Myanmar has established sanctuaries,and it still has vast stretches of natural forestsand large array of biodiversity thanks toprotective measures taken for many years.The Ministry of Forestry is establishingsanctuaries and national parks for protectionof biodiversity and stability of ecosystem.

Conserving natural forests can yieldtemperate climate and fertile soil. And it canprevent wildlife from extinction as well. Withthe establishment of sanctuaries, Myanmarhas been known for having the largest numberof tigers in the world.

The country has established HukaungValley Tiger Protection Area in Kachin Statesince 2004.

International wildlife protection expertsare holding a meeting to increase the numberof tigers as the global tiger population hasbeen decreasing day by day. Experts haveestimated there are only about 3200 tigers inthe wild across the world although the numberwas about 100,000 last year.

The countries where tigers can be foundare Myanmar, Bangladesh, Bhutan,Cambodia, China, India, Indonesia, Laos,Malaysia, Nepal, Thailand, Vietnam andRussia. Responsible persons from thosecountries will sign an agreement on realizingthe goal of doubling the number of tigers in2022 at the tiger summit.

In this context, Myanmar’s sanctuariesare contributing a great deal to increasing thenumber of tigers in the world.

NAY PYI TAW, 23 Nov—Minister for Agricultureand Irrigation U Htay Oo went to Kanyin Dam project inIngapu Township, Ayeyawady Region, on 21 November,to assist in construction work of the project.

During his tour of inspection, the minister calledon officials concerned for timely completion of theproject meeting set standards.

The dam is built on Kanyin Creek, and theearthen type embankment of the dam is 194 ft high and

acre-feet of water and can irrigate 25,000 acres offarmland. Besides, the dam can be used to generate fivemegawatts.

Suicide bombing leaves bomberdead in E Afghanistan

KABUL, 23 Nov— A suicide bomber blew himself up in Afghanistan easternNangarhar Province on Tuesday, causing no other casualties, Interior Ministrysaid in press release.

“Today at 07:30 am local time a suicide bomber which was riding amotorbike exploded his vest in Ring Road Molawi Khales Family area,Bahsood District of Nangarhar Province,” the press release added.

“As a result, the suicide bomber was killed and no civilians were harmedin this attack,” the press release noted.

However, it did not blame any particular groups or individuals for theattack.

It is the second violent incident hit Nangahar over the past two days. Inthe previous attack in the shape of bomb blast on Monday injured two civiliansoutside Nangarhar’s provincial capital Jalalabad for which authorities put theattack on Taleban militants.

Taleban militants fighting Afghan and NATO-led troops have intensifiedtheir activities against government interests and security forces since beginningthis year.—Xinhua

KUNDUZ, 23 Nov— Gun battle between Taleban militants and police in the northernKunduz Province left five people dead including two police on Monday, a local officialsaid.

“The clash happened in Quldaman Village of Imam Sahib District this morning andlasted for few hours during which three Taleban rebels and two Arbaki or local communitypolicemen were killed,” district governor Mohammad Ayub Haqyar told Xinhua.

Arbaki or local police was established a couple of months ago in some districts to defendtheir villages against Taleban attacks.

Meantime, a Taleban spokesman, Zabihullah Mujahid, in talks with media via telephonefrom unknown locations confirmed the clash and said only one Taleban fighter was killedand three others sustained injuries.

Bomb explosions wound14 people in Iraq

BAGHDAD, 23 Nov— A total of 14 people were wounded inseparate bomb attacks in Baghdad and Iraq’s eastern province ofDiyala on Monday, the police said. In Baghdad, six people,including a policeman, were wounded in a roadside bombexplosion near a police patrol in Karrada District in central thecapital, an Interior Ministry source told Xinhua on condition ofanonymity.Also in the capital, three civilians were wounded in aroadside bomb blast in Baghdad’s western district of Amiriyah,the source said.

In eastern Iraq, three farmers were wounded in a roadsidebomb explosion near their tractor in a village located some 20km northwest of Baquba, the capital city of Diyala Province, aprovincial police source told Xinhua on condition of anonymity.

‘Fix’ for body scannercontroversy?

WASHINGTON, 23 Nov— One US scientist who helped developfull-body airport scanners says a simple software fix could mollifyobjections to the so-called “virtual strip search.”

