Civil Air Patrol continues support to District of Columbia C Civil Air Patrol’s National Capital Wing has continued its official agreement with the District of Columbia Homeland Security and Emergency Management Agency , HSEMA, t o provide CAP services and volunteers for the public good. The memorandum of understanding gives the district a cost-effective means to help mitigate the effects of emergencies and disasters on the city’s population and property by using “Citizens Serving C ommunities: Above and Beyond” — highly trained, local Civil Air Patrol volunteers. Under the terms of the agreement, CAP may provide aerial support to the district to search for victims; collect data for damage assessments or environmental surveys using visual, photographic, real-time digital and video techniques; provide airborne communications support; and carry out airlifts. Other support may include manual labor, such as filling sandbags or providing ground search and rescue teams. As part of the agreement, H SEMA has assigned the National Capital Wing a seat in its Emergency Operations Center to facilitate communication and coordination among HSEMA, CAP resources and other local and national agencies. The wing supports HSEMA ’s Emergency Operations Center during its acti vation for national security events, such as inaugural events and State of the Union addresses. Members stand ready to be available to provide operational support to the district, the Federal Emergency Management Agency , the U .S. Air Force and other agencies if requested. The National Capital Wing also supports live-fly exercises designed for monthly training of personnel at the Joint Air Defense Operations C enter. In addition to fighter and helicopter intercept training using CAP aircraft as live targets, the exercise  prepares military controllers to identify radar hits, communicate across multiple agencies and make decisions based on the scenario.
