National Oceanographic Data Center(NODC)

The mission of the National Oceanographic Data Center is to provide scientific stewardship of marine data and information.

The vision is to be recognized as the nation’s premier repository and pro-vider of marine data and information.

NODC’s service to the nation is to identify, archive, and disseminate ma-rine data, information, and products useful to the marine community.

Message from the DirectorIwanttoexpressmydeepgratitudetoourstaff,whoarecommittedanddedicatedtowardeveryaspectofthedatawesteward.Theyhaveapassiontomakesurethenextgenerationofuserswillfindnovelwaystousethedatathiscurrentgenerationhasinvestedsomuchin.Thiscommitmentismadepossiblebyourinteractionswiththeoceancommunityandyourwillingnessandenthusiasmtopreserveyourdatalegacy.NODCcelebratedits50thyearonJanuary2011.

OuraccomplishmentsfromFY11reflectourcontinuingpathtowardmeetingourgoalsbyprovidingaperma-nentarchivetooceandata,providingeasyaccesstodata,andgeneratingproductsrecognizedasauthoritativedataandinformationrecords.

DuringFY2011,NODCsuccessfullylinkeditsinteroperabledataservicesthroughasingleGeoportalServerinterface,therebyallowingusersandtheirsoftwareclientstoeasilydiscover,use,andunderstandthevastcol-lectionofoceandataandinformationintheNODCArchives.WelaunchedahighlysuccessdigitalpilotGulfofMexicodataatlas.NODCcontinuedtoaddvaluetoobservationsanddatabybuildingonthesuccessofitsproductssuchasWorldOceanAtlasandDatabase,GulfofMexicoandInternationalAtlases,RegionalClima-tologies,OERandCoRIS,GTSPP,CoastalBeachTemperatures(andmanyothers).

DuringFY12,NODCwillcontinuetostrengthenandexpanditscorecapabilitiesofarchive,access,products,andinformationthatmeetitsmissiontoscientificallystewardmarinedataandinformation.Inlightofapro-posedFY13budgetreduction,NODCwillfocusonsolidifyingitsinfrastructure:intheareaofarchive,NODCwillcontinuetofacilitatetheinteractionsbetweendataprovidersandthearchiveandbegintomorefullyutilizetheCLASSITinfrastructure.Intheareaofaccess,NODCwillfocusonprovidingintegratedandeasyaccesstoitsproductsandarchiveddatabyestablishingaglobaloceancurrentdatabaseandexpandingonthesuccessofitsFY11pilotontheGulfofMexicoatlas.Intheareaofproducts,NODCwillfocusongeneratingandprovid-ingaccesstodataandinformationontheArcticOcean.Intheareaofinformation,NODCwillbuildonitsworkwithNTISandprovideanInstitutionalRepositoryforallNOAAgenerateddocumentsrelatedtoDWH.

NODClooksforwardtoworkingandmeetingtheneedsoftheoceancommunityforthenext50years.

Meeting NODC’s Mission in Fiscal Year 2011Highlights

NODC Celebrated 50 years of Providing Scientific Stewardship to Marine Data and Information: Inobservanceofits50thAnniversary,NODCheldacelebrationandOpenHouseonJanuary13,2011.

NODCopeneditsdoorsonNovember1,1960undertheUnitedStatesNavyHydrographicOffice.In1970,NODCwasformallytransferredfromtheU.S.NavyHydrographicOfficetothenewlyformedNationalOce-anicandAtmosphericAdministration(NOAA),undertheDepartmentofCommerce.NODCnowmaintainstheworld’slargestcollectionofoceanographicdata.

ThecelebrationwasattendedbybothNODCstaffandanumberofotherNOAApersonnel.DeputyUnderSecretaryMaryGlackinandAssistantAdministratorMaryKiczagavetheopeningremarks.TwentyoneNODCretireesalsoattendedthecelebration,providingpersonalaccountsoftheirexperiencesatthedatacenter.TheanniversaryrecognizedtheessentialworkdonebyNODCoverthepast50years.

NODC Provides Critical Information and Data Management Support for Disasters: NODChasdeliveredamulti-faceted,directresponsetoongoingdisastersthathavegravehealthandeconomicconsequences.Datafromsatellites,aircraft,buoysandglidersprovidecriticalinformationtoguideemergencyresponse.

TheDeepwaterHorizonrigexplosionandresultantoilspilltookplaceintheGulfofMexicoonApril20,2010,leadingtowidespreaddamageofmarineandcoastalhabitatsaswellasdisruptionoftheGulf’sfishingandtourismindustries.NODChasledthedatamanagementeffortforthisdisaster.

InresponsetotheFukushimareactordisaster,theNOAACentralLibrary,incollaborationwithNOAA’sOfficeofOceanicandAtmosphericResearchandNationalMarineFisheriesService,cre-atedandcontinuestoupdateabibliographyofmorethan500cita-tionsonanthropogenicradionuclidesinthemarineenvironment.

NODC’sNationalCoastalDataDevelopmentCenter(NCDDC)publishesanddistributesthousandsofNOAAExtremeWeatherIn-formationSheets(NEWIS)inanticipationoftheAtlantichurricaneseason.TheNEWISprovidesvaluableemergencyreferencein-formationinasingle,readilyavailableformat.Morethan300,000

NEWISwereproducedthisyear.In2011,NCDDCintroducedaNEWISfortheHawaiianIslands.NEWIS sheets were also linked into hurricane webpages onNOAAWatch.gov. Specifi-cally,thesheetswerelinkedonHurricaneIrene’swebpagewhichwasreceivingover6 million hits per day atthepeak.

