihon-waza Keiko seminar on Friday, July20,2012.

(d.) The Team USA Giving Back -PPG30.00.00 was formally approved andadopted.

(3.) Promotion:(a.) AUSKF members taking Foreign

Kendo Federation Examinations in KKAbut do not follow AUSKF promotionexam regulations: e.g. Did not receiveAUSKF permission to take foreign kendofederation promotion examination, or isnot eligible. Discussion held, and it wasagreed that each case must clearlydetermine what are the facts; e.g. iskendoist now living in Korea?, etc. Then,AUSKF only needs to assist to verify thatprior kendo rank was valid.

During this discussion, a separate issueinvolving the Western Kendo Federation{"WKF"] was raised about the need toclarify which of the dojos are paidAUSKF members, and those dojos whichno longer have active AUSKF members.Jeff Marsten, AUSKF Exeutive VP agreedto send a letter to WKF and to researchthis matter as an action item.

(b.) PPG Appendix A. Section VII.Revocation of Rank/Shogo. This matterneeds development of the specific groundsto be defined.; discussion about having anAUSKF Code of Conduct such as one that

(4.) Competition:(a.) 15th WKC-Team USA report. Both the

men's and women's team members have beentraining very hard; the men's team had a jointkendo practice in Korea and the women's teamhad a joint kendo practice in Canada.

(a.) Training for Trainers program for 7dan and above to teach shimpan seminars inZones scheduled as follows:• Zone #1. SCKF, SCKO & WKF= Fall 2012.•Zone #2. ECUSKF, MWKF= Winter 2012• Zone #3. PNKF, NCKF,CCKF =Spring2013.• Zone #4. SEUSKF, GNEUSKF, EUSKF,AEUSKF = late Spring 2013.• Zone 5= RMKF, SUSKIF, SWKIF=Summer2013.

Proposed model of Training for Trainers willinclude: Review The Rtegulatins of KendoShiai and Shinpan, and Group practice [6 dan,5 dan, 4 dan, 3 dan.]; also, to include CourtJudges to do Evaluations.

Budget to be developed with 1 !/2 day seminarsproposed.

(b.) 2012 AUSKF Jr. Open NationalChampionships Tournament. Proposed to beheld in Seattle, Washington on August 3 & 4,2012. Location: Kent-Meridian High School.Entry fee to continue to be $25 per kendoist.

Explanation about Washington State law:Lystedt Law requires each kendoist/parent,coaches, managers sign a document ofacknowledgment of this law.

Proposal approved to offer grants of$1000 to each AUSKF member federation whosends minimum of 2 youth and $500 to eachAUSKF member federation who sends 1-youthto the 2012 AUSKF Jr. Open NationalChampionships Tournament.

(5.) laido:(a.) The 2012 AUSKF laido Summer

Camp will be held in Tacoma, Washingtonon June 20-24, 2012. Proposed budgetincluding estimated cost for payment of theAJKF iaido instructors air travel approved.

Discussion about the inclusion of theAUSKF laido Promotion Examination feesinto the AUSKF laido Summer Campbudget; it was agreed that as the AUSKFlaido Summer Camp pays for the expensesof conducting the iaido promotionexamination, the $50 AUSKF IaidoPromotion Examination fees should beallowed to be part of the income for theAUSKF Iaido Summer Camp.

Due to a possible future randomWADA visit at a AUSKF Championships;AUSKF must take reasonable steps tobegin implementing the several types ofdoping tests; e.g. out of competition testing["OCT"], in-competition testing ["ICT"],etc.

(7.) Development:Oral history project has been making

slow progress using traditional word ofmouth agreements to identify kendo senseiin each AUSKF member federation anddeveloping partnerships with other AUSKFmembers to gather oral and written kendohistorical information. With the recentapproval of the AUSKF Virtual Officeconcept; a more efficient medium [Office365]is proposed to be utilized to implementthe AUSKF kendo sensei oral historyproject into a website program that canstore and gather this kendo historicalmaterial in a AUSKF maintained archive.

Microsoft Office 365 was explained asa web based program that the AUSKF canpay a fee [$4/month], and input theAUSKF records: membership data,promotion rank data, AUSKF oral historyproject, AUSKF minutes, etc.]

