Scaling up SLM Practice, Knowledge and Coordination is a $6.8 M three-and-a-half-year incremental GEF grant to the Federal Republic of Nigeria, focusing on mainstreaming Sustainable Land Management (SLM) in Nigeria’s agricultural sector. The development and global environment objective of the GEF incremental grant is to improve the enabling environment for scaling up sustainable land management in participating communities. SLM practices allow communities participating in the Project to reduce the threat of land degradation and climate risks facing their production lands. The grant is fully integrated into the baseline SIL, the Third National Fadama Development Program (Fadama III), covering two components.

Component A: Capacity Building, Communications and Information Support; is providing training and communications outreach on SLM planning and practice at local, state and federal levels, multi-sector coordination on land management investment at state and federal levels, training on local land use planning, as well as small community sub-project awards for existing communities that are successfully implementing SLM sub-projects under the baseline Fadama III operation.

  Component B: Monitoring, Evaluation and Knowledge;

is supporting development of ecological and process monitoring tools, and also establishes a technical knowledge base on SLM, sustainable agriculture and related climate risk.

Capacity Building, Communications and Information Support

Following a delayed effectiveness till May 24th 2011, the project took off with a six month implementation plan towards the last quarter of 2011.

A validation workshop was organized on 20th October 2011, at Aso Motel, Kaduna State; to review and validate the final report for the first phase of the Nigeria Strategic Investment Framework for Sustainable Land Management (SLM).

The Component Organized a Zonal Sensitization/Training Workshop on Scaling Up Sustainable Land Management Practices, Knowledge and Coordination; the workshop was held in three (3) centres, each center hosted two zones at Abuja, Kano and Enugu, from November 23rd to December 7th, 2011. 4

The 2012 AWPB is now under implementation and progress made so far in the first 3 quarters of the year include;

Component Participated in World Bank Institute and the African Institute for Capacity Development (WIB-AICAD) workshop in Nairobi 24th-28th of February 2012.

The Component Participated in the training and technical assistance officers co-ordination meeting on March 5th-6th 2012

  Developed an internal monitoring tool for data collection using

the Excel software in line with the data requirement of the project as contained in the Result Monitoring Framework (RMF), 12th of March 2012.

Participated in the thematic mission to Edo state on the 29th of March 2012.

The 2 firms (RESLARC and Supreme Management) identified to conduct the training exercise on SLM technology for the Northern and Southern Region commenced the training on 2nd of October 2012 to end on the 16th of October 2012 5

Capacity building support for community organizations for local development planning

FCAs/FUGs capacity to implement SLM sub-project is continuously being enhanced.

Capacity Building of Local Governments for rural land use planning

The purchase, installation with Arc 10 GIS Software, and distribution of 62 computer hardware which is a critical input for land use planning in the selected 62 LGAs was concluded on 31st of July 2012.

  Proposal to conduct training for land use plan mapping

software in the 62 local Government Areas has been prepared and submitted for approval.

  Communications and advocacy Reproduction and dissemination of SLM zonal sensitization

workshop materials to various states for step down training held on March 28th 2012.

The component held a meeting with the EOS

of South South and South East on March 28th 2012, to ascertain and select best SLM Practices that would be sustainable and relatively attractive to their communities for the implementation of SLM.

  Copies of Sustainable Land Management

Investment Framework are currently being printed; to be disseminated to states.

Advocacy visit was embarked on, to 11 states to identify best SLM practices and fast track the formation of State SLM Committee from 24h – 27th of September 2012.

National and State coordination on land and water management

The unit, which also serve as the secretariat of the National SLM committee, facilitated 6 regular meeting of the group in 2011 and 5 meetings in 2012.

Technical assistance support and backstopping on SLM activities was embarked on to six states from 5th – 10th of August, 2012.Community SLM Award

The first batch of awardees is likely to commence in this last quarter of the year.

Monitoring, Evaluation, and Knowledge Monitoring tools An internal monitoring tool for data collection using the Excel

software was developed in line with the data requirement of the project as contained in the Result Monitoring Framework (RMF). This template is being utilized across all the participating States and was recently utilized for the project third ISR.

The component presented a paper on Monitoring and Evaluation during the training of Local government staffs in Enugu on the 19th of March 2012.

The study on Independent tracking of Composite index to Measure the Enabling Environment for SLM has been conducted and final copy of report was submitted to the National Office in May 2012.

Procurement process to develop indicator tool for local and global environmental benefits and tools for tracking Vegetation cover and land degradation is still on-going. In addition, launching of the SLM website and concluding the preparatory work for the SLM grant award are the major activities moved for the last quarter of the year and first quarter of 2013.

SLM information system and knowledge base The SLM technology handbook which is one of the main

guide on the type of SLM technology which the project is to build the information system that will be shared via the website has been produced and is currently being used to train stakeholders in the Northern and Sothern Region of the Country.

The Website has been designed and is currently been reviewed by stakeholders. Hosting of the Website is yet to be finalized but is likely to be linked to the already existing Fadama III website.

The potential of Fadama III SLM to champion the promotion and receipt of carbon credit for all Fadama beneficiaries cannot be overemphasized. The identified monitoring tools to Scale up SLM Knowledge, Practices and Coordination would enable the project to appropriately document the carbon sequestration potential and the promotion of Reduction of Emission from Deforestation and Forest Degradation (REDD).

The SLM programme has also helped the Fadama farmers to adopt some SLM best practices like Agroforestry, use of organic fertilizer and others; below is a picture of a farm and organic fertilizer production center in Ondo and Oyo States. 11

The Integration of SLM into Fadama III operation in terms of value addition has increased the number of subprojects, using the SLM subprojects to address on- farm Land degradation.

It has also helped in furthering capacity building of implementers – National, state, Local Desk Office, Extension Agents, Facilitators, FCA’s and FUG’s.

In addition, the integration of land use planning at the Local Government Area for 2 selected Local Government Area is helping the main project in resource use planning.

Some of these SLM subprojects have also been found to enhance the incomes of beneficiaries e.g orchard nursery establishment, woodlots etc

One of the major challenges is the low awareness in the State on the different between SLM Sub – Projects and SLM Practices