Willard “Bill” Wattenburg, a former nuclear weapons designerat the Livermore lab involved in developing the technology, said heoffered the “fix” concept to US Department of Homeland Securityofficials four years ago but was rebuffed, The Washington Postreported on Monday.

The software fix would modify the images captured by thescanners so they resemble reflections in a fun-house mirror, but anypotentially dangerous objects would be clearly revealed, Wattenburgsaid.

As currently configured, the scanners produce clear outlines ofthe human body, and the US Transportation Security Administrationhas found itself enmeshed in controversy since installation of the newscanners started last month.

“Why not just distort the image into something grotesque so thatthere isn’t anything titillating or exciting about it?” Wattenburgasked.—Internet

SAO PAULO, 23 Nov—A funeral home in Brazilis broadcasting its services live over the Internet,giving some of the millions of Brazilians livingabroad the chance to say a final goodbye to theirloved ones.

The Gonzaga funeral home says it has startedstreaming video of burials, masses and funeralprocessions in real time to those who can’t make itto the ceremonies. It even provides an online chatroom.

Funeral home director Eres Gonzaga told TheAssociated Press on Monday it charges aboutUS$60 an hour, depending on the service.

The funeral home is in Governador Valadares,known as a hotbed for migration to the UnitedStates and Europe.

Malaysia’s economic growth slows inthird quarter

KUALA LUMPUR, 23 Nov—Malaysia’s growth rate slowed to 5.3percent in the third quarter as exportsslipped, the central bank said Monday,but tipped the economy to expand by upto 7.0 percent over the full year.

Bank Negara governor Zeti AkhtarAziz said the more modest performancein the quarter would not seriously dentthe recovery of the export-dependenteconomy.

“The economy has continued toremain on a recovery path. We’re verylikely to have growth of six to sevenpercent this year,” she told reporters.Zeti attributed the slower growth toweaker global demand for electrical andelectronic products, particularlysemiconductors.

The economy grew at a robust 8.9percent year-on-year in the secondquarter after posting a strong 10.1 percentin the first quarter.

Measures to prevent HIV/AIDS, to give treatment to patientsbeing taken systematically in Myanmar

MoH explains HIV/AIDS shelter in Dagon Myothit (South)about possible spread of infection from it

NAY PYI TAW, 23 Nov — The Health Departmentof the Ministry of Health has taken measures forprevention and control of HIV/AIDS under thedirective of the National Health Committee.

The department is extensively engaged inconsultation and conducting educative talks onhealth in an effort to reduce the spread of HIV/AIDSin the country.

Besides, Special Hospital (Waibargi) in NorthOkkalapa Township and Special Hospital inMingaladon Township are providing treatment toHIV/AIDS in-patients and out-patients. Moreover,Special Hospital (Thakayta) was inaugurated on 5August 2010 for HIV/AIDS patients who need toundergo follow-up treatment. At present, there are59 in-patients and 150 out-patients at SpecialHospital (Waibargi), 55 in-patients and 67 out-patients at Special Hospital (Mingaladon) and sevenin-patients and seven out-patients at Special Hospital(Thakayta).

Meanwhile, 30 other specialist hospitals underthe Ministry of Health are providing medicaltreatment to HIV/AIDS patients, and 11 NGOs and21 INGOs have been allowed to take care of thepatients in Myanmar. To be able to do so, INGOsneeds to sign MoU with the Ministry of Health and

NGOs need to register at Ministry of Home Affairs.For a clinic, the size of the building and registereddoctors set by the Ministry of Health and treatmentprovided under the recommendatin of the specialistsare required, and a monthly report from the clinic isto be presented.

A group led by Daw Phyu Phyu Thin has beenproviding shelter and medical treatment to HIV/AIDS patients at the home, No. 376, Kanbawza-2Street, Ward-18, Dagon Myothit (South) Township.With that regard, a medical team led by Head ofYangon Region Health Department Dr Hla Myintwent to the shelter on 7 July 2010 and 11 August2010 and explained the group that as there are manypatients at the shelter with a limited space for thepatients it can be the sources of drug-resistant TBcases which are the complications of HIV/AIDS.During the meeting, the medical team urged thosefrom the shelter to send the patients to SpecialHospital (Thakayta) as preparations have alreadybeen made at the facility.

