Based on actual experiences and observations of nationalagencies involved in the response operations done forearthquake and tsunami disasters from 2010-2013.

ASSUMPTIONS USED:

• Government agencies and instrumentalities has their ownrespective Disaster Preparedness Plans and ContingencyPlans;

• Local Government Units (LGUs) prepared and implementedtheir Local DRRM Plans particularly preparedness activitiesthat are directly connected to response;

• Cluster Approach to response has been cascaded to all levelsof government both national and local; and

RECOMMENDATIONS

Operational Requirements:

1. Identification of specific sites for evacuation centersor “Relief

Shelters” including those that are privately owned;

2. Mandate all LGUs to construct “safe ICS Facilities,Evacuation

Centers / Multi-Purpose Centers”;

3. Integration of Cluster operations and IMS (Informationand Management System) to facilitate the efficient andeffective implementation as well as monitoring of allmovements of the cluster and their instrumentalities;

Policy Recommendations inrelation to the NDRP:

4. All national and local government agencies/units toupgrade or add/purchase equipment, transportationfleet, supplies for their pre-positioning of resourcesand establishment of warehouse facilities nationwide;

5. Provision of a Operations Hub strategically located inLuzon, Visayas and Mindanao (assets, equipment,manpower) that will facilitate the mobilization of theClusters.

Policy Recommendations inrelation to the NDRP:

6. Replication of the National Rapid EmergencyTelecommunications Team (RETT) for all member agenciesof the ETC and their field offices;

7. Upgrading and connectivity of existing communicationssystem of the member agencies and LGUs EOC to facilitatethe operations and monitoring functions during disaster;

8. Allocation of HF/VHF/UHF radio of LGUs EOCs and specificradio frequencies and satellite band for disaster responseoperations;

9. Conduct of SIMEX and Table-Top Exercises to attaininteroperability of all Clusters; and

10. Upgrading and connectivity of existingcommunications system of the member agencies tofacilitate the operations and monitoring functionsduring disaster:

• Need for all levels of government to enhance and/orset up their respective ICT through procurement,training, and orientation; and

• Request for technical assistance from CEIS expertsin the setting-up of ICT network for each agencymembers
