PREFACE The Annual Report on Registration of Births and Deaths in N.C.T. of Delhi for the year 2004 is twenty-third issue brought out by the Directorate of Economics and Statistics & Office of Chief Registrar (Births & Deaths). The report is prepared under the provision of Sections 4(4) and 19(2) of the Registration of Births & Deaths Act, 1969. The publication provides a brief overview of the working of the RBD Act and Civil Registration System (CRS) in Delhi based on the registration records for the calendar year 2004. The publication in hand is divided into two parts. Part I provides Report on the ‘Working of the Registration of Births & Deaths Act, 1969’ which comprises a brief description on profile of Delhi including the administrative set up of the civil registration system Part II contains ‘Statistical Report on the Registration of Births and Deaths in Delhi for the year 2004. This Statistical Report is further dissected into four parts i.e. (A) the summary of the Report (B) detailed analysis of the vital events (C) main statistical tables and (D) additional statistical tables. Important concepts and definitions are also placed at Annexure in the end.
The office of Chief Registrar (Births & Deaths) acknowledges the invaluable suggestions and guidelines received from the office of Registrar General India especially from DRG(CRS) and DRG(MCCD) . This office is also thankful to the functionaries of the local bodies (MCD, NDMC & DCB) engaged in the Civil Registration work for providing the basic information on registration of births & deaths in Delhi. The Annual Report has been prepared by Vital Statistics Unit of DES, which also functions as office of Chief Registrar (Births & Deaths) in Delhi. EDP support for coding , coding of cause of death, data entry , compilation, tabulation and processing of data of MCD, NDMC and DCB was accomplished by Shri K.S.Bansal, System Analyst, EDP Unit. Shri N. T. Krishna, Deputy Director and shri Francis K. Manuel, Asstt. Director (Vital Statistics) cum District Registrar (Births & Deaths) accomplished commendable task of report writing. Smt. REPORT ON WORKING OF THE R.B.D. ACT, 1969 IN DELHI-2004
1.1 PROFILE OF DELHI The total area of Delhi is 1483 sq. kilometers including 558.32 sq. kilometers of
rural area and 924.68 sq. kilo meters of urban area as per population census 2001.
Delhi witnessed a real population explosion soon after independence. The
population increased from 4.05 lakhs in 1901 to 9.18 lakhs in 1941. Thereafter it
increased rapidly to 17.4 lakhs in 1951, touched a figure of 94.21 lakhs in 1991, and
further rose to 139.50 lakhs in 2001. The estimated mid year population for the year 2004
is 152.79 lakhs.
1.2 ADMINISTRATIVE SETUP
After independence , Delhi continued to be administered directly by the Govt. of
India. Direct dealings by various departments of Government of India with the office of
Chief Commissioner continued till 1952 when Delhi was provided with a Legislative
Assembly and a Council of Ministers.
Under the States Re-organisation Act,1956 Delhi was made a Union territory.
The President was made directly responsible for its administration through Administrator,
the Lt. Governor, who was to be appointed by the President. In 1966 Delhi was provided
with a Metropolitan Council and an Executive Council of 4 members to assist and advise
the Lt. Governor under the Delhi Admn. Act, 1966.
The administrative set up of Delhi was once again changed through the
(Constitution’s Sixty Ninth Amendment) Act,1991 (effective from 1.2.1992) under which
Delhi has now been named as National Capital Territory of Delhi and the Administrator
has been renamed as the Lt. Governor. The Act provides for a 70 member Legislative
Assembly for the NCT of Delhi and a Council of Ministers, with Chief Minister as the
head, to aid and advise the Lt. Governor in the exercise of his functions. The Chief
Minister is to be appointed by the President and other Ministers are appointed by the
President on the advise of the Chief Minister.

