Programme Management Services (PgMS)

PgMS is one of the largest and fastest growing centres of excellence in portfolio, programme and project management in Scotland. We provide specialist change services to the NHS and wider public sector. Right now our teams are supporting a range of exciting initiatives, such as establishing a new Public Health body in Scotland, transforming national services, such as radiology and laboratories and using Agile approaches to transform services.

PgMS supports individuals, teams, functions and organisations to successfully establish, evolve and deliver projects, programmes and portfolios. More specifically, we assist in ensuring strategic and service change initiatives are achieved.

Within PgMS, we employ a diverse range of people; each contributing their own unique experiences and skills to enhance the service we deliver and your experience with us will be both challenging and rewarding. We are looking for a mix of people to join the team, but specifically people who can bring enthusiasm, creativity, adaptability and composure to this often complex and complicated environment.

The Role We are looking for experienced Programme Managers to manage the delivery of programmes of work to NHS National Services Scotland (NSS) and its customers in support of Health and other Public Sector strategies in Scotland.

You will be delivering the strategic direction for NHSScotland and NSS by influencing stakeholders and leading the definition, development and implementation of major programmes.

As a senior member of PgMS, you will implement national strategies and modernisation initiatives and identify synergistic opportunities, to drive best value for NHSScotland. You will develop and deliver programmes of work that support the achievement of outcomes for NSS across Scotland. As overall lead for the programme, you will also need to develop, motivate and manage programme team members to ensure collective objectives are met.

Managing and delivering complex programmes, you will ensure that procedures and performance measures are in place and maintained to provide accurate performance metrics, ensure progress is reviewed and that adjustments are made to achieve the results as planned.

You will work with strategic programme stakeholders to successfully drive and manage substantial change programmes through the use of programme management frameworks to deliver outcomes and benefits to quality, time and budget.

PgMS provides services to the whole of Scotland, therefore whilst you will have a permanent base, there will be an occasional need to travel across Scotland.

The Person

Educated to degree level with a postgraduate qualification or equivalent relevant qualifications, you will have extensive professional experience of programme and project management with strong working knowledge and evidence of methodologies and techniques for planning, monitoring and controlling programmes.

To be successful in this role, you will be:

• An excellent influencer, able to engage with organisational leaders, specialists and other key stakeholders to achieve successful delivery • Able to recognise and adapt to the environment in which the programme operates and provide a flexible approach to ensure the customer’s requirements are fully understood and met• Experienced in leading and managing teams, specialists and support staff• Adept at using information for management purposes and in setting and monitoring targets and performance indicators• An excellent communicator, with strong and effective negotiation skills in complex and sensitive environments• A confident motivator and leader, able to lead and create a clear common purpose amongst members of the relevant boards, steering groups and members of the project teams• Able to operate with integrity, people who understand that everything we do is for our patients, customers, people and communities of Scotland.

In addition, candidates would preferably have previous experience in project management tools such as, Managing Successful Programmes (MSP), PRINCE2™ and AGILE™ would be a significant advantage. Similarly, knowledge of delivering quality improvement initiatives, such as the ability to map and analyse business processes would also be desirable.
