MASINT/Common Sensor COIWhat Is MASINT?
Measurements/Signatures resulting from the shift, change, vibration, fluctuation, existence of, or the lack of any of these states for a given phenomena
MASINT is:
• Measurement And Signatures Intelligence
• Information to characterize and identify targets and events that is produced by quantitative and qualitative analysis
• Information derived from measurements of physical phenomena intrinsic to an object or event

Physical Attributes of MASINT?
Physical attributes sensed by MASINT collectors include, but are not limited to:
• Electro-Optical: examples infrared, laser, spectral• Radar• Polarimetric• High-Power or Unintentional Radio Frequency Emanations• Geo-Physical: examples seismic, acoustic, magnetic,
gravimetric, infrasonic• Chemical• Biological• Nuclear• Biometrics: relies on unique signatures of human beings

MASINT Processing,Exploitation and Dissemination
• MASINT exploitation includes the use of quantitative signatures to interpret the data and to characterize and identify targets of interest.
• Data processed and exploited by MASINT means may be collected by sensors residing on any platform type: Ground, Air, Sea, Space
• MASINT processing and exploitation is decentralized and is achieved by diverse MASINT and MASINT-relevant organizations
• Organizations producing MASINT products or developing new MASINT capabilities/tools will ensure compatibility with IC, DoD, and MASINT data standards, architectures, processes, and procedures

CBRN Sensor Standards Gap Analysis Tiger Team Baseline Assessment and Semantic
Evaluation for Sensor Standards (BASESS)
Goal: Implement sensor/system-relevant standards and evaluate the appropriate use and placement of standards within the data process flow.
Objective: Build a repeatable process for evaluating sensor/system standards and assessing the appropriate placement of standards within the data flow process
Theory: A repeatable test process can be developed to measure standards implementation strengths and weakness, and when combined with use cases that simulate environmental implementation conditions, meaningful metrics will result to formulate performance-based, standards implementations best practices
Provides Core Functionality for Multi-INT Interoperability Lab Metadata Node

CBRN Sensor Standards Gap Analysis Tiger Team
BASESS Approach
• Phase 1• Select sensor/system data flow process
• Select sensor/system standards/specifications
• Identify emulator output format (packet composition)
• Build sensor/system emulators for each sensor/system standard/specification
• Identify testable data flow/standards characteristics
• Build Use Case Stubs
• Identify testing and evaluation process
• Run BASESS experiment
• Compile BASESS results and annotate findings
• Phase 2• Build out Use Case stubs with BASESS findings
• Conduct Use Case Experiments
• Annotate Findings
