Transportation Safety Benchmarking

• Benchmarking on transportation recordable accidents (FMCSA criteria – 49 CFR 390.5):• (i) Fatality;• (ii) Bodily injury to a person who, as a result of the injury,

immediately receives medical treatment away from the scene of the accident; or

• (iii) Motor vehicles incurring disabling damage as a result of the accident, requiring the motor vehicle(s) to be transported away from the scene by a tow truck or other motor vehicle.

• Benchmarking with industry - American Chemistry Council (ACC).

• Average DOT recordable accident rate for partner carriers remains at about 0.5 accident per million miles driven • 0.18 average annual accidents per million miles driven for

Applicable DOE Orders and Manuals

•DOE O 460.1B, Packaging and Transportation Safety

•DOE O 460.2A, Departmental Materials Transportation and Packaging Management

•DOE M 460.2-1A, Radioactive Material Transportation Practices Manual

•DOE O 461.1A, Packaging and Transfer or Transportation of Materials of National Security Interest

•DOE M 461.1-1, Packaging and Transfer of Materials of National Security Interest Manual

10

DOE Packaging Certification Program

•More than 700 dockets (new designs and amendments) completed from FY86 to FY08

•Provide support to entire DOE complex

•Non-EM programs provide funding to EM-63 directly for support in obtaining CoCs

•RAMPAC Website• http://rampac.energy.gov

Page 11: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

11

DOE vs. NRC Certified Packages

•Shipper of Record decides which CoC to use

•Can use either DOE or NRC CoC in some cases

• NRC and EM-63 discuss to decide as to which certification is appropriate

•Examples of shipments requiring NRC CoCs • FRR shipments on land within US• DRR shipments (e.g., universities)• Source Recovery shipments by universities

or hospitals

12

DOE Certificates

•Authority from DOT Regulations Title 49 CFR Part 173.7(d)

•DOE must use equivalent packaging standards to those in 10 CFR Part 71 (NRC)

Page 13: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

13

NRC Certificates

•Packaging Standards specified in 10 CFR Part 71

•Users of NRC certificates must be registered as an NRC Licensee with an approved NRC QA program

•DOE can be registered user while contractors can be shipper

•DOE contractors must have QA program in place that meets NRC requirements

Page 14: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

14

Transportation Operations Support

•Package Management Council• Forum for identification, analysis, and resolution of

packaging issues• Integration of packaging activities to ensure

coordination and maintain compliance with procurement, quality assurance and regulatory requirements

•Transportation Management Council• Forum for identification, analysis and resolution of

traffic management, transportation operations and transportation safety issues to support shipping needs

• Promotes cooperation and communication, effective resource utilization, consistent application of requirements, and standardization of traffic management, transportation operations and motor carrier safety

Page 15: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

15

Operations Support

•Motor Carrier Evaluation Program• Assists DOE/NNSA sites and their

contractors in evaluating motor carriers used to transport DOE-owned goods and materials.

• Provides tools to sites in ensuring only highly qualified carriers are used to transport goods and materials for DOE

•Transportation Safety and Operations Compliance Assurance Program

• Promotes continuous improvement in transportation operations, safety and regulatory compliance

Page 16: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

16

Outreach Activities

•Partner with Transportation Community Awareness and Emergency Response (TransCAER) to assist in emergency planning and share lessons learned with communities.

•Conduct Commodity Flow Surveys (CFS) to provide information to states and communities on the types and amounts of hazardous materials being transported through communities along a designated route.

•Share CFS data with Local Emergency Planning Committees to ensure emergency response plans are adequate to address potential transportation incidents involving hazardous materials and to identify training needs.

Page 17: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

17

Transportation Emergency Preparedness Program

• Department-wide program• Provides planning, training, and technical

assistance to promote a coordinated response to transportation incidents involving radioactive material

• Serves as a link between emergency preparedness and transportation planning

• Supports states/communities in training and conducting tabletops, drills, or full scale exercises.

Page 18: National Spent Nuclear Fuel Program Meeting April 14, 2009 Stephen O’Connor, Director Office of Packaging and Transportation

State & Tribal Outreach

• Interact with state representatives through the four regional groups of the Council of State Governments (CSG):

• Western Governors’ Association• Southern States Energy Board• CSG - Midwest• CSG - Eastern Regional Conference

• Communicate with CSG as issues arise, and to address transportation issues related to DOE’s ongoing and planned shipment of radioactive materials.

• Keep tribal staff fully informed on transportation issues and assure that their views and perspectives are considered in transportation planning.
