Dear Chairwoman Mikulski, Ranking Member Shelby, Chairman Pryor, and Ranking

Member Blunt:

We, the undersigned 1,222 rural organizations and advocates, write to express support for

federal rural housing and community development programs and our opposition to the

reductions proposed in the President’s Fiscal Year 2014 (FY14) Budget Request.

Since 2010, U.S. Department of Agriculture (USDA) rural housing and community

development programs have been cut by at least $750 million, including a nearly $400

million reduction to USDA Rural Housing programs. Now, the President’s FY14 Budget

Request proposes to cut rural development spending by an additional $200 million.

These proposed reductions are both unwise and unwarranted, and will only make it harder for

lower-income families, the elderly, and persons with disabilities to access decent, healthy,

and affordable housing.

If approved by Congress, the President’s budget would slash USDA’s homeownership loan

program – which provides low-cost mortgages to working rural families -- by 60 percent.

The Self-Help Housing program, which gives rural families the opportunity to build their

own homes, would be cut by 66 percent. And, the President’s budget proposes reducing

Rural Water/Wastewater grants by $100 million. These grants help small, remote, and poor

rural communities build clean, safe, and affordable water and sewer systems for residents.

These critical programs should be at the top of the USDA budget, not the bottom. As such,

we urge Congress to restore the reductions proposed in the President’s FY14 Budget

Request.


In addition, we also urge Congress to provide adequate rental housing funding to ensure that

all tenants currently receiving rural rental assistance are able to continue to stay in their

homes, and to maintain, restore, and expand rural America’s rental and farmworker housing

stock. Affordable housing and community development improve the lives of rural

Americans.
