INTRODUCTION & POLICY STATEMENT

Nagaland is an agrarian state with over 71% of its population living in rural areas and they depend on agriculture sector for their livelihood. Majority of the farmers practices shifting cultivation locally known as Jhum which accounts for about 73% of the net cropped area. This indigenous system of farming meets the basic needs for food, fuel and housing materials to make subsistence living. The other system of wet terrace rice cultivation (WTRC) accounts for about 27% of net cropped area only.

The Department anticipated to achieve its food grain production target of 598.96 lakh MT during 2012-13 with the support extended to the farming community in the form of various agricultural inputs and also favorable weather condition prevail during the main kharif cropping season 2012, inspite of sporadic pests’ incidences.

In line with the Department’s Vision “Food for All by 2025”, it is proposed to increase food grain production with the following interventions during 2013-14:

• Providing quality seeds.

• Bring more areas under cultivation and development of WTRC.

• Double cropping wherever feasible.

• Adoption of SRI method wherever feasible.

• Farm mechanization wherever feasible.

• Taping & strengthening of irrigation potential and facility.

• Increase use of manure & fertilizer and better plant protection measures (INM & IPM).

• Promotion of economy through Organic Agriculture farming.

• Effective transfer and adoption of appropriate technology through trainings, extension services and demonstrations, etc.

• Strengthening of Integrated Farming System (IFS).

AGENDA: ADOPTION OF FARMING SYSTEM APPROACH IN RAINFED AREAS

1. INTEGRATED FARMING SYSTEM:The Revival of farming system is the need of the hour in the context of climate change. The state is pre-dominant in Jhum (shifting) system of cultivation which itself is integrated farming in nature is due to the fact that century long practise of integrated farming (multi-cropping) by farmers of the state has an advantage in taking up revival of Integrated Farming programmes in the state. Accordingly, RKVY intervention in the form of promotion of integrated farming system has been taken up from 2012-13 with the main focus on food grain production and integration with vegetables, pulses, oilseeds, fishery, animal rearing etc.

GROUP – 1 STATE: NAGALAND

SUGGESTION:The existing system of Integrated Farming or shifting cultivation (Jhum) be taken up on large scale with land shaping in project mode under RKVY & MMA (NWDPRA) covering 1400 villages of the state to ensure food security be allowed.

2. CROP DIVERSIFICATION:

The way to achieve sustainable agriculture is crop – diversification. The alder based Jhum system is an innovative practices popularly practised in Kohima district which needs further transfer to all other feasible district in the state.

SUGGESTION:Government of India may approve state proposal for crop diversification, alder based farming system transfer on massive scale under RKVY & NWDPRA with enhanced cost norms during 12th Plan.

3. UPSCALING BOVINE COMPONENT IN THE FARMING SYSTEM:

The State being a non-vegetarian State, livestock management system is unavoidable programme for the State. Livestock component like Piggery, poultry, cattle rearing, Duckery & Goatery is the way of integrated farming as household production. To upscale the farming system, the State has already initiated the programmes as Live Stock Production Programme under RKVY both under normal and sub-scheme as protein supplement.

Suggestion:Need enhancement of breeding programme & linkage with Research Institutions.

4. PROMOTION OF DRYLAND HORTICULTURE:5. WATERSHED BASED INTERVENTION:

Watershed based development of Agriculture is one of the befitting programme for the State. The State is implementing NWDPRA under MMA and Horticulture crops development under RKVY with special scheme like Vegetable initiative.

Suggestion:Watershed development programme is necessary for the rainfed State

like ours be continued during 12th Plan as well.

6.INTEGRATED EXTENSION DELIVERY SYSTEM:Agriculture Technology Management Agency (ATMA) is successfully

implementing in the State. There is an integration of extension delivering system taking place in state level as Inter Departmental Working Group (IDWG) under APC/ Chief Secretary as chairman. Having good coordination with Agri & Allied Commissioner Secretary/Secretaries approving SEWP, the district level as ATMA Management Committee (AMC) core group where all Agri & Allied are members under the chairmanship of Deputy Commissioner as governing Board Chairman and at Block/Sub-divisional levels as Block Technology Team (BTT) where all Agri & Allied Block/Sub-divisional level officers and functionaries are members who prepares Block Action Plans (BAP) with farmers advisory members. Under extension Reforms the State was made possible to place manpower at all levels.

Suggestion;Monthly fixed salary of SMS @ Rs. 8000/- per month be enhanced to Rs.

7. REDUCING YIELD GAP BETWEEN IRRIGATION & RAINFED AGRICULTURE:

The effort of the state has been to tackle this gap/problem with the intervention of watershed development, supported by RKVY, MMA & State Plan programmes. There is an improvement in the increase of productivity in rainfed agriculture achieving 1799 kgs per hectare during 2012.

SUGGESTION: Watershed development programme necessary for solving this problem. Land shappng in Jhum system as Integrated Farming on large scale be allowed under RKVY & MMA (NWDPRA). Need support for Local High yielding paddy varieties production programme in the offing.

8. CO-OPERATIVE/GROUP FARMING/FPO:

The unique land holding system is such in the state that the land belongs to individuals coupled with village set-up system and hostile hill terrain does not favour Group farming, yet co-operative system of marketing need to come up in the state.The co-operation department is accordingly implementing under RKVY mobilization of farmers group. Moreover, APMC system of marketing is initiated in the state.

9. ORGANIC FARMING:

The state is organic by default and therefore, the department of Agriculture has been working with SGS groups for certification of Kholar (pulses crop) in Tuensang district and ICCOA for certification of Potato & other crops covering 4 districts which is ongoing in the state under RKVY and State Plan.
