NeGD/25/2010 Dated: 13.06.2014 Subject: Filling up of various positions in National e-Governance Division (NeGD), Delhi and State e- Governance Mission Teams (SeMTs) in 35 States and Union Territories NeGD has been set up by the Department of Electronics and Information Technology (DeitY), Government of India as an Independent Business Division (IBD) within Media Lab Asia, a Section 25 company of Department of Electronics and Information Technology, Government of India. NeGD has been set up with the objective of supporting DeitY in Programme Management of the National e-Governance Plan (NeGP) and implementation of a Capacity Building Scheme across the country. A brief write up of NeGD is at Annexure I. The CB Scheme mainly aims at provisioning technical & professional support to State level policy & decision-making bodies and to develop specialized skills for e-Governance. The CB Scheme involves creation of State e-Governance Mission Teams (SeMTs), developing skills and imparting training and other capacity building initiatives. The NeGD is in the process of filling up various positions on deputation basis in NeGD Corporate and in SeMTs in all 35 States and Union Territories of India from amongst the officers in Central Government/ State Government/PSUs / Autonomous bodies. Recruitment to NeGD and SeMTs is an ongoing process. Candidates may refer to the latest vacancies and closing dates for receipt of applications at www.nisg.org/negd-semt-vacancies and give up to three preferences of their choice of States /NeGD positions. Subject: Filling up of various positions in National e-Governance Division (NeGD), Delhi

and State e- Governance Mission Teams (SeMTs) in 35 States and Union

Territories

NeGD has been set up by the Department of Electronics and Information Technology (DeitY), Government of India as an Independent Business Division (IBD) within Media Lab Asia, a Section 25 company of Department of Electronics and Information Technology, Government of India. NeGD has been set up with the objective of supporting DeitY in Programme Management of the National e-Governance Plan (NeGP) and implementation of a Capacity Building Scheme across the country. A brief write up of NeGD is at Annexure I.

The CB Scheme mainly aims at provisioning technical & professional support to State level policy & decision-making bodies and to develop specialized skills for e-Governance. The CB Scheme involves creation of State e-Governance Mission Teams (SeMTs), developing skills and imparting training and other capacity building initiatives. The NeGD is in the process of filling up various positions on deputation basis in NeGD

Corporate and in SeMTs in all 35 States and Union Territories of India from amongst the

officers in Central Government/ State Government/PSUs / Autonomous bodies. Recruitment

to NeGD and SeMTs is an ongoing process. Candidates may refer to the latest vacancies

and closing dates for receipt of applications at www.nisg.org/negd-semt-vacancies and

give up to three preferences of their choice of States /NeGD positions.

The initial period of deputation shall be for two years extendable by a further period of two

years subject to conditions as per NeGD policy. The deputation shall be under Foreign Service

terms and conditions. The eligibility criteria viz., grade pay, educational qualification,

experience is detailed at Annexure II. The pay fixation will be done as per the prescribed

Government guidelines. Other benefits shall be as per NeGD norms for deputations.

Annexure I

The National e-Governance Plan (NeGP) is an ambitious program of the Government of India with the

vision to "Make all Government services accessible to the common man in his locality, through

common service delivery outlets and ensure efficiency, transparency & reliability of such services at

affordable costs to realize the basic needs of the common man". With this vision, the Government of

India (GoI) approved the NeGP to lay the foundation for the long term growth of e-Governance in the

country.

NeGP proposes to achieve its objectives through:

Deployment and scale up of select "Mission Mode Projects" (MMPs - projects with significant

citizen interface),

Creation of a National IT backbone for fast, reliable and efficient connectivity, data storage and

access,

Set up of Common Service Centers for delivery of citizen services

Creation of Internet portals for 24x7 access to Government information and services.

About NeGD

NeGD has been tasked with:

I Programme Management of NeGP, including facilitating and supporting DeitY in undertaking the following tasks and responsibilities assigned to DeitY under NeGP:

Facilitating implementation of NeGP by various Ministries and State Governments

Providing technical assistance to Central Ministries and State Line Departments

Serving as a secretariat to the Apex Committee

Undertaking technical appraisal of all NeGP projects to examine issues such as overall

technology architecture, framework, standards, security policy, service delivery

mechanism, sharing of common infrastructure etc.

Human Resource Development, Training and Awareness Building

Framing core policies, technical assistance, R&D, awareness and assessment and creation

of organization structure

II Acting as a Central Agency for an effective implementation of Capacity Building Scheme

inter-alia involving provisioning of manpower at various SeMTs across States/ UTs &

training and other Capacity Building initiatives. A Capacity Building Management Cell has

been positioned in NeGD for effective management of manpower at SeMTs together with

management of other Scheme activities including training, knowledge management, HR

policies, etc.

49 positions have been approved in NeGD. These requirements are being sourced through:

About SeMTs

Government has approved the Capacity Building (CB) Scheme for taking NeGP forward across the

country in all the States & UTs. The CB Scheme is mainly for provisioning technical & professional

support to State level policy & decision-making bodies and to develop specialized skills for e-

Governance. The CB Scheme is supporting Capacity Building through various means such as

deployment of State e-Governance Mission Teams (SeMTs) developing skills and imparting training

and other capacity building measures.

The SeMT is responsible for assisting the State Government in program management of various e-

Governance initiatives, overseeing project execution, and dealing with technology, process and

capacity building issues.

327 positions have been approved in SeMTs across all 35 States and UTs. These requirements are

being sourced through:

Deputation from Central Government, State Government, PSU and Autonomous organizations

to NeGD, Media Lab Asia

Recruitment of candidates from open market through NISG.

The SeMTs require personnel with appropriate background and aptitude who have skills and
