A. As Undersecretary for Operations – OPAFSAM - Designed and Facilitated the strategic plans of the agencies under OPAFSAM (National Food

Authority, Philippine Coconut Authority, National Irrigation Administration and Fertilizer and Pesticide Authority)

- Facilitated the establishment and cascading of the Strategic Performance Management System (SPMS) on all agencies and field offices (regions) under OPAFSAM

- Facilitated agency-level discussions on performance agreements with GCG

- Facilitated consultation workshops and monitored the implementation plan to control the Cocolisap infestation (CSI), reducing the infestation from outbreak to manageable levels (from 2.7 million to less than 100,000 trees in region 4a: Batangas, Laguna and Quezon)

- Facilitated the planning and monitoring of implementation of the PCA Yolanda rehabilitation program starting with debris clearing of 10M totally damaged coconut trees and rehabilitation efforts like replanting, fertilization, intercropping, livestock integration and integrated pest management

- Designed and facilitated the April 2015 National Convergence Initiative Summit, with DA, DENR, DILG and DAR. Provided strategic direction and facilitated the formulation of the summit mechanics. Facilitated the overall program of the NCI Summit.

• Program Director (2009 – 2010) of the Strategic Management Course for Local Governments –

more than fifty provincial, city and municipal governments participated in the course with an average of 6-7 participants per local government unit to craft their development strategy and implementation plan with focus on poverty reduction.

• Senior Adviser (2007 -2010) of the League of Municipalities of the Philippines (LMP) - oriented 500 newly elected mayors on how to manage their respective local governments with strategic focus on poverty reduction

• Course Director: A one month Watershed Management Course for watershed managers and

other stakeholders in partnership with the Department of Environment and Natural Resources under Sec. Victor Ramos and the Ford Foundation; focused on 24 identified critical watersheds in the country with an average of 8 participants per watershed from the major stakeholders: local government, NIA, NPC, MWSS, water districts, NGOs and people’s organization like the irrigators’ associations. Conducted 4 training batches with an average of fifty participants per batch; initiated the organization of the participants into the Philippine Watershed Management Coalition (PWMC) from the 24 critical watersheds. Presently, the PWMC has expanded to 500 members from 60 to 70 watersheds in the country.

C. Direct Involvement in Rural Development, Agriculture and Poverty Reduction with Strategic Management of Organizations as the integrating development Framework

C.1 As Consultant of Senator Cynthia A. Villar -Worked on an overall development framework of Decentralization, Agriculture and Poverty Reduction with Agri-based Cooperatives, Rural Improvement Clubs, 4-H Club, Agricultural offices of Local Government Units and farmers organizations. Handled capacity building courses in partnership with the Agriculture Training Institute; Managed the selection process in searching for outstanding community enterprises involved in poverty reduction; Writing a book entitled: Development Initiatives on Poverty Reduction: Learning from Community and Social Enterprises; August 2013 to June 30, 2014

-Strategic Plan Formulation and Implementation for the Villar Foundation’s Social Institute for Poverty Alleviation and Governance (SIPAG); 2011 to 2013

-Action Research on Poverty, Poverty Reduction and Transformation of the Provincial Government of Agusan del Sur under Gov. A.E. Plaza; Agusan del Sur was chosen because it was the second poorest province in the country at 53 percent poverty incidence based on the 2009 NSCB Poverty Data; facilitated the strategic planning workshop for the province involving all the municipal mayors and legislators; the strategic focus was on poverty reduction with agriculture as the new engine of growth and no longer mining with focus on diversified farming systems in the upland, lowland, urban and wetlandecosystems; priority was the uplands given its highest level of poverty at 60 to 80 percent; Cascaded the balanced scorecard approach to all municipal governments, the barangays and puroks; the convergence of development efforts at all levels produced positive results: from 53 percent poverty incidence among families in 2009 to 37.3 percent in 2012; Was also tasked to formulate the full reorganization plan of the provincial government to align with the ecosystem based provincial development strategy; designed the Strategic Performance Management System(SPMS) using the Balanced Scorecard as the integrating element to connect individual, team and organizational performance; the Civil Service rated the SPMS of the provincial government as level 3 (meeting global standards) and used it as its best practice SPMS model for local governments in the country; Was also involved in Typhoon Pablo disaster relief and rehabilitation in the province; ( Engagement from July 2010 to March 2013) -Strategic Management Plan Formulation to address rural poverty in World Heritage Sites (Vigan City and Puerto Princesa City)

