This Guide is one of a series of finding aids describingthe seized German records deposited in the National Archives.The series was initiated by the Microfilming Project of theCommittee for the Study of War Documents of the American His-torical Association in cooperation with the National Archivesand the Department of the Army. With the termination of the.ABA project in July 1963, the National Archives assumed soleresponsibility for the reproduction of records and the pre-t-aration of Guides.

Tnis is one of a number of Guides describing the recordsof the German Army field commands. These records fall intofive categories: Records of Army Groups, Records of Armies,Records of Corps, Records of Divisions, and Occupational andOther Records.

This Guide, which constitutes Part II of records of rearareas, occupied territories, and others, describes the con-tents of 17 rolls of microfilm. The records include materialon the occupation of Poland, Norway, southeast Europe, France,Belgium, the Netherlands, Luxemburg, and the Soviet Union, andcover the period from 1939 to early 194-5. See Guide No. 3&of this series for the majority of the records of the occupa-tion authorities included in this Guide.

The provenance to which the documents are attributed isthe army headquarters that originally kept the file, althougha large proportion of the items had in fact been retired bythe units to the Heeresarchiv Potsdam for permanent retention.There an accession number was stamped or written on the cover,and it is by this numbering system that the folders were organ-ized in the World War II Records Division and its predecessor,the Departmental Records Branch of the Department of the 4rmy,which offices administered the records before the assumptionof these duties by the National Archives. All folders

accessioned by the Heeresarchiv were assigned numbers insequence and logged in by unit in the Potsdam Catalog. Allsuch folders bear numbers below 75,000. Folders that hadnot gone through the Heeresarchiv accessioning process be-fore capture or had never been retired to the Heeresarchivwere given folder numbers in an extension of the Heeres-archiv system using numbers above 75,000, but otherwisefollowing the Potsdam pattern, with the exception of thefiles of the German Armistice Commission for EconomicMatters, which were given OKW numbers (OKW 2 04 to 2409).

Considerable information on the fate of Germany1 s mili-tary records during World War II, including information onseveral destructive fires and subsequent efforts to recon-struct records that were burned, may be found in the filesof the Chef der Heeresarchive in the German Army HighCommand. (These records were filmed as Microcopy No. T-78,Rolls 1-38, and are described in Guide No. 12 of this series.)

The descriptive material was prepared on cards or datasheets and each card or data sheet has been filmed beforethe folder it describes. The descriptions for all folderson one roll of film are also filmed at the beginning of thatroll. This Guide contains the text of these descriptions,together with a short unit history of each organization.

The term "Roll" in the Guide refers to the sequence ofthe film. "1st Frame" gives the frame number of the firstpage of the folder. The "Item No." is the identificationsymbol on the original folder. The "Item" provides (a; the ab-breviation of the staff section that originated the document, (b)the title appearing on the folder cover, snd (c) additional in-formation providing a general idea of the contents. The in-clusive dates of the file item are given under a "Date" column.

RECORDS OF GERMAN FIELD COMMANDS: REAR AREAS, OCCUPIED TERRITORIES, AND OTHERS (Part II)

Commanding Officers of the Army Rear Areas(Koimnandanten der ruckv'artigen Armeegebiete/Koruck)

Each of the various Army Rear Areas in the West, East, North, Italy, theBalkans, and North Africa was identified by number and was administered andcontrolled by a Commanding Officer of the Army Rear Area (Kommandant desruckwartigen Armeegebietes), who was subordinate to the Commanding Generalof the Army (Armeeoberkommando) in whose territory the area was located.His mission was the security and pacification of the area, as well asthe setting up and control of the administration of the area for the useof its manpower and economic forces for the benefit of the German wareffort, and the exploitation of the area for the direct support of theGerman military organization and the supplying of troops with rations.

Koruck 582, Ic/AO, Anlage z. KTB. A file of the Commander of Army Rear Area 582(Koruck 582) containing reports on desertion, violation of military regula-tions, espionage and partisan activities in Poland, seizure of hostages, ar-rest of polish officials, and the interrogation of prisoners of war.

Koruck 532, Ic, Ha, T'atigkeitsberichte. A file of the Commander of Army RearArea 532 (Koruck 532) containing reports of the Intelligence Branch on enemySdDotage and partisan activities, enemy situation and casualties, and moraleof the civilian population in Russia; and reports of the Personnel Officeron personnel changes, replacements, decorations, and losses.

Commanders of the Military Zones of Administration(Befehlshaber der ruckvartigen Heeresgebiete)

The German Military Zones of Administration (Heeresgebiete) werethe German-occupied zones under military control behind the Rus-sian front. Each Military Zone of Administration correspondedin name to the Army Group (Heeresgruppe) in whose area it waslocated; i.e., North, South, Center, A, B, and Don. Each zonewas commanded by an officer bearing the dual title of CommandingGeneral of the Security Troops and Commander in the Military Zoneof Administration (Kommandierender General der Sicherungstruppenund Befehlshaber im Heeresgebiet), who was subordinate to theCommander of the Army Group. The mission of each zone commanderwas the pacification of his area; the setting up and control ofthe administration of the area for the use of its manpower andeconomic forces for the benefit of the German war effort; and themaintenance of peace, security, and order among the native popu-lation and the German military forces.

Military Commander in France(Militarbefehlnhaber in Frankreich)

The Military Commander in France, by virtue of the German-Frencharmistice treaty, controlled all German-occupied territory inFrance except the departments of the North and Pas-de-Calais.Tne Military Commander exercised the rights of the German Govern-ment, as an occupying power, to control and supervise French ad-ministration through its own administrative measures and regula-tions, and to make laws. The Military Commander in France wasdirectly subordinate to the Army High Command (Oberkommando desHeeres). The area under his jurisdiction was divided into Mili-tary Administrative Districts A, B, C, Bordeaux, and Greater Paris.Each Military Administrative District was divided into a MilitaryCommand Staff and an Administrative Staff. The Military CommandStaff, which was responsible for carrying out the military missionof the Military Commander, had the following offices: OperationsOfficer, Air Raid Protection Liaison Officer, Intelligence Officer,Personnel Officer, Judge Advocate, Staff Supply Group, Administra-tive Officer, Medical Officer, Veterinary Officer, and Staff Mili-tary Police Officer. The Administrative Staff, which was respon-sible for carrying out the administrative mission of the MilitaryCommander, had the following offices: Section I, Personnel; SectionII, Administration; and Section III, Economy. Regulations and de-crees of the Military Commander were published in the German andFrench languages.

The military occupation of the Netherlands was under the Com-mander of Army Troops in the Netherlands (designated at vari-ous times as Kommandeur der Truppen des Heeres in den Nieder-landen, Befehlshaber der Truppen des Heeres in den Niederlan-den, and Kommandierender General und Befehlshaber der Truppenin den Niederlanden) and under the higher military authority,the Armed Forces Commander in the Netherlands (Wehrmachtbe-fehlshaber in den Niederlanden). Supreme power in the civildomain was vested in the Reich Commissioner for the OccupiedNetherlands (Reichskommissar fur die besetzten niederl'andi-sehen Gebiete). Arthur Seyss-Inquart was appointed ReichCommissioner by decree of May 18, 194-0.
