Message from the Director National Eye Hospital is the tertiary care hospital provides services to all eye related problems.
The human eye is the organ which gives us the sense of light, allowing us to learn more about the
surrounding than we do with other four senses. It is crucial to prevent blindness, as eye care
interventions contribute incredible economic and social returns and dramatically improve the
quality of life
The Annual Health Report 2014 makes evident The National Eye Hospital’s efficiency,
effectiveness and productivity in year 2014. The main input provider for The National Eye
Hospital is The Government of Sri Lanka via The Ministry of health. Vast amount of aggregated
eye-health related information is published in The Annual Health Report. It is the main provider of
eye-health related information and an important role is played in planning and monitoring the
projects. Moreover, it is a mirror that reflects the eye-health status of Sri Lanka.
The vast majority of visually impaired people are suffering from preventable visual impairments.
Eye infections that lead to blindness can usually be treated. The life expectancy of blind persons is
one-third less than that of their sighted peers, and most of them die within 10 years of becoming
blind. For those already suffering from blindness, simple and lasting cures are often available. For
many patients with cataracts and other visual impairments, corrective surgeries are among the most
cost-effective and highly successful medical interventions. It is documented that the cataract
surgery as one of the most cost-effective health interventions in terms of cost per DALY
[disability-adjusted life-years].
I wish to make use of this opportunity to place on record, my sincere appreciation to all the
officers, who helped us to bring out of this document. A special word of thanks is due to the
quality assurance unit of the hospital.

Our Vision
To become the center of excellence in taking care of your vision as the leader in South Asia
Our Mission
To provide adequate quality service to satisfy patients through maximum tertiary level eye care
with advance technology and kindness of the well trained staff, to give necessary training and
guidance for all categories of staff in the eye care service in Sri Lanka and also to support and
conduct community eye care programs.
Our Objectives
1. To become the excellent center, facilitating eye care in South Asia by 2020.
2. To provide a quality eye care service for the patients with the state of the art technology.
3. To develop and conduct attractive, up to date training programs for each category of health
staff suitable for local and international level in eye care.
4. To establish an international level research center in eye care.
5. To provide technical guidelines for the training of all categories of staff in the eye care
service.
6. To support and conduct community eye care programs in collaboration with donors.
Cooperate Level Strategies
1. To introduce latest technology and update these technology for eye care in next five years.
2. To prepare a curriculum of training program suitable for local and internationals.
3. Establish international research center with the help of College of Ophthalmologists and
private sector.
4. Establish a system to get assistance from hospital committee, N.G.O’s and other donors for
hospital development work.
5. To introduce productivity and quality programs to increase quality and productivity.
6. Maximum use of operation theatre allowed for private sector patient’s operation by our
consultants for reasonable chargers.
7. Promotions of our services in South Asian countries for low cost but add reasonable
income for hospital.
8. Forward project proposal to international organizations to establish well equipped units
with new technology in new building.

Special Units of the Hospital
National Eye Bank
The National Eye Bank of Sri Lanka (NEBSL) was established to play a significant
role in alleviation of corneal blindness in Sri Lanka and throughout the World. The
National Eye Bank is a result of the official alliance between Sri Lanka and
Singapore Governments and sited in Colombo National Eye Hospital. The NEBSL is
responsible for the Procurement of corneas from the local donors, process and
distribution of Cornea Tissues of the highest quality for transplantation.

Mile Stones
May 02, Colombo:
National Eye Bank constructed a Cornea Collection Center adjoining the Mortuary
at National Hospital and it was ceremoniously declared open by Dr. Anil Jasinghe
(Director of National Hospital).
Dr. A.S. De Silva (Director of National Eye Hospital) and Dr. Charith Fonseka
(Director of National Eye Bank) were present during this occasion.