In order to implement the decisions and policies of the Government, there exists a
Secretariat headed by the Chief Secretary. The Secretariat comprises of several
Administrative Departments each headed by a Secretary. The work in each department is
carried out by a team of officers belonging to various organised services like the Indian
Administrative Services, Indian Police Service, Delhi Andaman Nicobar Civil Service
(DANICS), Delhi Andman Nicobar Police Service (DANIPS), Delhi Administrative
subordinate Services (DASS) and other ex cadre officials. To make the administration
more effective and accessible to the common man the administrative machinery has been
decentralised and divided into nine districts. Each District is headed by a Deputy
commissioner.
1.3 Births & Deaths registered in Delhi during 2004. During the calander year 2004, 305974 births were registered in Delhi. Out of which
71.54 % were institutional and 28.46 % were domiciliary. 85378 deaths were registered
during 2004 out of which 56.88 % were institutional and 43.12 %were domicilary.
Birth rate per thousand has declined from 33.10 in 1951 to 20.03 in 2004 and
death rate has come down to 5.59 from 9.00 during the same period. Births and Deaths registered in Delhi during the period 1991 to 2004 are given in

1.4 CIVIL REGISTRATION SYSTEM - A REVIEW
Prior to the implementation of the Registration of Births and Deaths Act, 1969
(18 of 1969), Registration of Births and Deaths in the Municipal Corporation area was
compulsory under the provisions of the Delhi Municipal Corporation Act, 1957 (Section
394-96) and bye laws made thereunder. The registration within the limits of New Delhi
Municipal Committee was governed by section 188 ( c) and subsection (1) of section
199 of the Punjab Municipal Act, 1911. Within the Delhi Cantonment Area, it was being
done under clause (1) of section 281 of cantonment Act, 1924. In the rural area of the
Municipal Corporation , registration of births and deaths was being carried out under
Panchayat Raj Act, 1959.
The Registration of Births & Deaths Act, 1969 (18 of 1969) was promulgated
in the National Capital Territory of Delhi on 1.7.1970. The Delhi Registration of Births
& Deaths Rules, which become effective on 01-01-1971 were further amended in
Dec.1999 and came into force w.e.f. 01-01-2000.
1.5 ADMINISTRATIVE SET UP UNDER THE ACT AND RULES
Director, Dte. of Economics and Statistics, Govt. of NCT of Delhi also functions
as the Chief Registrar (Births & Deaths) for the NCT of Delhi.

The Assistant Director (Vital Statistics in DES) also acts as the District Registrar
under the supervision of the Chief Registrar, Delhi. The registration of births and deaths
in Delhi is done by three local bodies viz MCD (188 centres), NDMC (9 centres) and
Delhi Cantonment Board (1 centre). The administrative set up of local bodies is given

1.6 REGISTRATION PROCEDURE
a) GENERAL
Registration of births, still births and deaths is compulsory under the Registration
of Births & Deaths Act, 1969 and rules framed thereunder. According to the Act, it is the
duty of the head of the household (the head being the person who is so recognised by the
Household) and if he is not present in the house the nearest relative of the head present in

the house and in the absence of any such person, the oldest adult person present in the
house to report the occurrence of any live birth or still birth or death. As per Delhi
Registration of Births & Deaths Rules, 1999 (w.e.f 1.1.2000), all births, still births and
deaths are to be reported within 21 days of the occurrence of the event to the Registrar
/Sub-Registrar of the concerned local area.
The information is to be given in live birth report (Form-1) still-birth report
(Form-3) and death report (Form-2).
If it is brought to the notice of the Registrar that a particular event of birth or death
occurred but not reported by the parents/relatives or medical institution, he shall issue
notice in form No.21 to the head of the household or Incharge of the Institution, as the
case may be for taking necessary action in the matter.
As soon as registration of birth or death is completed a certificate in form No.5 &
6 respectively containing essential particulars of the event is given free of cost to the
applicant under sector 12 of the R.B.D. Act 1969. Additional copies of the birth/death
certificates may be obtained by the applicant at a rate of Rs. 5 per copy under section 17
of the RBD Act.
In case, where the birth of any child had been registered without a name, the
parents or guardian of such a child may approach the Registrar (B&D) for addition of
the name of the child in the birth certificate free of cost within 12 months from the date
of registration of the birth of a child. After one year but within a period of 15 years the
name can be entered on the payment of Rs 5 as late fee.
According to the registration of Births & Deaths Act, 1969, new registers of
Births, Still Births and Deaths are opened on the 1st working day of every (calender)
year. Registers relating to previous year are transferred from the various Registration
Centers to the office of the Registrars.
For births and deaths in hospitals/health centres/maternity homes/nursing homes,
other similar institutions or in jail or in choultry or in hostels etc., it is the responsibility

