Methodology- Online Questionnaire- 60 Qualitative and Quantitative Questions- 77 NP‘s, 50 Respondents- Compilation of results- Discussion and review with UNISDR Working Group- Presentation of Draft Report during GPDRR 2013



Objectives• Decision makers and DRR stakeholders better able to

understand the drivers for the establishment of National Platforms.

• Key challenges facing National Platforms illuminated and presented collectively to DRR decision makers and stakeholders.

• The support needed to reach the objective of 168 credible and robust National Platforms by 2015, identified and articulated.



Findings and Recommendations

Institutional Issues1. Lack of inclusion of relevant stakeholders

Recommendations- More diverse membership- Participation of stakeholders from different sectors- Representatives from local, provincial and national level- Participation of high level political decision makers- Guidelines for civil society and private sector




Institutional Issues2. Lack of efficient mechanisms and processes

Recommendations- Regular meetings and reports- Development of DRR networks- Dedicated secretariat desks for each NP




Institutional Issues3. Unclear role and mandate, insufficient or lack of ToRs

Recommendations- NPs to be created by statutes - Guidelines for interactions with other stakeholder on different

levels- NPs need to consider all aspects of Disaster Management- NPs should facilitate the development of National Strategic

Recommendations- Legal instruments to be endorsed by high level Governmental

authority- NP‘s should be given the highest recognition at all levels

Recommendations- Raising the profile of the NP at high governmental levels- Political support by key government officials- Participation of the political level in the NP

Recommendations- A risk management law can establish processes in public and

private sectors.

Recommendations- More public awareness raising of DRR issues- NPs/ UNISDR to provide an overview of prevention measures




MainstreamingMainstreaming DRR into sustainable development policy/ planning remains a challenge.

Recommendations- Development of models on how DRR can be mainstreamed in

to Environment, Sustainable Development and Action Plans- Integration of DRR and MDGs- Integration of DRR into sectors of the economy




DRR and Climate ChangeLack of institutionalised bodies for DRR and CC

Recommendations- Integration of DRR and CC as part of the national DRR strategy- Collaboration of DRR and CC- NAPs to be used as an tool to integrate DRR and CC- Funding for demonstration projects




National Platforms and International Collaboration

Recommendations- National Platforms can both provide strategic guidelines for

UNISDR´s agenda at the local, country and regional levels- Support of UNISDR in the adaptation of international

instruments to local/national/regional conditions and realities




Way ForwardThe implementation of disaster risk reduction is a long-term open-ended process

Recommendations- Activities related to HFA2 be coordinated by NP/ HFA focal

points- Quantitative targets for NPs which allow NPs to become more

active- Promotion of new risk management activities- Consolidated links between DRR, CCA and SDGs and NPs act as

an forum for the links



Conclusion1. NPs are the representation of all relevant stakeholders and has legal

foundation with a clear role and mandate. Sufficient financial resources are available as well as the required expertise. Political will is the precondition.

2. NPs have knowledge and information sharing systems in place and developed a comprehensive communication strategy targeting all levels.

3. NPs need to make a difference, demonstrate impact and influencing national plans and strategies.

4. NPs is the focal point for DRR matters and creates a prevention culture. DRR need to be mainstreamed in other sectors.