October 03, Kandy:
National Eye Bank Kandy branch was declared open by former health Minister
Maithripala Sirisena with the presence of Honourable Provincial Health Minister,
S.B. Yalegama, Dr. R.M.S.K. Rathnayake (Director of Kandy Teaching Hospital
)and Prof. Donald Tan (Senior Advisor, Singapore National Eye Centre).
Due to the increasing demand for Corneas, National Eye Bank decided to extend the
services to Kandy Teaching Hospital on a request made by the “Centre for Sight”
and the initiative was taken upon receiving the invitation of Dr. Saman Senanayake
(Consultant Ophthalmologist, Centre for Sight, KTH).
Dr. Ananda Gunasekera (Deputy Director General of Health Services),
Dr. A.S. De Silva (Director of National Eye Hospital), Dr. Charith Fonseka
(Director of National Eye Bank) and staff from Kandy Teaching Hospital were
present during this occasion.
Spectacles workshop
This special workshop was established on 8th July 2010 as collaboration with
Ministry of Health and Standard Charted Bank. The main objective of this workshop
is to produce spectacles within the hospital premises and to distribute them among
poor patients who are attending to the National Eye Hospital, free of charge. Three
employees of the National Eye Hospital were trained on producing good quality
spectacles. And they have produced and distributed 43016 spectacles form year 2010
to 10th May 2014.

Wet Lab
This special training facility was established in the National Eye Hospital on 10th
October 2013, with the collaboration of Collage of Ophthalmologists of Sri Lanka
and Vitreo-Retinal Specialists of Sri Lanka. This project was supported by Alcon a
Novartis company. This is the first ever Wet Lab training facility for postgraduate
trainees in ophthalmology in Sri Lanka. This facility is used by postgraduate medical
trainees in ophthalmology to practice surgical procedures using dead animal tissues.
Infection Control Unit
Infection control unit plays a pivotal role on controlling the infection rate in this
institution. This unit plays an unremarkable service to control infections within the
hospital. Some of its activities are listed below.
Conduct dengue prevention “Shamadana” campaigns
Maintain sterility of the operation theaters
Maintain the standards of mini & major autoclave machines
Testing of Hepatitis B antibody levels of hospital staff
Bacteriological examination of water used within the hospital
Obtained the Environmental protection licenses
Obtained the Waste management licenses
Conduct infection control meetings
Annual Infection contra rate is 100%

Health Education Unit
The health education unit plays a major role in this institution. The following
activities are carried out by the health education unit.
1. Daily health education is given individually or mass scale for OPD patients on
common eye conditions.
2. Acts as the triage system to grade emergency casualties.
3. Post-operative health education is given for patients on their successive clinic
visits.
4. Following special day programs are conducted
Glaucoma day program
Diabetic day program
World sight day program
AIDS day program
5. Organization of health exhibitions and participation for health exhibitions.
6. Conduct training program for nurses and miner staff.
7. Arrange special control measures and mass education in out breaks.

Quality assurance Unit
Quality assurance unit of National Eye Hospital was established in late 2008 with
the idea of improving the quality of service provided by the hospital. In achieving
this objective, Quality Assurance unit could improve the working standards of the
hospital employees and hence the quality of the patient care provided by the
hospital.
Ophthalmic School
In present Optometry Arena, in Sri Lanka, School of Ophthalmic Technology is the
one and only government training institute which produce qualified and efficient
Ophthalmic Technologists who serve the whole nation. It was established in 9th May
1983 at the National Eye Hospital Colombo under the Ministry of Health with 9
students and now it can cater 50 students at a time. Up to now this school has trained
14 batches of 233 Ophthalmic Technologists, including 6 foreign students from
South Asian countries.
Also this school conducts several continuous education programs and in-service
trainings.
Hospital maintenance unit
The maintenance unit functions as to keep the working place in order by repair and
refurbishing the infrastructure. There are three employees in this unit working on
daily basis to keep the work going on without any interruptions. Through this
service, we are able to save huge amount of money. These three employees are
conducting small and medium scale constructions, plumbing, wiring, welding and
many other works in relation with hospital maintenance.

Special Programs
Patients of Half way home under Angoda Mental Hospital was screened for cataract
and sixty patients diagnosed to be having bilateral cataract were operated with
guidance and fullest support of Consultant Eye Surgeon Dr.(Ms) A.L.
