During his 34-year career with Victoria Police Sub-Inspector Edward Hall gained a reputation as a “strictly honourable man” who was extremely well regarded among his colleagues.

After performing duty at Warracknabeal on 24 March 1892, Sub-Insp Hall and Police Magistrate James McLuckie were travelling back to Horsham during the night when their police-issued, horse-drawn buggy flipped after hitting a stump.

Due to poor light, the pair had been unable to see the stump and the impact of the accident caused them both to be thrown from the buggy.

Mr McLuckie was not seriously injured in the accident however Sub-Insp Hall sustained serious injuries and had to be transported to hospital.

Seven days after the accident, Sub-Insp Hall died, aged 56, after developing bronchitis, congestion of the lungs and asthenia as a result of chest injuries he sustained in the accident.

Mounted Constable James Foley had a seven-year career with Victoria Police, having joined in 1887, and was described as “well-conducted” and “a promising young constable” by his supervisors.

Const Foley, aged 30, was travelling between Caulfield and Camberwell when he died after being thrown from his horse on 11 September 1894.

He had been tasked to travel to Camberwell to investigate the theft of some pigeons.

After he had completed his enquiries, he set out to return to his station in Caulfield when he decided to exercise his horse by jumping a two-rail fence.

When attempting to take the fence the fourth time, the horse’s front leg hit the top rail, causing it to flip and land on Const Foley, who had been thrown from the saddle.

A friend who had been accompanying Const Foley on his ride rushed to his side, but the constable had already become unresponsive and died almost immediately.

The senior constable in charge of Caulfield East Police Station at the time stated that Foley was an excellent horseman and deemed the Const Foley jumping the fence was “to prosecute his enquiries into the pigeon stealing case”.

It was also deemed that there was nothing in the police regulations against mounted constables jumping their horse, either for practice or in the discharge of their ordinary duties and Const Foley’s death was, therefore, determined to be in the line of duty.

First Constable George Willis died on 29 March 1949 after an eight-year battle with a respiratory illness he developed after an incident during a shift.

On 26 May 1941, First Constable George Willis was called to a disused mine shaft in Ballarat after eight-year-old Graeme Dowling had fallen down it.

Graeme had landed on a false bottom – a small ledge formed by some of the top sections of soil collapsing and getting caught on the sides of the shaft as it fell – about 14 meters from the surface.

He had miraculously avoided plummeting to the very bottom of the mine shaft, estimated to be about 92 meters deep.

First Const Willis arrived at the scene, along with two other police officers and a member of the local fire brigade, and quickly volunteered to go down the shaft to get the young boy.

Using rope tied to a nearby tree and a belt around Const Willis, the other officers lowered the constable down the mine shaft.

When Const Willis reached Graeme, who was unconscious, he knew he had to work quickly to get out before the small ledge collapsed.

Tying another rope around the boy, the two were then pulled out of the shaft.

Shortly after the incident, Const Willis started to become increasingly unwell, quickly losing his hair and becoming very aged in appearance.

His health continued to decline in the following years and on 29 March 1949 he died at the Victoria Police Hospital.

For his actions saving the young boy, Const Willis was awarded a Highly Commended Certificate from the Chief Commissioner at the time, as well as a Royal Humane Society bronze medal in 1942.

Constable Albert James Davey died after suffering a heart attack while on duty on 12 February 1963.

Const Davey and his partner had returned to Mentone Police Station in the late

afternoon after attending a job where a scuffle had broken out as they attempted to place an offender into the police car.

A short while after arriving back at the station, Const Davey started to experience chest pains and contacted a nearby station to organise someone to cover him so he could seek medical attention.

However, while on his way to seek medical attention, Const Davey stopped out the front of a house a couple of doors down from the station as his health had declined rapidly and he was having trouble breathing.

An occupant of the house ran back to the police station for assistance but by the time they arrived back at the house Davey had died aged 37.

A report into Davey’s death noted that he had an undiagnosed heart disease, however it was also noted that the exertion needed in the arrest earlier in the day could have accelerated the condition and bought on the heart attack.

Constable Davey’s funeral was held with full police honours at the Bathurst Memorial Chapel, Elsternwick, on 14 February 1963.

A vigil candle will be lit at the Police Memorial at Springvale Botanical Cemetery on National Police Remembrance Day.

The Blue Ribbon Foundation will place a tribute on each police grave to honour police officers for their service.

VICTORIA POLICE LEGACY

Victoria Police Legacy (VPL), having been established in February 1980 by police members, is a not-for-profit charity that supports:

• Members of the police family who have lost a partner who is a serving or retired Victoria Police officer, Protective Services Officer’s, or recruit in training

• Dependent children of serving or retired Victoria Police officers, Protective Services Officers who have lost a parent/s

• Serving or retired Victoria Police officers and Protective Services Officers who have lost partners

• Resigned Police officers and Protective Services Officers who fall into one of the above categories, if they have served more than 20 years with Victoria Police

• Victoria Police officers and Protective Services Officers who have lost a child through death who was aged 21 years or younger

• Parents of serving Victoria Police officers and Protective Services Officers where that officer was not in a relationship at the time of their death, and

• Victoria Police officers and Protective Services Officers, their partners and families, and police legatees experiencing grief and hardship caused by imminent or actual death or permanent (prolonged) disability.

Support is provided to police legatees through contact visits from our Field Officers, the facilitating of contact with relevant agencies and service providers, and advocacy on a range of issues. Remaining connected and engaged with other police legatees and the wider police family is encouraged through various social activities.

A range of financial support and educational grants are also provided to in excess of 1200 police legatees, which includes many children and young people in the police family.

These services and support would not be possible without the extremely generous financial support of the many thousands of Victoria Police officers and Protective Service Officers ranging from the newest recruit to the Chief Commissioner.

The Victoria Police Blue Ribbon Foundation was formed in 1988 to perpetuate the memory of Victoria Police employees who died in the line of duty.

This work is carried out in partnership with the wider community and aims to establish living memorials to honour fallen police employees, through hospitals and other community projects.

Our program of ‘remembering lives by saving others’ has already funded 63 new and improved emergency facilities across the state and we often purchase additional equipment for these units so they can maintain their high standards of patient care.

Throughout the year the public join us to honour all serving police officers and employees who work to ensure peace, safety and good order in our communities and especially on Blue Ribbon Day, when the community comes together in remembrance of those who paid a price beyond measure.

The symbolic blue ribbon, that now comes in various forms, remembers the heroic actions of the police officers who have given their lives in the line of duty, but also gives us a very visible opportunity to simply say ‘thank you’ on one special day each year to the Victoria Police officers who serve our community so very well.

POLICE VALOUR AWARD

The Victoria Police Valour Award is awarded to police employees for a particular incident that involves an act of exceptional bravery in extremely perilous circumstances.

ST MICHAEL MEDALLION

National Police Remembrance Day, 29 September, is also St Michael’s Day – the Patron Saint of law enforcement. Medallions are available for purchase in silver or gold through the Police Museum and the Blue Ribbon Foundation.