a) Strategic Planning for Vigan City (2007 -2010, 2010-2013, 2013-2016) - linking cultural heritage site conservation and poverty reduction; balancing tourism and conservation to address rural poverty; the strategic goal is zero poverty incidence from 12.4 poverty incidence in 2009; the city of Vigan was recognized by UNESCO for best practice in World Heritage Site Management where heritage site management is linked to rural poverty reduction.

b) Strategic Management of Puerto Princesa ( June 2013 to May 2014) - started with multi-stakeholder strategic planning workshop in July, 2013 to address rural poverty; the city had the highest poverty incidence among highly urbanized cities in Luzon at 15.5 percent in 2009; the strategy revolved around linking natural heritage site conservation and agri-ecotourism for poverty reduction; Puerto Princesa is the second biggest city in thecountry in terms of land area but the city is not sufficient in rice, fruits and vegetables for its residents; with the influx of tourists, prices of food went up because of inadequate supply; the focus of the new development strategy is agriculture using diversified farming systems to address rural poverty where half of the rural households are below poverty line based on 2012 CBMS data;

-Strategic Management for Poverty Reduction of Poorest Municipalities

a) Sirawai, Zamboanga del Norte- a difficult to reach, Muslim dominated area where poverty incidence was 61.7 percent in 2009; a beautiful place but undeveloped because of its isolation, unstable peace and order condition and bad governance for many decades; assisted the newly elected mayor to develop a strategy to reduce poverty in the municipality; main problem is the bad state of national and provincial roads; the

municipality is seven to 8 hours of land travel over very rough road to Dipolog, the provincial capital and 4 hours land travel to Zamboanga City; (January, 2014)

b) Palompon, Leyte - the municipality was 80 percent devastated by Typhoon Yolanda. Volunteered to help the municipal government in crafting the relief and rehabilitation strategy; (February, 2014)

-Reinventing the Provincial Government of Bulacan (1998 – 2012)

Assisted the Provincial Government of Bulacan during the 9-year incumbency of Gov. Josie de la Cruz and the one term of Gov. Jonjon Mendoza; Reorganized the structure, improved the management systems and processes, designed, installed and implemented the performance management system of the provincial bureaucracy, change the culture of compliance to one of innovation and excellence

-Development Management Courses for the National Movement of Young Legislators (NMYL) –

Designed and sourced funds from the Ford Foundation for the conduct of several batches of development management courses for selected NMYL members; was continued by Sen. Kiko Pangilinan; the participants of these courses are now occupying key executive and legislative positions at the local and national levels.

- Designed and directed the conduct of development management trainings for the Provincial Board Members’ League, the League of Municipalities of the Philippines and various provincial governments , city governments and municipal governments in the Philippines;

• Consultant: ASEAN Socio-Cultural Community (ASCC) to facilitate the crafting of the ASCC department strategy for the implementation of the ASCC Blueprint, one of the three pillars of the ASEAN Roadmap. The other two are Economic and Political-Security. The ASCC blueprint’s primary goal is “to contribute to the realizing of a people-centered and socially responsible ASEAN Community by forging a common identity and building a caring and sharing society.” Undertook internal analysis of the ASCC Department, facilitated the department strategic planning workshop and helped craft the implementation plan through the use of the balanced scorecard. The engagement was from April to May, 2013 in the ASEAN Headquarters in Jakarta, Indonesia.

• Consultant of the GIZ to facilitate the crafting of the organizational strategy for the Association of Cities in Vietnam

• Co-designed and delivered a course on Strategic Human Resource Management sponsored by

the Asian Development Bank for government officials of Thailand, Vietnam, Laos and Cambodia.

