A MESSAGE FROM THE PRESIDENT
Welcome to the Virtual 63rd Capital Emmy Awards! Want to watch something good on television? We’ve got it right here as we celebrate another year of excellence in Television Arts in Washington, D.C., Maryland and Virginia. Your colleagues and coworkers have done outstanding work this year under unimaginable circumstances, and we’re going to celebrate all of it tonight. Think about what we all did this year. Against the backdrop of an unprecedented pandemic, you rose to the awesome responsibility of covering a social revolution and an election season like no other, all through the lens of public health, voting rights and inclusion. Your coverage of these events will be the recorded history and tools of progress for future generations. I am happy to report to you that the Capital Emmy Chapter is stronger than ever. We continue to be one of the largest chapters in the National Academy. This is a credit to the hard work of the Board of Governors, the Chapter’s Executive Committee, and the Chapter’s staff. I hope they know how much they are appreciated. I also want to recognize two stations that have made a unique commitment to our organization. Maryland Public Television and WTVR in Richmond are our Capital Emmy Partners. This commitment is a significant investment in our Academy and provides membership status to all their employees. We greatly appreciate their support and encourage other stations to become Capital Emmy Partners as well! Tonight, we also honor two others for their contributions to our profession. Sue Kopen Katcef is this year’s recipient of the Chapter’s Board of Governors Award. Sue is recently retired from teaching at the University of Maryland as well as the former Capital News Service Bureau Director of the Merrill College of Journalism. She currently does freelance work for MPT’s News Division. Sue has been the heart and soul of the Chapter’s educational mentoring program Face Time with
the Pros held each year for students and journalists in the beginning stages of their careers. Her impact on student journalists throughout the years has been immeasurable. Deborah Weiner of WBAL–TV11 News in Baltimore, Maryland is this year’s Ted Yates Award recipient. Deb has worked as a journalist for more than three decades. She has spent nearly two decades at WBAL-TV covering everything from Maryland Holocaust survivors to teen victims of Baltimore crime. Last year she produced the documentary “NO MINOR CRIME” which chronicled the tragedies of the young people killed in the streets of Baltimore during 2019. She then served as an indelible piece of continuing COVID-19 coverage for the rest of the year while suffering from the deadly virus. We’ve always referred to this recognition as our “Profile in Courage.” Deb fits that definition perfectly. In addition to Sue and Deborah, tonight we toast almost 400 entries in 126 different categories … a specular representation of the creativity you used to tell stories and produce shows, newscasts and content. We’ll have to toast virtually this year, but I have some good news. Mark June 25, 2022 in your calendars. We’ll gather together next year at the Bethesda North Marriott Hotel & Conference Center and are already making plans to make that the best in-person ceremony ever. But first … on with the best VIRTUAL ceremony ever. Congratulations to all of tonight’s nominees and Emmy recipients!

The National Capital Chesapeake Bay Chapter of the National Academy of Television Arts & Sciences recognizes outstanding individual achievement in the National Capital Chesapeake Bay region by conferring annual awards of merit.
The Emmy® Award is intended to recognize excellence. Therefore, in each category, one award, more than one award or no award may be given. The Awards Committee wants to remind NCCB members of the importance and honor of the nomination itself.
This year news, program and individual craft entries were judged online and in person by panels in Boston, New York, Heartland, Lone Star, Ohio Valley, Pacific Southwest, and Suncoast. The National Capital Chesapeake Bay Chapter’s Awards Committee reviewed the unidentified totals prepared by the Certified Public Accounting firm of Bowling, Franklin and Co., LLP for the purpose of determining the number of awards to be given.
THE EMMY® AWARDS HOW THE EMMY® JUDGING PROCESS WORKS
The Emmy® Award celebrates excellence in television with the announcement of the nominations in May and the awarding of statuettes in June. In December and January, our Chapter receives hundreds of entries in 140 categories. After a thorough review by the awards committee members, the entries are divided up among other NATAS Chapters. They are screened and judged online, or in-person at Super Panels, by seasoned TV station staff, production companies, and independents who are experienced in the categories they have agreed to judge. This year, seven Chapters judged our entries and in turn, we will judge their entries throughout the year.
Programming and News categories have a high score of 30; Crafts have a high score of 20. When the scores come in, the accounting firm of CliftonLarsonAllen LLP translates the scores into percentages. So when it comes time for the Awards Committee to evaluate whether a category has Emmy® recipients and nominees, they get a blind category with a long list of percentages. After several years of doing it this way, the National Awards Committee has devised certain cut offs for scores that determine whether a category has winners and nominees. As a general guideline, entries that score 90% or above are awarded an Emmy® and those that score 80% or above receive a Nomination.

Candace Burns co-anchors the CBS 6 evening news in Richmond, Virginia. She joined the news team in 2014, after anchoring and reporting in Flint, Michigan, where she earned the Michigan Association of Broadcasters Excellence award for her reporting.
She is an Emmy award-winning journalist who has been recognized for her dedication to journalism and
her service to the community by several organizations.
Candace serves as a board member for the National Capital Chesapeake Bay Chapter of The National Academy of Television Arts and Sciences. She is an active member of Alpha Kappa Alpha Sorority and the National Association of Black Journalists.