Since the patients at the home did not undergotreatment at the hospital, the medical team led byDr. Hla Myint met with responsible persons of thehome again at the Dagon Myothit (South) TownshipPeople’s Hospital on 20 November. During the

meeting from 10.5 to 10.3 am, the team told themthat allowing patients with the infectious diseaselive together in such a condition could make theirhealth worse. Out of the patients at the home, 30patients are also infected with tuberculosis, and it isconcerned over the possible spread of the virus fromthe patients to neignbours, the team said. It also saidthat arrangement are to be made for the patients toundergo medical treatment at Special Hospital(Thakayta) which has already prepared for not onlytreatment but also meals for them. At the meeting,the host thanked the team for the arrangement andreplied that they will transfer the patients to thehospital when they get permission from the group.

Officials from the Ministry of Health explainedthose from the home about the possible spread ofinfectious disease from the patients for the sake ofthe patients and neighbours as the patients are livingat a home and suggested the host to follow theinstructions.—MNA

STAVANGER, 23 Nov—Norwegian energycompany Statoil said Monday it found major riskswith drilling at the Gullfaks oil and gas field,echoing a government report.

The Petroleum Safety Authority Norway saidin its most recent report that planning and drillingoperat ions at the oi l and gas f ield wereimplemented with serious deficiencies.

Oystein Michelsen, a vice president ofexploration and production for Statoil, said thePSA findings were mainly consistent with hiscompany’s own reporting.

“The report findings are serious and show howwe must make improvements in management,compliance and risk assessment,” he said in astatement.

The company announced on 10 Nov that it shutoperations at the field to “double-check” thatoperations were proceeding according to theappropriate regulations.

Statoil in May reported that one of the wells atthe field was at risk of a major blowout. Offshoreoil work is under scrutiny after an April well failurein the Gulf of Mexico led to one of the worst oilspills in the history of the industry.

The company added, however, that in the lastdecade, the number of “serious incidents” on theNorwegian continental shelf declined by 80percent.

MOSCOW, 23 Nov—The head of Russia’s Federal Space Agency(Roscosmos), Anatoly Perminov, said here on Sunday that the launch ofan unmanned lander to one of the moon of Mars, Phobos, was scheduledfor October 2011.

The Phobos-Grunt spacecraft will be sent to the surface of Phobos,and then return to the Earth with soil samples.

A Chinese micro-satellite YH-1, the country’s first Mars probe, willalso be carried by the Phobos-Grunt spacecraft to the Martian orbit, theItar-Tass news agency reported.

The Chinese deep space research probe will start a Mars researchprogramme, including studying the mechanism of water evaporation onthe planet.

Also, Phobos-Grunt will carry seeds and particular species ofbacteria, fungi, maxillopoda, fish and chironomids in the mission, whichwill help resolve the problem of planetary quarantine.

The new layer is located underthe country’s Ferdowsi gas fieldoff the coast of the Persian Gulf,Managing Director of Iran’s ParsOil and Gas Company Ali Vakiliwas quoted by Fars as saying.

The layer is one of Iran’sbiggest, said Vakili.

PARIS, 23 Nov—French giant nuclear power group Areva, whichseeks to boost funds via a capital increase, was likely to postpone theoperation to next year, local business daily Les Echos reported onMonday.

According to its report, the capital increase seems to be delayedto spring 2011 as “the process’s stagnation is partly due to conditionsimposed by the Sovereign Fund of Qatar to participate in theoperation.”

“Qatar wants to eventually convert all or part of its shares in aninvestment in the mining activity of the nuclear group,” it added onits web site.

Decided in June 2009, the state-run nuclear group planned to raiseup to 3 billion euros (4.11 billion US dollars) from a capital increaseafter offering 15 percent of its stake to investors. The company pledgedto close the operation before the end of this year. Among bidders forAreva’s stake, the report cited Kuwait’s sovereign funds and Japan’sMitsubishi Heavy Industries (MHI). Areva officials were notimmediately available to comment.

The capital increase is expected to help the company to boost itsfinancial resources enough to realize its projects and investments.Areva registered a 6.4-percent rise in its turnover to 4.15 billion euros(5.69 billion dollars) over the first half in 2010 from the same periodlast year.

14 killed as roof collapses inNW Pakistan

ISLAMABAD, 23 Nov — At least 14 people werekilled and 13 others injured in a roof collapse incidenton Tuesday morning in northwest Pakistan’s Swat area,local media reported.

According to local Urdu TV channel ARY, thetragedy took place in Buner early Tuesday morningwhen the roof of a house suddenly collapsed, killingmany people inside offering a funeral prayer.