• Conducted strategic planning workshops and organizational development for international organizations like Save the Children (for its community organizing strategy), Plan International for decentralization of regional operations to national levels in the following countries – Philippines, Thailand and Vietnam; World Vision and Norwegian Mission Alliance with focus on rural development strategies

• Conducted strategic planning workshop for various NGOs in the country including people’s organizations and cooperatives

1. QUALIFICATION SUMMARY Dr. Florencio F. Padernal is currently the Chairman/CEO of Padernal Construction Co., Inc. (PCCI) which he started in 1993. He is engaged in contracting and construction of socialized houses, townhouses, medium-rise condominiums and apartments; hotels; roads and bridges; flood control structures, water supply facilities and related structures; land development projects; and property management. Dr. Padernal is also the past Chairman and President of Test Consultants Inc., a company established in 1968. Test is one of the leading environmental and engineering consulting companies of the Philippines. Dr. Padernal is a Civil Engineer who specializes in the fields of project/construction management, master and development planning, institution and capability building, and engineering while working for several institutions mainly in the Philippines, China, Mongolia, and Switzerland. He also specializes on public administration. Dr. Padernal is a holder of a Masters Degree in Business Administration (1977) and a Doctor of Public Administration (1981). In his over 36 years of professional excellence, he has held prominent positions in his career. During the period March 2002 to October 2004, Dr. Padernal served as Chairman of the Bases Conversion Development Authority (BCDA), an office mandated chiefly to transform military baselands to fund the modernization of the Armed Forces of the Philippines and to finance selective infrastructure projects. In the same period, he also chaired the BCDA Management Holding, Inc., (BMHI), Poro Point Management Corporation (PPMC), North Luzon Railways Corporation (NLRC), John Hay Management Corporation (JHMC) and the Heritage Park Management Corporation (HPMC). He was also the Vice Chairman of the Fort Bonifacio Development Corporation (FBDC) which manages the “Bonifacio Global City”. These are subsidiaries, joint venture companies and affiliates of the BCDA which are responsible for spearheading development works in the Philippines, specifically in the Metro Manila former baselands as well as in Central Luzon, Northern Luzon and the Cordilleras, with focus on special economic zones like Clark Special Economic Zone, John Hay Special Economic Zone and the Poro Point Special Economic Zone. Dr. Padernal was likewise President of JHMC and PPMC. As Chief Technical Advisor (1990 to 1993) of the United Nations Development Programme/World Bank Water and Sanitation Program, he provided advisory services to water companies in and governments of China and Mongolia on the organization and construction of water systems, and administered capacity building programs in communities and to sector agencies to improve systems operations. Earlier in his career (1987 to 1989), he was became a temporary Advisor to the World Health Organization on sustainable operation of water supply systems. For about Nine (9) years (1982 to 1990) he was Project Director for Water Supply of the Department of Public Works and Highways (DPWH), responsible for

exercising over-all planning execution and control of rural water supply projects implemented throughout the Philippines. He was also assigned as Sector Coordinator. In his 16 years in DPWH, Dr. Padernal has been instrumental in the formulation of the Water Supply, Sewerage and Sanitation Master Plan (1987), the Rural Water Supply and Sanitation Master Plan (1982) and Integrated Water Supply and Sanitation Program (1980), which served as references in the implementation of water supply and sanitation projects in the Philippines and other countries. He developed and implemented over 20 foreign assisted - water supply projects in remote and poor areas of the country – made possible through the funding of External Support Agencies such as the World Bank (WB), the Asian Development Bank (ADB), the United Nations Development Program (UNDP), and the Overseas Economic Cooperation Fund (OECF) now known as the Japan International Cooperation Agency (JICA). Dr. Padernal was also involved in the planning and implementation of the school building program and other infrastructure (e.g. portworks, flood control, rural health units) in late 70s and early 80s. Dr. Padernal was also an Educator having been an Instructor in Civil Engineering (3 years) at the Adamson University and a Professor in the Graduate School of Business (6 years) at the University of the East. Dr. Padernal has been a Professional Manager of many years and currently an Entrepreneur and a successful Businessman. Dr. Padernal is also part of esteemed professional and civic organizations in the Philippines. In 2000, he became President of the Philippine Institute of Civil Engineers (Manila Chapter); President of the Philippine Water Works Association (PWWA) (1989-1990); Vice Chairman of the Asia-Pacific Council, International Water Supply Association (1989-1990); President of the Rotary Club of Kamuning West (1998-1999); and President of the DPWH Association of Project Managers and Engineers (1988 to 1990). He is a PWWA “FELLOW” and a PICE “FELLOW”. Dr. Padernal was Assistant Governor of the Rotary International District 3780 (Quezon City) in several Rotary Years. Dr. Padernal is presently the Vice Chancellor of the “College of Fellows” of the PICE; (past Secretary); a Vice Chairman of the Specialty Board on Project Management and Construction Engineering, and Member of Specialty Board on Environment and Energy; and was a National Director (Business Manager) of PICE for 2012. He was recently awarded a “Filipino Outstanding Civil Engineer” (FOCE) by the PICE on the occasion of its 75th Diamond Anniversary. Water Supply and Sanitation in Poor and Remote Areas Project (CPR/91/141) (China)

