• Learning: Understanding the evolving adaptation context, needs and experiences –what is working? Why?• Norway: Learn by doing system
• Accountability: Demonstrating effective allocation and use of resources• Developing countries & donors
• Adaptive management: Determining if a policy, plan or intervention is delivering adaptation results, adjusting accordingly