(3.) Promotion:(a.) Effective 2012, the AUSKF menjo

will be issued with the kendoist's AUSKFID number.

(b.) Effective 2012 AUSKF KendoSummer Camp, the AJKF has approvedusing the two (2) assigned instructors asexaminers for Kodansha shinsa (ifneeded); to encourage 7 dan Kyoshi senseito participate in the AUSKF KendoSummer Camp, a maximum $500 airtravel stipend will be allowed for theselected AUSKF promotion examiners.

AUSKF will conduct 1-kyu to 4danpromotion exam at 2012 AUSKF KendoSummer Camp. Approved a reducedAUSKF promotion exam fees as followsfor the AUSKF Kendo Summer Camponly:

17yrs & under - 1 kyu = $2018yrs& older- Ikyu =$251 Dan =$302 Dan = $353 Dan =$404 Dan & above = $50

The written examination for 1 kyu andabove, is to be answered in Englishlanguage only.

(. c .) Bokuto Ni Yoru Kendo Kihon-waza KeikoDiscussion about approving Bokuto NiYoru Kendo Kihon waza Keiko forinstruction as part of the AUSKF kendoinstructional program. Some AUSKFkendo sensei have had difficulty beingable to teach Bokuto Ni Yoru KendoKihon waza Keiko during the course of aregular kendo class, due to time

It was also reported that the FIKhas had discussions about recommending thatall international kendo federations adopt theinstruction of the Bokuto Ni Yoru KendoKihon waza Keiko in their national kendoprogram. It was agreed to have the Bokuto NiYoru Kendo Kihon waza Keiko taught at the2012 AUSKF Kendo Summer Camp; and willbe further discussed as to whether or notAUSKF recommends adoption as a mandatoryinstructional topic for AUSKF kendo dojos.

(4.) Education:(a.) Proposed 8 Dan Sensei Education

Tour in 2012 after the 15th WKC.

(b.) 15th WKC-Team USA Education Tourproposed in 2012 after the 15th WKC. Budgetapproved to have eight to ten 15th WKC-TeamUSA members travel to interested AUSKFmember federations dojos; includes round triptravel expenses, and hotel accommodations.

( c .) 2011 AJKF Champion Tour in 2012in East Coast area.

(5.) Compertion:(a.) 2012 AUSKF Jr. Open National

Championships presentation by SeanBuckschmidt, PNKF reviewed proposal to useelectronic scorekeeping system.

(b.) 2013 AUSKF Jr. Open NationalChampionships proposed date: March 31,013.

(6.) laido:(a.) Jodo promotion examinations are

currently recommended and recognized by theAUSKF if taken in Japan only; until, otherapproved international kendo federation jodoprograms are evaluated for approval [e.g.Canada]. It is proposed that the AUSKFdevelop a separate Jodo Committee to manageand develop the AUSKF Jodo Program.

IV. NEW BUSINESS:(1.) December 31, 2012 AUSKF End of

Year Financial Report submitted andapproved.

(2.) Update job descriptions in AUSKFby-laws to reflect statement of work of eachofficer. Action item for each 2012-2014AUSKF Officer [President, Executive VP,VP-Education, VP-Competition, VP-Promotion, Secretary-Historian, Treasurer,Recorder, and Auditor] to make a "draft" oftheir job description.

(3.) Establish clearer definition of areasof concern between Education, Promotion,and, Competition e.g. seminars.Discussion held that there is currently afine-line distinction in some of the duties ofAUSKF officers as to which officer isresponsible for what duties.

(4.) Vendors at AUSKF activities(camps, tournaments).It was reported that there was a lawsuitfiled in Minnesota: Cutting EdgeTechnologies ["GET"] v. Nosu Industries,et. al. , which resulted in a 2012 decisionin which GET prevailed and was awardeda judgment of $1.5 million; in addition aprotective order was issued by the U.S.District Court barring the sales ofNosyuiaido products in the United States,Canada, Australia and Great Britain.

Also, it was reported that the litigant [GET]was considering suing the AUSKF due tohaving participated in a Minnesota laidoevent [Note: AUSKF approved two iaidosensei to assist as instructors at this event]which provided the venue for a vendor tosell Nosu Industries products.