of the Incharge of the institution to report birth, still birth and death to the Registrar
(B&D) in their respective area within the prescribed time limit.
1.7 DELAYED REGISTRATION
(a) Any birth or death of which information is given to the Registrar after the
expiry of the specified period of 21 days but within thirty days of its
occurrence shall be registered on payment of a late fee Rs.2/-.
(b) Any birth or death of which information is given to Registrar after thirty days,
but within one year of its occurrence shall be registered only with the written
permission of the concerned Registrar on payment of late fee of Rs.5/-.
(c) Any birth or death which has not been registered within one year of its
occurrence, shall be registered only on an order of Area Sub- Divisional
Magistrate and payment of late fee of Rs. 10/-.
1.8 MEDICAL CERTIFICATION OF CAUSE OF DEATH
Medical Certification of Cause of Death (MCCD) provides reliable data on
cause of mortality. It provides a demographic perspective for development planning in the
field of social services. This data can be used as a valuable tool by public health
planners, administrators, medical professionals and research workers to study cause of
death in the population.
It is because of this importance, a provision has been made u/s 10(2) and 10(3) of
the Registration of Births & Deaths Act, 1969 for certification by a medical practitioner
who has last attended the deceased and also issue a certificate, free of cost, to the family
for transmission to the Registrar’s office at the time of registration of the event of death.
At present the scheme of Medical Certification of Cause of Death in Delhi has been
confined to the institutional deaths occurred in the hospitals/nursing homes and other
private institutions. The domicillary deaths have not been brought under the ambit of
MCCD due to various reasons such as lack of awareness among the citizens and also due
to non-availability of adequate infrastructure of medical facility Thus the compilation of
data on Medical Certification of Cause of Death in Delhi is based on institutional deaths
only which is being reported by the institutions through Form No.4

1.9 STEPS TAKEN FOR IMPROVEMENT OF REGISTRATION SYSTEM
I Public Awareness i ) A Citizen’s Charter for Registration of Births & Deaths has been circulated to
general public, Public representatives, Residents Welfare Associations, Non
Governmental Organisations etc. to spread awareness of the importance and
requirement of registration of births and deaths and that of birth & death
certificates.. The citizen charter indicates brief procedure and guidelines to be
followed by the citizens of Delhi and Local Bodies for registration of Births &
Deaths.
(ii) The posters & stickers indicating the message of importance of registration of
births and deaths were distributed in hospitals, nursing homes & registration
centers of births and deaths with a view to give publicity and to educate the
public regarding registration of births & deaths.
(iii) Advertisements were published in leading news papers on 11-07-2004 to educate
general public about of the registration of birth and death.
II Model Scheme for the Registration and issue of birth & death
certificates in hospitals
Registration of births & deaths occurring in four hospitals of M.C.D. i.e. Swami
Dayanand, Bara Hindu Rao Hospital, Kasturba Gandhi Hospital, Rajan Babu T.B.
Hospital is done in the hospital itself and first copy of he birth/death certificate is issued
free of cost in the hospital under section 12 of the R. B.D. Act 1969. The All India
Institute of Medical Sciences is already having the facility of self registration.
III Facility of Registration of Death at cremation grounds There are 271 cremation grounds in Delhi where the dead bodies are cremated. At
present, MCD has provided the facility of registration of deaths occurred in MCD area at
the following cremation grounds and certificates are issued from these cremation grounds.

IV Inspection of Registration centres, Zonal offices and Hospitals
Inspections of registration centres, Zonal offices and major hospitals were done
from time to time during 2004 by the officers/officials of Office of Chief Registrar to
examine the working of registration and to observe the difficulties of public in
registration of births & deaths and in obtaining births and deaths certificates.
Accordingly suggestions were also sent to local bodies.
V Monitoring and Coordination Interdepartmental Co-ordination Committee meeting was held on 7thJuly 2004
under the chairmanship of Secretary (Planning) and taken stock of the implementation of
the Civil Registration System in NCT of Delhi. The problem areas were discussed to find
out a solution. Proper guidelines and clarifications were sent to local bodies, hospitals
and Nursing homes for effective implementation of various provisions of RBD Act and
DRB Rules.
VI Facility of Translation of Births & Deaths certificates
Translation of birth and death certificates from Hindi & Urdu languages to
English was done in the office of Chief Registrar ( B & D ), Govt. of N.C.T. of Delhi.

