NFP LINKAGES AND PROCESS
Thus the Kenyan NFP is NOT
• A plan or a document only• It is not a sector- or government
programme; - it is the Kenyans programme
• A technical forestry master plan• Executed through exclusive
government management but through country leadership
Lessons learnt ! for succesful NFP
Development1. Calls for reform 2. Process accessibility by all interested
parties 3. A NFP Secretariat that:
• is efficient and have access to resources• has top-level access• is seen as neutral by multi-stakeholders
4. A thorough process with awareness building and genuine consultations
5. A time and resource consuming but highly valuable process bringing stakeholders together
.
Risks• Long-term commitment• Adequate time, capacity, resources
for development• Delaying protocol procedures due to
its innovative, cross-sectoral and inclusive nature
• Sufficient time to obtain genuine ownership
• Hijacking by few stakeholders.

The NFP TREE
• The very principles of the NFP are rooted in the Kenyan Constitution, overarching laws, policies, strategies and visions, international and regional agreements (exemplified by the ROOTS).
• From the roots, energy-rich SAP STREAMS emerge connecting the overarching national laws and the executing forestry branches and having been shaped by ecological, economic and social sustainability factors they jointly form the enabling environment given the lift for sustainable forest management (exemplified by the TRUNK with SAP STREAMS).
• The trunk and sap streams give the necessary lift to the seven strategic forest thematic areas giving overall direction (exemplified by the main branches).
• The seven major branches (strategic thematic areas) each split into a number of sub-branches with leafs and chlorophyll where the production takes place. These become the key executive programmes (exemplified by the SUB-BRANCHES).
• The sub-branches and their leaves (programmes) execute the priorities within each thematic area.
Suggested Research Topics as part of the forest development agenda and NFP proces
1. Opportunities and risks in a devolved forest setting (forestry as a devolved system in Kenya, pros and cons)
2. Good practises for forest management transition from a centralised regime to a devolved structure
3. Assessment of needs and structure for a grievance, conflict resolution, aDB or ombudsman function?
4. Kenyan forest ecosystems’ role and function in a green economy5. Urban forestry…6. The potential and testing of Community Forestry Models in Kenya (dry and degrade lands)7. Reveal and analyse all elements involved in the constant discussion on Benefit Sharing between CFAs and Government in order to find a way forward8. "Theory of Change" ... which type of changes in forestry gives the
greatest impact….?.9. Valuation... any aspect of forest valuation in Kenya.. (products- services,
wood - non wood).. Huge and open area for multiple research topics.10. Value chain and options for value addition11. Supply and demand balances of various forest products..12. The opportunities for further forest development under a landscape
planning regime13. Focus on selected enabling factors for making forest related business
(investments private sector in forestry)14. Investment (and export) strategies in forestry.. what is required.15. Forest and sawmilling workers’ safety...
