Presidential Memorandum – Accelerating Technology Transfer and Commercialization of Federal Research In Support of High-Growth Businesses

Sec. 1. Policy. One driver of successful innovation is technology transfer

Sec. 2. Establish Goals and Measure Progress. (a) Federal laboratories shall develop plans that establish performance goals to increase the number and pace of effective technology transfer and commercialization activities in partnership with non federal entities. (d) The heads of agencies with Federal laboratories are encouraged to include technology transfer efforts in overall laboratory evaluation.

Sec. 3. Streamline the Federal Government's Tech. Transfer and Commercialization Process. (a) Agencies with Federal laboratories shall review their licensing procedures and practices for establishing CRADAs. (c) The heads of agencies … shall implement administrative practices that reduce the time from grant application to award [and] facilitate a common reporting of these performance measures.

Sec. 4. Facilitate Commercialization through Local and Regional Partnerships. (a) Federal laboratories [should] collaborate with external partners to share the expertise of Federal laboratories with businesses and to participate in regional technology innovation clusters that are in place across the country. (b) Agencies [should] locate applied research and business support programs to further technology transfer and commercialization. (c) Federal laboratories and other research facilities [should] engage in public-private partnerships in those technical areas of importance to the agency's mission with external partners to strengthen the commercialization activities in their local region.

NASA Success Story: YSU Roadshow

Bill Whittenberger, Catacel Corp., CTO & President

Catacel makes catalytic materials used in fuel cells, hydrogen plants and other applications. 

"The overall experience was very positive.  NASA people do CFD modelling all the time, and could easily understand, comment on, and offer advice on the CFD modelling we were doing.  Two hours of discussion at the event led to considerable progress in our ability to accurately model our product.  A follow-up session at our facility brought us additional valuable input" Whittenberger said.

Results and Initial Comments• A Product Development Engineer for Micro-V Group is interested in nano-

reinforcement materials for polymers for research in automotive engine belts (Sandi Miller).

• DASI Solutions, a 3D printing manufacturer, wants to explore 3D printing with GRC’s aerogels and with LaRC’s additive manufacturing using electron beam free form fabrication technologies (Stephanie Vivod and Robert Hafley).

• An Entrepreneur-in-Residence who does technology mining at Wayne State said he has been looking for a computational analysis service for advanced materials in transportation and energy applications for years and found it at one of the booths (Evan Pineda) .

• Lotus, GM, Whirlpool, Sanza, and Hendrickson International are very interested in GSFC’s ultra high resolution microfocus CT for innovative manufacturing technology (Betsy Pugel).

• NASA talking with TechShop to look into bringing one to Cleveland and other cities with a NASA location. TechShop is a do-it-yourself workshop that provides affordable, open access to a wide range of tools, equipment, resources, and workspace and promotes innovation.

• The Mayor’s Office in the City of Detroit expressed an interest in developing a partnership with NASA Glenn.

• The technology commercialization specialist from another NASA Center said this was much better than anything they had done and wants to copy it.

• One GRC researcher admitted to being a skeptic but became a fan and willing participant during the event.

Proposed Ohio Fuel Cell Coalition (OFCC) / Lorain County Community College (LCCC) Energy Sector:

Fuel Cell Roadshow Conduct a modified road show to match OFCC members that could benefit from interactions with GRC subject matter experts

• OFCC/LCCC canvases members to ascertain “needs” that align with GRC competencies through an application/selection process

• OFCC/LCCC presents list of technology challenges to GRC and serves as facilitator for initial interactions between OFCC member and NASA

• NASA works with OFCC member and NASA SME’s to schedule up to six hour one on one sessions during the Technology Roadshow Event at LCCC in Fall 2014

• OFCC conducts post session survey of members’ perspectives on value of NASA interactions and prepares summary briefing to present to GRC Center Director

• NASA and individual OFCC members consider follow on efforts on case by case basis