VII Supply of Registration stationary
The office of Chief Registrar (B & D) provides registration stationary i.e. Birth
reporting forms, Death reporting forms, Still birth reporting forms, blank certificates of
births and deaths, Forms for MCCD etc. free of cost to the local bodies, Govt. and private
hospitals, Nursing homes and maternity centres.
VIII Revamped system of Registration of Births and Deaths in Delhi
The Registrar General of India, Govt. of India, Ministry of Home Affairs has
changed all the statutory forms required for registration of births and deaths in all states
on uniform pattern with effect from 1/1/2000 with a view to simplify the registration
system. Accordingly a gazette notification to this effect was issued on 31/12/99 and the
new system of Registration of Births & Deaths has come into force in Delhi w.e.f.
1.1.2000. The revamped system of registration of births and deaths was effectively
implemented in Delhi during 2004.

(A) SUMMARY ON REGISTRATION OF BIRTHS & DEATHS IN DELHI The Director Directorate of Economics & Statistics also acts as Chief
Registrar of Births & Deaths in respect of NCT of Delhi. The registration of births &
deaths is done by three local bodies i.e. MCD, NDMC and Delhi Cantonment Board
at 199 centres located in different parts of Delhi. The statuary forms for
registration/reporting of births and deaths are supplied by the Directorate of
Economics & Statistics and Office of the Chief Registrar (Births & Deaths) to the
Hospitals, Nursing homes, other institutions and registration centres.
The annual report on Registration of Births & Deaths in Delhi is prepared
under provision of Section 19, Sub-Section (2) of the Registration of Births &
Deaths Act, 1969.
The RBD Act was promulgated w.e.f. 1.7.1970 in NCT of Delhi and Delhi
RBD Rules framed thereunder became effective on 1.1.1971. DRBD Rules were
further amended during December,1999 and became effective from 01-01-2000.
The salient features of the Annual Report for the year 2004:
1. 3.06 lakh births (1.68 lakhs males and 1.38 lakhs females) were registered
during 2004 as against 2.96 lakhs (1.64 lakhs males and 1.32 lakhs females)
during 2001. Out of total births registered, 2.63 lakh (86%) occurred under
MCD area, 39263 (13%) under NDMC and 3723 (1%) births under Delhi
Cantonment Board.
2. The birth rate worked out to 20.03 per thousand population during 2004 as
against 21.24 for the year 2001.
3. The level of registration of births and deaths in Delhi based on Sample
Registration System was estimated 100% during 2004 which is similar to the
trend of the year 2001.

4. Average number of births per day in Delhi worked out to 838 in 2004 as
against 812 in 2001.
5. 71.54% of the births registered took place in the institutions while the
remaining 28.46% were domiciliary during 2004 as against 62% institutional
and 38% domiciliary births during 2001.
6. Out of the domiciliary births, 98.3% were attended by
physicians/nurses/trained and untrained mid-wives and only 1.70% births were
attended by relatives and others during 2004.
7. The number of female births per thousand male births increased from 809 in
2001 to 823 in 2004.
8. During the year 2004, 2.34% of the total births were delivered by women in
the age group of 15-19 years whereas 84.71% of the total births were delivered
by the women in the age group of 20-29 years (46.34% in the age group 20-24
years & 38.37% in the age group 25-29 years) and remaining 12.95% by
mothers in the age group of 30 years and above. The corresponding figure for
the year 2001 were 2%, 73% and 25% respectively.
9. Percentage of live births occurred to illiterate mothers decreased from 10.95%
during 2001 to 9.06% in 2004. Percentage of live births occurred to illiterate
fathers is 6.7% during 2004. The percentage of the births occurred to
educated mothers and fathers has increased significantly indicating an
improvement in level of literacy of mothers of newly born children.
10. In case of the mothers who were graduates/post graduates, 99.29% of them
have 1-3 children and only 0.71% mothers have 4 and above birth order. In
case of mothers who have the higher secondary/matric qualification, 1-3 birth
order has been reported for 97.5% and 4 and above birth order for 2.5% of the
mothers. On the other hand, in case of illiterate mothers, 1-3 birth-order

