1. Could you briefly introduce the Wilaya

Before answering your question, let me thank the collective of the magazine "ANDI NEWS" for

giving me the opportunity to talk

with great pride, a wilaya witness

Could you briefly introduce the Wilaya?

giving me the opportunity to talk about the wilaya of Oum El Bouaghi a wilaya which I took for in 2010

Oum El Bouaghi comes from the administrative division of 1974,

administratively organized into 29 districts and 12 Daïrate, the wilaya of Oum El Bouaghi is on the

edge of profound changes, it offers and provides real and actual eligibility to sustainable development.

2. What is the economic vocation of the Wilaya in terms of its potential,

its characteristics and advantages ?

I would tell it without hesitation, Oum El Boughi draws its identity from its deep roots in the agro-

pastoral vocation, with more than 360,000 ha of utilized agricultural

area nearly 14,000 ha irrigated and more than 122,000 ha of

rangeland, living space for a herd comprised of nearly 47,000 cattle,

600,000 sheep and 96,000 goats, the wilaya of Oum El Bouaghi

develops agriculture which represents 30% of the employed

population, agriculture which, thanks to the heavy investments, such as irrigation perimeter of ksar

Sbihi, the Ourkis dam, regional slaughterhouse of Ain M'lila, the giant grain silos of Sigus, STEP of Ain

Beida and soon the dam of Chbabta at Meskiana, and the station of

purification of Ain M'lila, Oum El Bouaghi called to take undeniably

another dimension.

In addition to this agriculture with high added value, one can not

overlook other attractive advantages such as:

� The highly developed urban structure and activity and trade centers enlivened with a lot of

energy by the cities of M'lila Ain - Ain Beida - Oum El

Bouaghi and Ain Fakroun.

� A space with quality and function of hyphens in the

Northeast region of the country.

� A very dense and very smooth road network led by 414

Kms RN - 413 Kms CW 1075 Kms of municipal roads.

� A space hosting large deposits that are classified useful substances.

� A university center booming and large capacity training, constituting a real reservoir of skilled

labor force.

� An important property portfolio for private investment in regulated areas.

� A status of "High lands areas" for 13 districts, with all the benefits derived therefrom.

� The soon cement plant of Sigus with a capacity of 2 million tons / year.

3. What are the major investment projects that are realized or under way of realization or in

prospect of achieving in the wilaya, including those registered in the 2010-2014 five-year plan

initiated by His Excellency the President of the Republic, and what are their impacts on the

attractiveness of the wilaya?

To this question, I would rather submit for your consideration the socio-economic indicators shown

by the province of Oum El Bouaghi, that compete cheerfully with national standards and I let you to

gauge the content and consequently the efforts made by governments to achieve these results, which

not only fit into the improvement of the built environment of the people but also for boosting the

attractiveness of the region by providing the conditions required for any investment:

• Rate of connection:

� AEP : 98%

� Draining : 97%

� Power : 98%

� Natural gas : 78%

• Occupancy rate per housing: 4,8 people per housing

• Occupancy rate by grade:

� Primary : 30 élèves per class

� Middle : 33 élèves par class

� Secondary : 32 élèves par class

� 24.000 pedagogical positions in higher education

and 14,000 places for accommodation

� 5600 vocational training positions, providing 84

specialties.

� 07 hospitals providing 1173 beds.

� 10 hotels, of a capacity of 333 rooms and 670

beds.

I will confine myself to these ratios, which in any event,

perfectly reflect the means established under the supplemental

program to support the growth and consolidation program for

economic growth.

4. What is your assessment of the activities of the CALPIREF, could you give us an overview on land

opportunities for economic investment in the Wilaya?

The orientation and activity of the CALPIREF is essentially based on a strategy that promotes

productive investment, creating jobs and value added, of course with its harmonization with the

vocation agro - pastoral of the wilaya.

In terms of balance, it should be noted that at the end of 2013, the number of files submitted reached

938 files, 834 of which have been studied and 241 selected, representing a total area of 49.7569

hectares for 7051 jobs potential and investment of 2611 billion of centimes.

About the current availability of land it amounted to 40.3209 hectares, representing 197 lots

regulated areas, land for investment portfolio will also greatly expanded through the creation of two

(02) new industrial areas in the municipalities of AIN ZITOUN and OULED GACEM.

5. What is your perception of the activities, missions and role of the One Stop Shop of ANDI

located in the wilaya of Oum El Bouaghi?

This multisectoral structure is limited to its mission as defined in the regulations, it is desirable

that it would be more offensive, more determined to offer productive niche to potential investors by

convincing arguments (statistics - market data - prospects etc ... ).

It is also recommended that the one-stop shop of "ANDI" should develop an index of

consultants, specializing in the maturation of the techno-economic engineering, as it is currently

noted that all the studies and files submitted to CALPIREF are the work of architects or accountants.

6. One last word on investment, Mr. Wali for the promoters?

Honestly we expect better and more private investment, although some projects are the

beginnings of a potential recovery and renewed interest, such as:

� The four projects of the realization of brickworks retained at R'hia - Souk Naaman - Henchir

Toumagheni, one (01) will be brought into operation soon.

� Two units of battery manufacturing.

� The manufacturing unit of filters.

� The manufacturing unit of fats.

� The marble processing unit.

� Two (02) canning factories of F'kirina and Ouled Hamla.

the business and the effort to come, to benefit from the enormous potential contained in the

wilaya of Oum El Bouaghi, while ensuring them that they will find a administration listening to