Description : The project is comprised of sector planning strategy

formulation, technological demonstration, human resources development and monitoring and evaluation. This project directly covers the same provinces as the CRWSSP. The project cost is $3.6 million of which $1.18 is financed by UNDP.

Tasks : Programming and Construction/Project Management Location : Nationwide (45 provinces) Year : 1979 to 1983 L. Project Title : Philippine Rural Infrastructure Project Description : The project includes the construction of 418 wells in six

depressed provinces in the country from 1978 to 1982. Construction materials, drilling equipment, and vehicles covering the total requirements of the projects were procured on a staggered basis thru an IBRD/International Development Association loan. The project cost is 23.8 million.

Tasks : Programming and Construction/Project Management Location : 6 provinces Year : 1979 to 1983 M. Project Title : Samar Integrated Rural Development Project Description : Under the village water component, the MPWH

constructed or developed around 2,000 wells, 100 springs, and 270 filter systems, and rehabilitated 200 wells in the three Samar provinces. The project cost is estimated to cost 70.3 million which is partly financed by a loan from the World Bank (IBRD). Under the waterworks component, final level III system in Northern Samar were constructed, rehabilitated or improved at a cost of 5.9 million. Financing emanated from the Australian Development Assistance Bureau (ADAB).

HON. ROGELIO L. SINGSON

Secretary Rogelio Lazo Singson, in leading the State’s engineering and construction arm as its 42nd head, advocates transformation and innovation in governance through transparency and accountability, “management by mission”, preferential option for the poor, and public-private partnership. Prior to his being named as Secretary of the Department of Public Works and Highways (DPWH) by President Benigno Simeon C. Aquino III, Secretary Singson was the President and Chief Executive Officer of Maynilad Water Services, Inc. after its reprivatization from July 1, 2007 to June 30, 2010 under new owners, the DMCI-Metro Pacific Consortium. He has extensive experience in both government and private sector in the field of privatization and public-private partnership, management of tollroads and expressways, water and power utilities privatization, airports, seaports and resorts. Before joining the Cabinet of President Aquino, he served in various senior positions such as Senior Vice President for Business Development, Citadel Holdings, Inc. from July 2002 to May 2007; Chairman & President of Bases Conversion & Development Authority from July 1998-February 2002; and concurrent Chairman of the Board of John Hay Poro Point Development Corporation, BCDA Management Holdings Inc., and North Luzon Railways Corporation from July 1998 to February 2002. As Senior Vice President for Project Development of Citadel Holdings, Inc., he was responsible for identifying and developing new business ventures and expansion of core business of the Holdings Group. During that time, he led the consortium with foreign investors and technical partners that participated in two (2) biddings of electricity transmission company Transco, and the successful acquisition of a telecommunications project in Micronesia. As former Chairman and President of BCDA, the public-private partnership projects he pushed include the conversion of former military baselands (Clark, Subic, John Hay, Poro Point, Fort Bonifacio, & Villamor bases) from military use to private commercial and industrial uses as special economic and freeport zones. He was responsible for conceptualizing and promoting Subic Clark Alliance Development (SCAD) Project as a national priority program and in securing JBIC loan and funding arrangements for Subic Clark Tarlac Toll Road. He is credited for the successful bidding of major portions of Fort Bonifacio paving the way for the entry of big developers including the Fort Bonifacio Development, Market-Market, Pacific Towers, and for concluding agreements with International School, Japanese School and British School to enhance the total development of Fort Bonifacio.