reported for 87.83% females and from 4 and above birth-order reported for
12.17% mothers. During last decade, a decreasing trend in percentage of
mothers(both educated and illitrate) having birth order of 4 and above was
observed. The decrease in 4 and above birth order is highly significant in the
case of mothers with qualification “Matric” or above as well as illiterate
mothers.
11. In Delhi, 85378 deaths (53016 males and 32362 females) were registered
during 2004 as compared to 81100 deaths (51238 male and 29862 females)
registered during 2001. Out of total deaths registered 69448 (81.34%) were
occurred in MCD area, 14415 (16.88%) in NDMC and 1515 (1.78%) in DCB
area. The average number of deaths per day in Delhi worked out to 234
during 2004. The Death Rate per thousand of population has been worked
out to 5.59 in 2004. 56.88% of the total deaths were reported by the medical

The population of Delhi increased from 138.50 lakhs in 2001 to 152.79 lakhs in 2004.

During 2004 as many as 305974 births ( Males 167849 : Females 138125 ) were registered as against 296287 births ( Male 163816: Females 132471 ) in 2001. During 2004, the birth rate (per thousand) declined to 20.03 as against 21.24 during 2001 and 28.48 during 1991. 2.4 LEVEL OF REGISTRATION
Level of registration of births/deaths (based on Sample Registration System) is
a percentage of registered births/deaths to estimated births/deaths. Level of
Registration of births and deaths in NCT of Delhi is above 100% which is quite
satisfactory. It is due to the reason that people from neighbouring areas/states come
here to avail better medical facilities and such births and deaths are also registered in
Delhi as per Registration of Births and Deaths Act, 1969.

It is obvious from above Table and Graph that the first order of births account for
47.14% of the total births registered during 2004. During the period from 1991 to 2004
the percentage of births in the first birth order varied from 30.77 to 47.14. The
percentage of the births in the birth order three and below was 94.54 in 2004 as
against 80.06% during 1991. The trend during the decade indicates that percentage of
birth for first and second child orders is increasing, whereas it is decreasing for third,
fourth and above. It means the people are giving preference to have one or two
children. This also indicates effectiveness of the family welfare measures and choice
to have a small family.
2.6 LIVE BIRTHS AND THEIR PERCENTAGE DISTRIBUTION BY
LITERACY OF PARENTS.
The number of live births registered and their percentage distribution during
1991, 2000, 2001 & 2004 according to literacy level of mother and father are given in
the following tables.

It may be observed from the above table that the births occurred to illiterate
mothers decreased from 61% during 1991 to 9.06% during 2004 due to increase in
the level of literacy. On the other hand, the births occurred to the literate mothers in
the category of (i) 'Graduate and above' (ii) 'matriculation and Hr. Secondary' and (iii)
'Below Matric' increased from 11%, 14% and 15% in 1991 to 17.02 %, 18.71% and
36.19% respectively during the year 2004. As such there is significant improvement
in the level of literacy of mother of newly born children in Delhi.
The trend in literacy level of fathers of off-springs also indicates that births
occurred to illiterate fathers decreased from 43% during 1991 to 6.70% during 2004 as
a result of increase in the level of literacy. Percentage of birth occurred to the category
of fathers of 'Graduate and above' increased from 14.5% in 1991 to 19.46% during
2004 due to improvement in the level of literacy.

The percentage of births of 1st to 3rd order in case of mothers having
qualification “Graduate and above” varies between 97 and 99 during the last decade .
The percentage of birth of 1st to 3rd order in case of mothers having qualification
“Higher Secondary Matric or equivalent" is varying between 92 and 97 and in case of
the mothers “Below Matric or Illiterate" it varies between 75 to 92. During the year
2004 only 0.71% mothers qualified up to 'Graduate & above' preferred to 4th and
above child, while this percentage is about 2.5% & 7.58% in the case of mothers
qualified up to “Higher Secondary, Matric or equivalent” and "Below Matric and
Illiterate” categories respectively. It is observed that during the last decade there is
decrease in the percentage of mothers of birth order "4 and above", irrespective of their
level of education. It may be inferred that mothers with qualification “Matric “ or
above" like 'Graduate and above group' are becoming more cautious about small
family norm. Literacy of mother plays marked influence on birth by birth order.
2.8 DISTRIBUTION OF LIVE BIRTHS BY AGE OF MOTHER
The percentage distribution of births by reproductive age group provides useful
information regarding concentration of births in a particular age group.