Alberto Pimienta is a reporter for Noticiero Telemundo 44, our sister station Telemundo 44/WZDC, serving the Spanish-speaking community in the Washington, D.C. area. Pimienta reports the latest and most important news for viewers and contributes to NBC4 News.
Prior to joining Telemundo 44 in November 2017, Pimienta worked
as a political reporter for NY1, NY1 News and the 24-hour local Spectrum News stations from 2016 to 2017 as a political reporter in Washington, D.C., covering Congress and the White House. Also covered the legislative shooting in Alexandria, the Republican and Democratic National Convention in 2016 in Cleveland and Philadelphia, President Donald Trump’s campaign closing event in New York, the Pulse nightclub massacre in Orlando and the violent protests in Charlotte.
Pimienta also worked as a reporter at Voice of America (VOA) in Washington, D.C., from 2012 to 2016. He covered the protests in Ferguson, the riots in Baltimore and Chicago, the third Nuclear Security Summit in The Hague, the Netherlands, the United Nations General Assembly in New York, and the Washington Navy Yard massacre.
Pimienta holds a bachelor’s degree in journalism from Ball State University in Muncie, Indiana.

BOARD OF GOVERNORS AWARD
This award reaches beyond those usually awarded for television news and Production. The Board of Governors Award recognizes achievements by individuals, organizations or companies in community service or other worthwhile endeavors within the National Capital Chesapeake Bay’s region. Historically, the Board of Governors Award is given for truly outstanding achievement and unique accomplishment of some duration and durability.
SUE KOPEN KATCEF Maryland Public Television and University of Maryland, Philip Merrill College of Journalism (retired) Award Recipient
Sue Kopen Katcef, an award-winning veteran broadcast journalist, is currently a freelance reporter for Maryland Public Television (with whom she previously worked from 1987-92).
Kopen Katcef spent nearly two decades teaching full-time at her alma mater, the Philip Merrill College of Journalism at the University of Maryland (prior to that she was an adjunct instructor for a decade at the College).
Sue served as the Broadcast Bureau Director of the Merrill College’s Capital News Service for ten years. Her students and their production, “Maryland Newsline” won dozens of local, regional and national awards for their work.
Prior to coming to the Merrill College of Journalism, Sue was a reporter and anchor for WBAL Radio in Baltimore, where she continued to freelance for many years after leaving to teach full-time at the University of Maryland. Sue also worked as a reporter for WJZ Television and WCBM/Metromedia Radio, both in Baltimore.
Sue is also involved at both the local and national levels for the Society of Professional Journalists. She served on SPJ’s national board for many years and last year served as chair of SPJ’s National Awards & Honors Committee.
Sue is currently a member—and former chair—of the Education Committee of the National Capital Chesapeake Bay Chapter of NATAS. She is also a past member of the chapter’s board.
Sue is also member of the Board of the Chesapeake Associated Press Broadcasters’ Association (CABPA) where she has twice-served as president and is currently serving as secretary.
In addition, Sue is also a longtime member of the Radio Television Digital News Association (RTDNA).
Sue’s reporting has earned many awards over the years. They include honors from the Radio-Television News Directors’ Association, the New York Festivals, the Society of Professional Journalists, the Chesapeake Associated Press Broadcasters’ Association, the American Bar Association and the Maryland State Bar Association.
In 2017, Sue was inducted into the National Capital Chesapeake Chapter’s “Silver Circle” for Outstanding Contributions to the Broadcast Industry. She’s also been honored with the “Distinguished Service Award” from the Washington, D.C. Society of Professional Journalists chapter. And in 2007, she was initiated into Omicron Delta Kappa, the National Leadership Honor Society.

TED YATES AWARD
Ted Yates was an NBC News producer who traveled the world on assignment. Killed in the practice of his profession, he is remembered for his achievements in journalism. This award is given to an individual who has demonstrated outstanding professional and personal qualities in their contribution to the National Capital Chesapeake Bay region’s television news and public affairs.
DEBORAH WEINER News Anchor, I-Team Reporter, WBALAward Recipient
Deborah Weiner prides herself on this personal truth – the job of working in television news since 1987 has never once felt like a day at work. Deborah co-anchors WBAL-TV 11 News weeknights at 6 and 11 p.m. and produces reports for the 11 News I-Team.
Deborah is a Baltimore native, having grown up in Pikesville and graduated from The Park School of Baltimore. She is a 1986 graduate of Northwestern University in Evanston, Illinois. She also earned her master’s degree from the Medill School of Journalism at Northwestern University.
Deborah’s first television job was at WYFF-TV in Greenville, South Carolina. She also worked at WBFF-TV in Baltimore as a reporter and anchor. In 1994, she took the leap to network news, working for ABC NEWS as a Washington Correspondent.
In May 2002, Deborah joined WBAL-TV’s special projects unit and the WBAL-TV 11 News I-Team, covering a variety of topics from politics to crime to social justice. In 2005, Deborah and her colleagues produced an hour-long documentary called “Survivors Among Us,” featuring the stories of local Holocaust survivors. In 2012, they produced the documentary, “Rebounding from Loss,” which profiled a Baltimore high school basketball team after the tragic loss of one of their players.
Deborah has won numerous Emmy awards for in-depth reporting and writing along with many other industry accolades. Among her greatest honor is the prestigious Alfred I. duPont-Columbia University Award, which was awarded for her investigation of Baltimore’s juvenile justice system.
Deborah is the daughter of a retired television talk-show producer and a prolific litigator. She and her attorney husband live in Baltimore City and are the parents of two grown children.
Production awards are for individuals who made a significant contribution to a winning piece and were not listed on the original entry.