He also served as Director of Metro Pacific Investments Corporation, Clark Development Corporation, Clark International Airport Corporation, Fort Bonifacio Development Corporation; and board membership at Subic Bay Metropolitan Authority, National Power Corporation, and Metropolitan Waterworks & Sewerage System. His other past involvements in the public sector includes serving as Executive Director (rank of Undersecretary) of the Coordinating Council of the Philippine Assistance Program which coordinate and monitor the official development assistance project and programs from May 1991 to November 1992; and Assistant Cabinet Secretary under the Office of the President Corazon C. Aquino from July 1987 to May 1991. Secretary Singson obtained his Bachelor of Science Degree in Industrial Engineering from University of the Philippines in 1971 and attended Master’s Program in Public & Business Management from the De La Salle University. He also attended various trainings abroad on Public-Private Sector Partnership, privatization and Build Operate Transfer (BOT) Schemes. Born on September 16, 1948 in Ilocos Sur, Secretary Singson who is a practicing Catholic and covenanted member of Ang Ligaya ng Panginoon Community is happily married to Isabel Nepomuceno. Their union since 1972 is blessed with four (4) children and four (4) grand children.

ARSENIO M. BALISACAN Director-General of the Philippine National Economic and Development Authority

Arsenio M. Balisacan is the incumbent Secretary of Socioeconomic Planning of the Philippines and concurrently the Director-General of the Philippine National Economic and Development Authority (NEDA). Prior to his appointment as socio-economic planning secretary by President Benigno S. Aquino III,[1] he was dean of University of the Philippines School of Economics where he holds the rank of Full Professor.

Balisacan holds a Ph.D. in Economics from the University of Hawaii at Manoa, a Master of Science (M.S.) degree in Agricultural Economics from theUniversity of the Philippines Los Baños, and a B.S. degree in Agriculture (magna cum laude) from the Mariano Marcos State University.

His career began as an economist for the World Bank, Washington, D.C. from 1986 to 1987.

Balisacan served twice as Undersecretary for Policy, Planning and Research of the Department of Agriculture: 2000-2001 and 2003.[2] He became the Philippine chief negotiator in the World Trade Organization (WTO) Agriculture Negotiations and in various bilateral agriculture negotiations.

From 2003 to 2009, Dr. Balisacan became director (chief executive) of the Southeast Asian Regional Center for Graduate Study & Research in Agriculture (SEARCA) and president of the Human Development Network wherein he was reappointed in the same position in 2012.

Dr. Balisacan was an adjunct professor at Australian National University and research fellow at the East-West Center in Honolulu, Hawaii. In 1995, he received academic appointment as full professor at the University of the Philippines School of Economics.

V. DETAILED OF ACCOMPLISHMENT AS FARMER LEADER AND ADVOCACIES

1. Advocate for a FARMER Representation in the National Irrigation Administration

(NIA Board) through the National Confederation of Irrigators’ Association, Inc., (NCIA);

2. Advocate for the FARMER SECTORAL REPRESENTATION in the Congress of the

Philippines through the ANGAT AHON MAGSASAKA Party-List;

3. Seeks for the bigger allocation of the farmers in rice importation allocation, through

the Private Sector Finance (PSF), Minimum Access Volume (MAV); and

Country Specific Quota (CSQ) of the Department of Agriculture – National

Food Authority Rice Importation Program;

4. Rallied for a bigger allocation for the rice distribution program of the government,

through Sale through Market Determined Pricing (SMDP) that give an avenue for

the farmers’ organization and cooperatives as farmer distributor of NFA rice;