There was an inquiry about what steps thatthe AUSKF should take to protect itselffrom future legal liability stemming fromthis specific lawsuit and the effect of theprotective order barring the sales ofNosyuiaido products in the United States.It i»/ac Hgci'Hf-H tli t the- A I

the hiring of outside legal counsel todevelop a two (2) page contract toindemnify the AUSKF whenever a vendorof iaido related products seeks to sell suchitems at an AUSKF sanctioned event orvenue.

(5.) How to manuals.It was suggested that the AUSKForganization would benefit from thedevelopment of documented informationon how to organize the important AUSKFevents: AUSKF Championships, AUSKFIaido Summer Camp, AUSKF KendoSummer Camp, etc.

(6.) 2012 AJKF Foreign LeaderSeminar.Previously, it was announced that theAJKF had selected Mohebian Iraq(PNKF) and Rod Faghni (GNEUSKF) asthe AUSKF participants in the 2012ZNKR Foreign Kendo Leader's SummerCamp.

(7.) Replacement AUSKF ID Cardpolicy.After discussion, it was agreed to continuethe current AUSKF ID card replacementpolicy to charge $10 per request for areplacement AUSKF ID card.

(8.) Fire Athletic Club Televison.After explaining that the AUSKFadministration was recently contacted by aJapanese television show producer; whorequested that the AUSKF release thenames of AUSKF kenshi for the purposeof being contacted to participate in theFire Athletic Club Television show; it wasagreed that this type of request could notbe approved due to the confidentialAUSKF membership information, andother considerations.

(9.) Scheduling 2012-2014 AUSKFBoard of Directors meetings in advance.To assist the AUSKF members to plan forfuture Kodansha promotion examinationtesting that occurs on the same weekend asthe AUSKF board of directors meetings;the following locations were proposed forthe AUSKF board of directors meetings:

•Nov. 17 &18,2012 = Washington, DC

•April 2013 =NCKF/West Coast

• Nov. 2013 =Houston, Texas

A. NCKF Kendo Summer Camp was held onune 22, 23 & 24, 2012. Tadanori Ota sensei

and Masaharu Kakehashi sensei [both are 8 DanHanshi] from Tokyo, Japan; led the camp atLeigh High School in San Jose.

. NCKF Championships was held on July 15,2012 at Leigh High School in San Jose.

. NCI A laido Seminar was held on July20, 21& 22, 2012; guest iaido instructor from Aichiirefecture in Japan, Matsuoka sensei, Iaido 8

Dan Kyoshi led the seminar. Also, inattendance was Konno sensei from PNKF.

}. NCKF had approximately thirty (30) juniorsparticipate in the 3rd AUSKF Jr. Open National'hampionships held on August 4 in Kent,

Washington.

Congratulations to San Jose Kendo Dojo on

their 50th Anniversary Tournament heldon August 18,2012.

Guests in attendance were: TadanoriOta sensei, Yuji Nakata sensei, andMasaharu Kakehashi sensei [all threesensei are 8 Dan Hanshi, from theTokyo Police Department]. Also, inattendance were two AUSKF 8 Dansensei: Yoshiteru Tagawa and ShozoKato. AUSKF President Arthur I.Murakami was also in attendance.

In addition, the invited participantscame from CCKF, SCKF and SCKO;also, invited were sister dojos fromHonolulu, and Kyoto, Japan. Inaddition, the Steveston Dojo fromCanada was invited.

IN MEMORIAM:YASUI, Kiyoshi[1918-2012]

Kiyoshi Yasui sensei, 94 years old,passed away on May 25, 2012. MeiyoShihan of the Seattle Kendo Kai; Yasuisensei was instrumental in thedevelopment of kendo during post-WWII in Seattle and the Pacific NWarea as well as other parts of the UnitedStates.

Yasui sensei will be remembered as agreat kenshi, sensei and mentor.

5'h Pacific Northwest Kendo FederationNorth American Women's TeamTournament.

The PNKF has now established a datefor its 5th Women's Team Tournamentwhich is scheduled to take place onceagain at Renton Community Center onJuly 13, 2013. Preliminary invitationswill soon be going out to all of ourCanadian, Mexican, Hawaiian and USAkendo communities. Someorganizations outside of North Americahave requested to enter teams and theywill be ncluded in the invitation.

