Aiwan-e-Sadar Cooperative Housing Society

134. * Ms. Naeema Kishwer Khan

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

a) as to when the NOC was issued by the Capital Development Authority to the Aiwan-e-Sadar Cooperative Housing Society;

b) whether the notices of development charges have been issued to the members of the said Society;

c) whether allotment letters have been issued to those members of the said Society who have deposited the cost of land; and

d) whether it is a fact that allotment letters have also been issued to those members of the said Society who have not paid the full cost of land; if so, the criteria adopted therefor?

Minister In-charge of the Capital Administration and Development Division (Dr. Tariq Fazal Chudhary): (a) The first stage is issuance of Layout plan approval of Awan-e-Sadar housing society followed by issuance of NOC of the scheme by CDA and NOC has not been issued by the CDA to National Cooperative Housing Society (former Aewan-e-Sadar Cooperative Housing Society).

(b)The notices of development charges are issued by management committee of the society.

(c)The allotment letters are also issued by management committee of the society.

(d) Does not pertain to CDA.

Overall, the Cooperative Societies Department permits the management committee for the following;

101. * Mr. Murad Saeed

Will the Minister In-charge of the Aviation Division be pleased to state:

a) the total numbers of administrative, operational, security lapses, flight safety and financial inquiries held in the Pakistan International Airlines (PIA) since 12-03-2008 alongwith the present status thereof separately;

b) the conclusions and responsibles thereof separately;

c) whether it is a fact that employees of PIA who were held responsible in said inquiries were not only reinstated in the services but also given them seniority;

d) if the answer to part (c) above is in the affirmative, whether this is tantamount at the part of the administration of the PIA to abet the responsibles for their malpractices; and

e) the steps being taken to take stern action against the responsibles thereof?

Minister In-charge of the Aviation Division: (a) Total of 632 inquiries of PIA employees have been held since 12th March, 2008. Summary of the case is as under:

Export of Software Technology

38. * Mr. Abdul Qahar Khan Wadan

Will the Minister for Information Technology and Telecommunication be pleased to state:

a) whether Software Technology has been exported by the Ministry since 01-01-2013; if so, the names of countries thereof; and

b) the steps being taken to export the same in near future?

Minister for Information Technology and Telecommunication (Ms. Anusha Rahman Ahmad Khan): (a) MoITT does not export software, however, its affiliated organization, Pakistan Software Export Board (PSEB) is responsible for facilitation, advocacy and promotion of the local IT & ITeS industry with an aim to boost IT & ITeS exports. MoITT or PSEB themselves do not develop or export Software Technology.

Pakistan's IT & ITeS industry has exported software, software development services, and IT enabled services such as call center services to over 100 countries, since 01-01-2013. Top 3 export destinations are U.S.A., U.A. E. and U.K., accounting for over 71% of the total ICT exports. Based on the current years

trade in services data for the first 2 quarters reported by the State Bank of Pakistan, other prominent ICT export destinations, in descending order are Singapore, Malaysia, Ireland, China (including Hong Kong), Saudi Arabia, Canada, Germany, Japan, Norway, Netherlands, Finland, Australia, Sweden, Indonesia, Afghanistan, Switzerland, South Korea, Denmark, Belgium, Sri Lanka, South Africa, France, Oman, Turkey, Qatar, Spain and Kuwait.

(b) MoITT through PSEB continues to strengthen and promote IT & ITeS industry of Pakistan through initiatives and programs such as Industry advocacy & policy making, international marketing & promotion, domestic facilitation of businesses and investors, capacity building through Company certifications, IT trainings & internships, and establishing IT Parks & IT-enabled office space (STPs).

At present, incentives for IT & ITeS industry include zero income tax on IT exports till 2019, three-year tax holiday for IT startups with no minimum tax and withholding tax, 100% equity ownership allowed to foreign investors, 100% repatriation of capital and dividends allowed, and tax holiday for venture capital funds till 2024.

Avail of casual leave for Umrah Purpose

1. * MS. NAEEMA KISHWAR KHAN

Will the Minister In-charge of the Establishment Division be pleased to state:

a) whether it is a fact that the Government servants can avail casual leaves for performing the Umrah; if so, the rules; if not, the reasons thereof; and

b) whether there is any proposal under consideration of the Government for allowing casual leaves to the Government employees who intend to proceed to perform Umrah and foreign visits; if so, when it will be implemented; if not, the reasons thereof?

Minister In-charge of the Establishment Division: (a) There is no bar, under the relevant rules, to avail casual leaves to perform Umrah by Government Servants subject to availability of casual leaves in credit and approval of competent authority.

b)No such proposal is under consideration as there is no bar on Government Servants to avail casual leaves to perform Umrah subject to availability of casual leaves at his/her credit and approval of competent authority.

Establishment of new Universities

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any project under consideration of the Government regarding establishment of new Universities in the country; if so, the details thereof?

Minister for Federal Education and Professional Training (Mr. Muhammad BalighUr Rehman): Yes, Higher Education Commission under Public Sector Development Programme is working on establishment of following (14) Universities/Degree Awarding Institutions across the country in the year 2017-18:

Water Supply issue in Sector G-6, Islamabad

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

a) whether it is a fact that uninterrupted water is being supplied round the clock to the Modern Way Dry Cleaners and K. K. Dry Cleaners located in Sector G-6, Islamabad;

b) whether it is also a fact that drinking water is being supplied after an interval of 48 hours to the residents of the said Sector; if so, the justification thereof; and

c) the time by which water will be supplied to the residents of said Sector twice a day on daily basis?

