National Programme for Control of Blindness (NPCB) was
100% centrally sponsored scheme, launched in the year 1976.
Now it is 75% Central & 25% State Govt. share since 2012-13.
GOAL – To reduce the prevalence of blindness from 1.4% to
0.3% by 2020.
Rapid survey on avoidable blindness conducted under NPCB
during 2006-07 showed reduction in the prevalence rate of
blindness from 1.1%(2001-02) to 1% (2006-07).
Prevalence of Blindness – 1% of the total population
Major causes of the blindess : Cataract – 62.60 %, Refractive
errors - 19.70% & Other Dis. 17.70 %
In 2013-14 Total performance - State
• Cataract Surgery -8,09,012 (108%) IOL – 99% ,
• Good performing Dist. in Govt. Sector – Gadchiroli, Osmanabad,
Gondia, Nanded, Beed, Aurangabad, Washim, Parbhani, Yewatmal,
Bhandara, Chandrapur, Amravati, Nandurbar
• Poor performing Dist. in Govt. Sector – Jalgaon, Ratnagiri,
A’nagar, Satara,Solapur, Kolhapur, Sangali, Nagpur, Nashik,
Raigad, Hingoli
• Best performing Surgeon in State- Dr. (mrs) Sonawane Amravati

• Equip/ Instru - Procurement at State Level under process. Furniture to be
purchase by District Level, permission given.
• Proposed Vision Centre 2014-15 (1.00 lakhs per VC) – 100 PHC (Names to be
proposed by CS / DPM)
• Place for vision centre at PHC (200 sq ft) to be inditified - responsibility of MO
PHC / DHO
Eldrely people Screening for presbyopic
New component – 2014-15
• Screening of eldrely people of the age of 45 years & above
• Presbyopic are eligible for free spectales on prescription of Govt. eye
specialist.
• Preference will be given to person below poverty line.
• The objectives of the scheme are to further extended eye care services to
the elderly people & to take care of elderly people in weaker section of
the societies.
• RC for presbyopic spects & School Childrens by DHS available.
• List of school children with spectacles prescription & presbyopic spects
no. to be sent to the DHS by 10th of every month.
• Spects to be distributed to the respective district on demand.

DD - Monthly review meeting of Civil Surgeon & Ophth. Surgeon - physical & Financial Progress
CS - Civil Surgeon is a appropriate authority for NGO Camp permission
Monthly review of physical & Financial Progress report of NPCB
Monthly Review of Ophth. Surgeon (minimum 700 Cat. Surg/per Surgeon) , Ophth. Officer (mainly refraction / spect distri.) & EDC (Eye Donation & other organs transplantion under HOTA). Individual performance.
Regular Review of Ophth. Medicine, Instrument / Equipment, OT & ward facility.
To keep all OTs in the District functional. DHO- Provision of place / room for vision centre at
PHC building.