In the late 1960's, similar to laido,AJKF Seitei Jodo of 12 Kata wascreated from mostly SMR Kata. The Joas used in the Jodo-bu of the AJKF is128 cm (50.4 inches) long with adiameter of 2.4 cm (0.94 inch).

JODQ COMES TO THE U.S.A major connection between the SMRand various American Budo-ka wasDonn Draeger. His never-endinginterest in Budo of all kinds gave himentry into most schools and teachers. In1970, a demonstration of SMR Jo-jutsuwas performed at Camp Bushido by

locales; Otofuji Ichizo Shihan inFukuoka focused training in an olderversion of Jo-jutsu. The result wastwo styles of SMR Jo-jutsu: the

["SMR"] Jo-jutsu in Tokyo and otherShimizu Takaji, Kaminoda Tsunemori,and Donn Draeger. As in Tokyo in1920, this demonstration stirred greatnterest in Jodo among martial artspractitioners in the West. But it did not

Tokyo Jo-jutsu and the Fukuoka Jo- result in a permanent place for Jodo.jutsu.

This SMR connection to the policeproved highly desirable. Because itwas a major part of the policetraining, SMR Jo-jutsu was notbanned by GHQ at the end of WorldWar II. Through a land gift bySuzuki Michio, Shimizu sensei was

todo Dojos were established slowlyover time. Two of them are describedbelow as examples of many other Dojo.

August 1976, Mitsuzuka Kenshinsei participated in a laido and Jodo

icminar held by the New York IAIKAI.itsuzuka sensei was a retired Tokyoliceman who had rank in Kendo and

able to open his own Dojo in Tokyo, laido, and had been training in Jodothe Rembukan. Among the majorchanges by Shimizu sensei was theexpansion of the Kihon to 12 Waza.This became necessary as a methodof teaching up to 45 policemen at atime. The Tokyo Jo-jutsu was theprecursor to modern Jodo.

While the Rembukan did not surviveShimizu sensei's death in 1978, he iscredited with establishing SMR inTokyo and opening it to a muchlarger community, includingAmericans. Shimizu sensei trainedmany people in Manchuria, and it isestimated that he trained over 1.5million people.

/ith Kaminoda sensei. By the end ofthe two-week seminar the moreexperienced students had a good start inthe Kihon and Seitei gata of Jodo.

During the seminar in New York City,Mitsuzuka sensei had discussions witha Aikido sensei who had a Dojo in thesouth of France. This resulted in aseries of seminars in France under thecare of the French Aikido Federation.Through this connection, Mitsuzukasensei attracted more Aikido students totrain with him in his Tokyo Dojo in thePolice station at Yotsuya San Chome.

Mitsuzuka sensei returned toNew York to teach laido andJodo in the newly formedJapanese Swordsmanship Society(JSS). JSS continued training inJodo. David Pearl who hadreturned from training in Japanwith a 3-Dan Jodo; introducedMartyn Price and Harvey King,both of whom were students ofJSS, to Matsumura Shigehiro,Jodo 8 Dan Hanshi. MartynPrice has returned to Australiaand has stopped training becauseof a bad back. Harvey Kingcontinues teaching Seitei Jodoand Fukuoka SMR in Brooklyn,New York.

In Maryland, Rick Polland,established his BeikokuRembukan in 1988. His trainingin Jodo began in 1972, when hestarted studying the Jodo Kihonwith Bruce Brown. Rick Pollandaccompanied Bruce Brown totrain at the Rembukan in Tokyo.Six months later, Rick Polland,came back to the United States,where he invited OhtsukaTadahiko and Miyake Mariko todemonstrate Jodo. Rick Pollandlater returned to Rembukan inJapan in 1976 to continue hisJodo. After his return fromJapan in 1978, he started severalJodo classes and conducteddemontrations in differentlocations as he moved aboutAmerica over the decade beforeestablishing his own Dojo inMaryland. In addition to his ownclasses, Rick Polland, introducedJodo in other Dojos by holdingseminars, often with teachersfrom Japan. Rick Pollandcontinues giving seminars andconducting demonstrations of

In addition to an open Jodo seminarin Annapolis, Maryland, there was aspecial demonstration of Jodo andlaido arranged by the JapaneseEmbassy as a special display ofJapanese Culture. Kaminoda Senseiwas the featured demonstrator, and iwas his first return to the UnitedStates after a nearly 20-year absence.
