- World Conference on Population and Development held in Cairo in 1994,

Established by order No 01-052/PRM of 28 September 2001, the National Solidarity Fund is a Public Administrative Institution with a corporate status and a financial autonomy. It aims to serve as the tool for fulfilling national solidarity actions.

1-Attract voluntary contributions from citizens and companies in order to implement programmes and projects for the benefit of populations in difficult situations and which are backward in terms of development,

2- Contribute to the eradication of poverty

and to the promotion of man.

The main mission of FSN is to contribute to reducing inequalities and poverty through:

The funding of programmes and development actions and the fight against poverty for low income social categories, in villages, groups of villages, fractions, urban and rural centers which lack basic infrastructures;

Any initiative which promotes social development and poverty reduction through fund raising actions with development partners both public and private;

The strengthening of institutional capacities of groups, and grass-root communities involved in the fight against poverty;

Support to institutions intervening in the fight against poverty and exclusion.

· At the launching ceremony of the FSN, “ the problem

related to the access to drinking water “ served as the

basis for a fund raising effort which allowed to establish three tap stands for the benefit of populations of

Niamacoro, a popular neighbourhood of Bamako.

· During the month of October devoted to the month of solidarity for the fight against exclusion, the FSN organised the first televised program to raise funds to provide assistance to children with heart conditions.

The contributions received helped to establish a programme underwhich 15 children were sent to France and Morocco to receive care.

Following the crisis in the Ivory Coast, a voluntary repatriation by the Government of Mali of Malian citizens living in this country wassupported by a national fund raising drive under the leadership of the FSN. As of this day, close to 350, 000, 000 CFA (more than 500.000$) were collected.

Background

Poverty reduction: one of the major concerns for

the International Community.Integration of poverty reduction dimension as one of the major thrust in strategies and plans activities of all international organizations.

The adoption of resolution of the United Nations General Assembly for the “immediate” establishment of World National Solidarity Fund

The organization of a world event for this initiative must be devoted to the launching of the National Solidarity Fund’s activities

• Mali could host this important event in collaboration with Tunisia.

Within the frame of this support, our country is called upon to

play essentially the major role because of:

– Significant initiatives already undertaken in the frame of poverty reduction and exclusion.

– Sympathy capital at the disposal of our country linked to democratisation, with respect to human rights and good governance principles;

– The image of our President who commands respect and regard from the international community.

These achievements of democratic Mali give our country the best profile to host the official launching ceremony of the World Solidarity Fund.