Recruitment of teaching/non-teaching Staff

4. * SYED KAZIM ALI SHAH

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

a) whether it is a fact that the appointments of teaching and non-teaching staff are not being made in schools and colleges in Islamabad since long as per prescribed quota;

b) the total number of teaching and non-teaching staff working on permanent, daily wages and contract basis in said schools and colleges at present separately alongwith their district of domiciles and qualification;

c) the prescribed criteria to regularize the services of said employees/staff; and

d) the details of appointments made against the posts of teaching and non-teaching staff in said schools and colleges since 01-01-2013 alongwith the province-wise details thereof?

Minister In-charge of the Capital Administration and Development Division (Dr.Tariq Fazal Chudhary): (a) It is not a fact. Recruitment process was started on 31.12.2017 for various posts

of BS-01 to BS-14. However, number of daily wage employees got stay order against FDE's advertisement restraining FDE to proceed further in recruitment process. However recruitment in BS-16 and above is being carried out through FPSC.

(b)The list of total number of teaching and non-teaching staff working on permanent, daily wages and contract basis in said schools and colleges at present, separately alongwith their province of domiciles and qualification is placed at Annex_A.

(c)As per Recruitment Policy 2017, daily wage employees were encouraged to apply against the advertised posts with the incentive of 05 extra marks in interview together with age relaxation.

(d) Total number of 324 employees in various cadres (teaching 318 and non-teaching-6) were appointed in the said schools and colleges since 01.01.2013. The province wise details is placed at Annex-B.

Verification of degrees by HEC

Will the Minister for Federal Education and Professional Training be pleased to state:

a) whether it is a fact that degrees are being verified from the Higher Education Commission at present;

b) whether it is also a fact that the verification fee of degree is being submitted/deposited only in Branch of HBL, Sector H-8, Islamabad;

c) if the answer to part (b) above is in the affirmative, whether there is any proposal under consideration of the Government to end said practice and to allow other banks for the same; if so, the steps being taken in this regard?

Minister for Federal Education and Professional Training (Mr. Muhammad Baligh Ur Rehman): (a) Yes degrees are being verified by the Higher Education Commission (HEC) through its Head Office at Islamabad, and regional offices at Karachi, Lahore, Peshawar and Quetta at present.

(b)No, the verification fee of degree is being submitted/deposited in all branches of Habib Bank Limited (HBL) across the country.

(c)Not applicable in the view of above.

Up-gradation of Post of Telephone Operator in FG Polyclinic

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

a) whether it is a fact that the post of Telephone Operator has been upgraded by the Federal Government Polyclinic, Islamabad at par with other Government's departments; if so, the details thereof; and

b) whether it is also a fact that direction has been given by the Court in order to upgrade the said post; if so, the implementation status of Court order in this regard?

Minister In-charge of the Capital Administration and Development Division (Dr. Tariq Fazal Chudary):(a) Yes, it is fact that the post of Telephone Operator has been upgraded from BS-07 to BS-09 wef 31.05.2014 under the Finance Division O.M No.1(24)R-I 82012-191/2014 dated 29-05-2014.

(b) The case for further up gradation of the post of Telephone Operator from BS-09 to BS-14 has been taken up with Establishment Division and Finance Division. A reply is still awaited.

Training institutions working under the CADD

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

a) the names of the training institutions/academies working under the Capital Administration and Development Division for capacity building of its employees at present;

b) the details of teaching faculty of the said institutions alongwith their qualifications and experiences;

c) the syllabus being taught in the said institutions at present;

d) the institution and post-wise number of employees trained during the financial year 2015-16;

e) the institution-wise total expenditures incurred thereon; and

f) the steps being taken by the Government to improve the institutional capacity of the said institutions/academies?

Minister In-charge of the Capital Administration and Development Division (Dr. Tariq Fazal Chudhary): (a) At present only Capital Development Authority (CDA) is providing training for capacity building of its employees through CDA Training Academy.

(b)The teaching faculty for the training courses is hired from various Universities and Educational Departments.

(c)The training courses are comprised of technical courses and inter personals.

(d) 250 employees grade 16, 17, 18 and 19 have been trained in years 2015-16.

(e)Training expenditures incurred these courses is about Rs.100,000/-.

(f) More training courses/seminars/symposiums are planned in next two years in order to improve the capacity of CDA employees.

List of affectees of Sector E-12 Islamabad

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether the Capital Development Authority has prepared the list of affectees of Sector E-12 Islamabad according to the survey conducted by the Standing Committee of the National Assembly during the year 2017; if so, the details including names and father's names thereof?

Minister In-charge of the Capital Administration and Development Division (Dr. Tariq Fazal Chudhary): On the directions of the Standing Committee, survey has been conducted by Land Directorate and so far list of the Affectees of two Mouzas i.e Bhakar Fateh Bukh and Dhraik Mohri which falls in Sub Sector 2 & 4 of Sector E-12 have been finalized while survey work on

remaining three Mouzas of the Sector E-12, i.e Seri Saral, Baikar Akku, Bara Darri is under process (lists are enclosed).