OCEAN DATA ACCESS: Provide access to NODCdata for a multitude of purposes

NODC Provides Access for Gulf of Mexico Data: NODC,incollaborationwithfederal,state,nongovernmentalorganizations,andacademicpartners,developedanonlinedataatlasfortheGulfofMexicowhichsimplifiesdiscoveryandaccesstomarinedata.Integratedintothiseffort,NODCconstructedandvalidatedfinespatialandtemporalGulfofMexicoregionalseasurfacetemperature(SST),dissolvedoxygen,andsalinityclimatologies.InsituoceanclimatologiesweredevelopedfromanalysisofscientificallyqualitycontrolledoceanographicdatafromavarietyofmeasuringinstrumentsaspartoftheWorldOceanDatabaseandWorldOceanAtlas.This“NextGeneration”atlastakesadvantageoftheimprovementsinonlinedatadiscoveryandaccess,moreadvanceddigitalgeographicinformationsystems(GIS)techniques/tools,andtheexponentialgrowthinGulfobservations/data.(Supports NOAA’s Science and Technology Enterprise)

NODC’s Ocean Heat Content data on the Climate.gov Dashboard Feature: Thiscriticalproductinformsthepubliconhowclimatechangeaffectstheocean.Aproductarticleisalsopostedformoreinformation,whichcanbefoundathttp://www.climatewatch.noaa.gov/(Supports NOAA Climate Adaptation and Mitigation Goal)

OCEAN DATA ARCHIVE: A comprehensive ocean data archive recognized by data providers and data users

NODC’socean data archive volume increased by 32%,bringingthetotalvolumeto115TB.(Supports NOAA’s Science and Technology Enterprise)

NODC’sAdvancedHighResolutionRepository(AVHRR)PathfinderVersion5.2Datawasthefirst Climate Data Record (CDR) submitted by a NOAA office to the NOAA CDR Program at the National Climatic Data Center (NCDC).This30yearseasurfacetemperaturedatasetincludedsubstantialupdatestothedataformat,content,andmetadata.(Supports NOAA Climate Adaptation and Mitigation Goal)

Observing Systems Team startedautomaticallyingestingtheNationalDataBuoyCenter(NDBC)mooredbuoyandC-MANstationdataintoNODC’sOceanArchiveSysteminthemore-modernnetworkCommonDataForm(NetCDF)format.(Supports NOAA’s Science and Technology Enterprise)

NCDDCdeveloped transforms and tutorials for transitioning between metadata standards,specificallybetweentheFederalGeographicDataCommittee(FGDC)andtheInternationalOrganizationforStandardiza-tion(ISO)metadatastandardsforgeospatialdata.ThispackagenotonlycontainstransformstoautomatethetranslationbetweenFGDCandISOmetadatastandardsbutalsoacomprehensivetrainingpackagethatcontainsacorecurriculum,lessonplans,presentationmodules,exercises,handouts,evaluations,andISOworkbooks.NCDDCtrainersJacquelineMizeandKathyMartinolicharethesoletrainersformetadataISOformatandde-velopedthetransformsfromFGDCtoISO.(Supports NOAA’s Science and Technology Enterprise)

NODCprovidedglobal high resolution temperature and salinity climatologiesthroughqualitycontrolofseasonaltemperatureandsalinityfieldstodeeperdepths.Seasonalestimatesofoceanheatcontentwereextend-edto2,000meters.(Supports NOAA’s Climate Adaptation and Mitigation Goal and Science and Technology Enterprise)

TheNOAAAdministrator,ShellExploration&Production,ConocoPhillips,andStatoilUSAE&PInc.signedaMemorandum of Agreement (MOA) to share scientific data in the Arctic.ThesedatawillbearchivedatNOAA’sNationalDataCenters,willincreaseourunderstandingoftheArctic,andprovide a baseline of eco-system conditions that may aid in emergency response.(Supports Goal for Resilient Coastal Communities and Economies)

NOAA INFORMATION: NOAA staff using the NOAA Central and Regional Libraries as sources for information and research support

TheNOAA Library has worked with the NOAA Research Council to develop a plan for consolidating purchasing across the NOAA Library system.AnAdHocCommitteeonLibrarieswasestablishedtofurtherevaluatethecurrentsituationandtorecommendaplanofaction.Thegoal of the Committee is to maintain and hopefully increase the current level of access to journals across NOAA.(Supports NOAA’s Engagement Enterprise)

NOAA has partnered with the National Technical Information Service (NTIS) to develop a DWH Institu-tional Repository (DWH-IR)tosupportonlinediscoveryanddisseminationofNOAA’sDWHdataandinfor-mationindigitalform.ThegoaloftheIRistoincreasepublictransparency,increaseefficiencyforansweringcustomerinquiries,andreducedirectcustomercontactforFreedomofInformationAct(FOIA)requests.(Sup-ports Goal for Resilient Coastal Communities and Economies)

NODC’sNationalCoastalDataDevelopmentCenter(NCDDC)providedNOAA Extreme Weather Informa-tion Sheet (NEWIS) to a reporter from The Weather Channel as he reported on Tropical Storm LeefromBaySt.Louis,MS.(Supports NOAA’s Healthy Coasts goal)

Aninternal NODC survey was conducted to measure employee satisfaction.Approximately77%ofem-ployeesfeltthattheworkthattheydogivesthemafeelingofpersonalaccomplishment.Likewise,72%ofem-ployeesfeltthattheirtalentswereusedwellintheworkplace.Therewere61outof64federalemployeeswhoparticipatedinthesurvey.(Supports NOAA’s Engagement Enterprise)
