The National Council on Disability

Affairs (NCDA) and the

Japan International Cooperation

Agency (JICA) envisioned the

technical cooperation project on the

Creation of a Non-Handicapping

Environment (NHE) in the RuralAreas in October 1, 2008.

A four year (2008-2012) project

implemented in two pioneering

municipalities - New Lucena,

Iloilo Province and Opol,

Misamis Oriental Province.

These two (2) pioneering LGUs

serves as the model to sharewith other LGUs their experiences in

adopting the NHE project.

NHE project in the two pioneering

municipalities and other relevant stakeholders

conducted series of activities to establish theproject following five components:

Capability Building

Profiling

Implementing Mechanism

Advocacy

Networking

and mainstream their issues at the community/

municipal level.

Last year, a terminal review study was

conducted to assess the projectsachievements and progress of

implementation and discussed with

relevant counterparts.

The project review yielded

results that have positiveimpact to the community

most especially to the

persons with disabilitiesalthough there are areas

of the project that need

improvement for

sustainability

With these positive results and

best practices of the

Non-Handicapping Environment

as a strategy to include the

sector with disability in the

community development

initiatives the National Council on DisabilityAffairs in partnership with the Department ofSocial Welfare and Development will replicateand expand its adoption by

other LGUs.

NHE promotes the rights of person withdisabilities as embodied in the UN Convention

on the Rights of Persons with Disabilities

Workshop General Objective:

To promote and advocate the NHE

as a strategy towards inclusion withthe PWDs as the center of the

community development initiatives

To orient the target Municipalities in

the rural areas in close collaborationwith NCDA and DSWD adopt NHE as

To empower theLocal GovernmentUnits with the appropriate skills

knowledge and attitude in creating a

Non-Handicapping Environment for

everyone and include the PWDs asmainstream of community.

The National Orientation will introduce the NHEconcept to stakeholders and intended

participants in order to have common

understanding to effectively and efficientlyimplement the project.

It will promote physical and social accessibility

in the rural areas of the Philippines based on

the experiences of the 2 pioneering LGUs:

New Lucena, Iloilo and Opol, Misamis Oriental.
