About 2017 NAEP Results ABOUT THE TESTThe National Assessment of Educational Progress is a test that monitors how student achievement changes over time and across states. NAEP has been administered in states since 1990, though not all 50 states participated consistently in NAEP until 2003.

ABOUT THESE SLIDES• Years of data availability vary by data point.• Detail may not sum to totals because of rounding. • In certain years, NAEP reported two sets of scores—one for tests with

accommodations, and another score for tests without accommodations. In those cases, we used the scores for the tests administered with accommodations.

• For national comparisons, we use NAEP’s sample of national public schools. We do so for two reasons:

1. Our work is focused on public education, and2. National public schools provide the best comparison for state and district

scores, which only include public schools.

2017 Rankings – California compared to the Nation

Context and Key Insights: California continues to perform near the bottom. Across the country, California ranked:

However, California has made some improvement.• With the exception of Grade 8 –math, California improved its overall student

national ranking from 2015.• The largest improvement was in 8th grade reading where California improved from

44th to 37th. California’s average test score improvement from 2015 to 2017 was greater than that of the national public school average for all tests.

• The largest improvement was in 4th grade reading where California‘s average test score increased by 4 points, compared to only a 1 point increase nationwide.

• Even with this improvement, California’s average scores remain below the national average for all test.

California trends in racial achievement gaps

Context and Key Insights: Since 1992, Black and Latino achievement has gradually increased.

• From 2015 to 2017, Latino students’ average scores improved slightly for all tests except 8th grade math.

• Black students’ average scores improved slightly for reading, but decreased substantially for 4th and 8th grade math with 4 and 5 point decreases, respectively.

While Black-White and Latino-White gaps have narrowed over time, they are not closing fast enough.

• From 2015 to 2017, California has made the greatest improvement in 4th grade math.• From 1992 to 2017, the Black-White gap narrowed by 12 points, and the

Latino-White gap narrowed by 9 points.• However, significant gaps remain across all grades and all subjects. The Black-

White gaps vary between 22 to 38 points and the Latino-White gaps vary between 22 to 31 points.

• While the White-Latino and White-Black gaps has shrunk in the past 15 years, there is a growing gap between Latino/Black students and Asian/Pacific Islander students.

California trends in racial achievement gaps

Context and Key Insights: Although California substantially improved its overall ranking in 8th grade reading from 2015 to 2017, proficiency gaps persist across racial groups.

• 81% of Black and Latino students are below proficient in 8th grade math, compared to 49% of White students and 46% Asian/Pacific Islander students.

When compared to top ranked states, California has a higher share of Black and Latino students below proficient across all tests.

• 50% of Latino students and 57% of Black students in California are below basic in 4th grade reading, compared to 38% and 36% in Massachusetts (the #1 ranked state in 4th grade reading) for Latino and Black students, respectively.

• In some instances, rates of top ranked states mirror those of California for Latino and Black students. • In 8th grade math, 80% of Latino students and 88% of Black students in

Minnesota (the 2nd ranked state) are below proficient, compared to 84% and 90% of Latino and Black students in California, respectively.

California 20-25 year trends in achievement gaps by income

Context and Key Insights: California has made some progress in narrowing the income gap, but a sizable gap still remains.

• Average test scores in 4th grade for low-income students have continuously increased since 1996 and have increased by 21 points since then.

• Average test scores for low-income students increased for 4th and 8th

grade reading from 2015 to 2017• However, performance gaps between low-income and non low-income

students persist. From 2015 to 2017, the achievement gap between low-income and non-low-income students widened for both 8th grade tests. • Average test scores in reading for 8th grade low-income students

widened by 4 points. • Average test scores in math for 8th grade low-income students

widened by 5 points.

The gap between English learners and non English learners narrowed in reading from 2015 to 2017.

Results: District Achievement

In addition to statewide results, NAEP produces results for selected urban public districts across the country through the Trial Urban District Assessment (TUDA) program. Within California, NAEP results are available for Fresno Unified School District, Los Angeles Unified School District, and San Diego Unified School District.

2017 California Results by TUDA DistrictContext and Key Insights: California TUDA districts vary in ranking position when compared to the other TUDA districts nationwide.

• San Diego is in the top 3 for both 8th grade tests.• Of the three California districts, Fresno ranks the lowest on all four tests.

• Fresno is 25th (out of 27) in 8th grade math • Los Angeles does not score above that Large City average on any test.

Trends are evident within the California TUDA districts• Since being included in 2009, Fresno is consistently the lowest-performing district on all four

tests. However, since 2011, Fresno has had the largest improvement in 4th grade reading with an increase of 9 points in its average score, compared to 7 and 6 for San Diego and Los Angeles, respectively.

• 4th and 8th grade reading scores improved from 2015 to 2017 for all three California districts. • Math performance varied across district

• San Diego 4th grade performance remained constant, but continues to show rapid growth in 8th grade math

• Los Angeles was the only California district to decrease in 4th grade math, but improved in 8th grade math.

• Fresno was the only California district to decrease in 8th grade math. Since 2013, Fresno’s average score decreased by 5 points, whereas San Diego’s and Los Angeles each increased by 4.