During 2004, 84.71 % births were given by the mothers age between 20 and
29 years.(i.e. 46.34% in the age group of 20-24 years and 38.37% in the age group 25-
29 years) 10.06% births registered were given by the mothers in the age group of 30
- 34 years. Only 2.34% births registered are of the mothers in the age group 15 - 19
years, Besides 2.89% births were given by the mothers of age group of 35 & above
during 2004. It may be observed from the above table that the percentage of births
registered during the last decade decreased in the age group 25-29 years, while it
increased in the age group 20-24 years, which may be attributed to the effectiveness of
family welfare programmes.
2.9 TYPE OF MEDICAL ATTENTION RECEIVED AT DELIVERY
The type of medical attention received at the time of birth is an important factor
in controlling the level of infant mortality. Following table gives percentage of live
births by type of medical attention at birth.

It may be seen from the above table and graph that medical institutions have
attended more than half of the delivery cases during the last decade. Institutional
births has significantly gone up during 2004 (71.54%) as compared to 2001 (62.11%).
On an average, medical institutions are handling 600 cases per day.
2.10 DEATHS AND DEATH RATES
During 2004, 85378 deaths (53016 male, 32362 female) were registered as
against 81100 deaths (51238 males and 29862 females) during 2001 Average number
of deaths registered per day worked out to be 234

The death rate for the year 2004 has been worked out on the basis of mid year
population (as on Ist July) estimated by Registrar General India. The death rate for the
year 2004 is 5.59 which is lower than 5.81 of the previous year 2001.
It is observed from the above table and graph that death rate for Delhi varies
between 5.59 and 6.55 per thousand population during the period 1991-2004.

It is observed that medical institutions attended more than 55 per cent death
cases during the last decade. The number of death cases handled by the institutions
increased from 36881 in 1991 to 48559 in 2004. The gradual increase in institutional
deaths shows the pressure on available medical facilities in Delhi. On an average 133
death cases were handled by medical institutions per day during the year 2004

It is observed from the above table that during the year 2004 about 33.33% of
the institutional deaths have been classified under the category “All other signs,
symptoms and ill defined condition”, which has decreased as compared to previous
year figure .
2.14 DISTRIBUTION OF DEATHS BY SEX AND AGE Mortality statistics by age are useful for demographic studies and provide
good indicators for measuring demographic conditions. The table given below

During the year 2004, the percentage of male death was higher than female
deaths in the age groups of 'below one year' 25-44 years and 45-64 years. On the other
hand the female deaths were higher than male death in the age group of 1-24 year
and 65 years and above. During the period 1991 to 2004, percentage of female
deaths in the age group 0-1 year was in the range of 4.48 to 14.8 which was higher
than that of male deaths ranging between 4.82 to 14.6. The same trend was observed
in the age group 1-24 years as female deaths were in the range of 10.9% to 18.97%
which was higher than the male deaths ranging between 9.3% and 15.7%. In the age
group 25-44 years percentage of deaths for males ranged between 13.3 and 22.4
which is higher than the female death ranging between 12.7 and 16.9 during the
period from 1991 to 2004. The age group 45-64 years also indicated higher
percentages of deaths for males ranging from 24.8 to 29.94 as against female deaths,
varied between 19.0 and 26.8. In the age group ‘65 & above’, the percentage of male
deaths ranging between 26.2 and 40.0 which is higher than female deaths which
ranged between 30.5 and 39.1 during the period 1991 to 2004.

It is observed from above table (Graph No. 7) that Out of the total 85378
deaths registered during the year 2004 as many as 4003 were infant deaths. The Infant
Mortality Rate (per thousand live births) during 2004 worked out to be 13.08 including
Neo-Natal Mortality and Post-Natal Mortality.
The Infant Mortality Rate was in the range of 13.08 to 32.96 per thousand live
births during the period 1991 to 2004. Neo-natal Deaths rate ranged between 9.07 to
22.58 during the period under review. Post-natal Mortality Rate ranged between 4.02
to 11.80 during the period from 1991 to 2004. Age group 0-1 years has accounted for
sizable percentage of total deaths during the decade(1991-2004) varying between 4.69
to 14.58.

The average age at death during the period 1991-2004 varied between 44 and
54 in case of males and 44 to 54 in case of females, taking into consideration of all
deaths. However, if allowance is made for exclusion of infant deaths the average age is
in the range of 50 to 58 and 51 to 58 for males and females respectively during the
period 2001-2004.
2.17 INSTITUTIONAL INFANT DEATHS BY MAJOR CAUSES The following table gives the distribution of institutional infant deaths classified according to 7 leading cause of deaths.

It is observed that during the year 2004, 40.04% of institutional infant deaths
have been classified under the cause “Slow Foetal growth, foetal malnutritions and
immaturity. Septicemia also caused for 10.49% of the infant deaths. Pneumonia caused
7.92% and Meningitis accounted for 2.57% the infant death. All other cases in the
prenatal period caused for 23.36% of the infant death.

Burns deaths were 0.75 % of the total institutional deaths in 2004 as compared
to 4.38% in 1991. It is observed that during the period under review the number of
medically certified burns deaths decreased from 1617 in 1991 to 644 in 2004
The proportion of female deaths is higher than male deaths during the decade.
During 2004, 372 female deaths have been reported as against 272 male deaths.
2.19 SEX RATIO AT BIRTHS & DEATHS
The following table shows the sex ratio at births and deaths i.e. number of
female births and deaths per thousand male events

It is observed from the table and graph that in sex ratio at birth (number of
female births per thousand male births ) there is decreasing trend from 1991 to 1995
and increasing trend from 1996 to 1998. However during 1999 - 2001 sex ratio at birth
has recorded a significant decrease. During 2004 sex ratio has shown an increasing
trend which is a good sign for gender parity. Sex ratio was in the range of 744 to 899
during the last decade. The sex ratio of death has been expressed as the number of
female deaths per 1000 male deaths. These ratios varies between 583 and 645 during
the period 1991-2004.

CONCEPTS & DEFINITIONS Some important concepts used in this Annual Report are defined as follows: 1. Birth: “birth” means live-birth or still birth. 2. Live Birth: “live-birth” means the complete expulsion or extraction from its
mother of a product of conception, irrespective of the duration of pregnancy, which after such expulsion or extraction, breathers or shows any other evidence of life, and each product of such birth is considered live-born.
3. Still-Birth: “still-birth” means foetal death where a product of conception has
attained at least the prescribed period of gestation.
4. Death: “death” means the permanent disappearance of all evidence of life at any
time after live-birth has taken place. 5. Foetal Death: “foetal death” means absence of all evidence of life prior to the
complete expulsion or extraction from its mother of a product of conception irrespective of the duration of pregnancy.
6. Birth Rate: Birth Rate acts as an index of the relative speed at which additions
are being made to the population through child-birth. It is only a live birth that signifies an addition to the existing population, excluding still births.
The annual birth rate is defined as: No. of Births in a year Birth Rate = --------------------------- x 1000 Mid-year Population
7. Death Rate: The death rate for a given year tells us at what rate deaths have
depleted the population over the course of the year.
The death rate, which measures the decrease in a population due to deaths, is perhaps the most widely used of any vital statistics rate because of its value as an index in numerous demographic & public health problems. 8. Infant Mortality Rate: Infant mortality rate serves as one of the best indices to the general “healthiness” of a society. It is similar to age-specific death rate for infants under 1 year of age.
The annual infant mortality rate is defined as :

9. Maternal Death Rate: Maternal death rate is defined as maternal deaths per
thousand live births.

10. Neo Natal Mortality Rate: The neo-natal mortality rate, like the infant mortality
rate, is similar to an age specific rate. It is a rate used to measure the risk of death during the first month of life and is defined as :
