National Summer Transportation Institute (NSTI)
Designed to introduce secondary school students to all modes of transportation, transportation careers and encourage them to pursue transportation-related courses of study at the college/university level.

Colleges and Universities (Host Sites) conduct programs focused on STEM skills via:
• Academic activities• Site visits to transportation facilities• Hands-on projects & student presentations• Presentations from industry professionals• Enhancement activities (Study Skills, Time
Management, Cultural Awareness)
National Summer Transportation Institute (NSTI)
Systematic educational endeavor designed to explore all aspects of the transportation industry and its role in our society. Curriculum introduces students to:
• The diverse modes of transportation• The integral role transportation plays in our everyday
lives• Transportation industry career opportunities
Federal Aviation Administration (FAA)Aviation Career Education (ACE) Academy Program
• A fun, interactive aviation camp geared towards middle-high school students interested in aviation and aerospace.
• Each camp is unique, campers use flight simulators, go on field trips to aviation sites, and in some locations - fly in an airplane!
• An exciting opportunity for campers to learn about planning a flight, aviation history, the physics of flight, and the design and maintenance of aircraft.
FHWA NSTI/FAA ACE Academy
Since 2013 FHWA and FAA have partnered to integrate NSTI and FAA’s Aviation Career Education (ACE) Program.
This unprecedented endeavor highlighted the “1 DOT” concept by enhancing our multi-modal approach from merely touring aviation facilities to students participating in comprehensive Aviation centered curriculum and activities.

• 2013, students from American Samoa to University of Vermont.• 2014, American Samoa to Merrimack College, MA.
Commonwealth of Northern Mariana Islands (CNMI) to University of W. Alabama.
• 2015, American Samoa to University of New Mexico, CNMI to Alcorn State, MS.
• 2016, American Samoa to Alcorn State, MS and National Flight Academy, Pensacola, FL. CNMI to Kentucky State.
• 2017, American Samoa to Virginia State, CNMI to Kentucky State and NFA.
Student Exchange Highlights
• The NSTI Student Exchange has been a tremendous success since its inception.
• FHWA has forged a great relationship with FAA and the ACE Program.
• Students from Samoa and the CNMI which are void of the infrastructure available at campuses in the continental United States have enhanced their STEM skills, and gained a greater understanding of Transportation related careers.
• Program participants at participating Host Sites have also benefited by increasing their cultural awareness.

To develop and implement innovative transportation education and workforce development programs at all levels of transportation.
• Funds are provided on a competitive basis to “institutions of higher education”
Federal $ Aid Program
Catalog of Federal Domestic Assistance (CFDA)• Awards are provided for in Cooperative Agreement on a
reimbursable basis with funds released to grantees based on invoices submitted and approved through the FHWA.
Criteria for Selecting Proposals• Selections through competition based on quality of
proposals and ability to develop and/or deliver innovative workforce development programs at all levels of transportation.
Federal $ Aid Program
23 USC 504(e), Section 504(e)States are allowed to apply funds from the National Highway Performance Program, Surface Transportation Program, Highway Safety Improvement Program, Congestion Mitigation and Air Quality Improvement to support surface transportation workforce development.
Statement of Work (SOW) • State’s Statement of Work may include multiple training and
supportive services concepts. • The SOW must demonstrate how the State DOT plans to provide a
career path for individuals in underrepresented/disadvantaged groups.
• The SOW should demonstrate the involvement and collaboration among construction and professional trade associations, contractors, educational institutions (trade schools, public schools, community colleges and universities).

OIPD OJT/SS Call for SOW’s (10/3/16)States are allowed to fund awareness and educational programs, but only as part of a more comprehensive OJT/SS program aligned with the above workforce development principles. The programs can complement a broader OJT/SS program but should not be the only component of the program.
Federal $ Aid Program
De-obligate & Re-obligate• The unexpended balance from the terminated OJT/SS project
would be used to fund training two apprentice programs, four NSTI Host Sites and 40 students attending the NFA.
Host Site Selection
Competition (2 CFR, §200.319)• Caltrans solicited the NSTI and NFA initiative proposals from over
300 accredited colleges, community colleges, and universities throughout California.
• Caltrans began planning in August 2017. Initial email to solicit for proposals on November 1, 2017.
• Solicitations contained a flyer with information about the NSTA and NFA initiative.
• Opportunity also posted the information about the initiative on their website.
• Outreach Events (Oakland, San Bernardino, Sacramento).

Cal State Los AngelesThe NSTI curriculum will provide a broad range of intermodal transportation experiences with focus on highway transportation, the environmental impacts of the transportation system, alternative fuel energy for transportation, safety and security.
The program will also offer NSTI students the Aviation Career Education (ACE) Academy Program, an interactive summer camp to expose students to aviation curriculum with an emphasis on science, math and technology. Students will participate in field trips to aviation sites, use flight simulators and fly an airplane.
San Jose State / Mineta Transportation Institute
The NSTI curriculum will be comprised of SJSU, three-unit college-level environmental education course with an emphasis on science and related transportation issues. The program includes field trips and guest speakers. SJSU will also offer the equivalent of one week of aviation-oriented instruction, short talks by experts, and a job skills component.
Overall, the program’s curriculum exposes students to key components of scientific inquiry, new frontiers in several major transportation-related topics of the day, and give participants the opportunity to see firsthand “behind the scenes” operations of major Bay Area transportation sites and agencies.
Cal Poly PomonaThe program theme for the CPP NSTI is; Modern Design Tools in Transportation Engineering, How to Prepare Los Angeles for the 2028 Olympic Games. The curriculum will include field trips, seminars, demonstrations, projects and hands-on activities. CPP will conduct assessments before, during and at the conclusion of the program.
Field trips include the Southern California Association of Governments, Caltrans District 7 Transportation Management Center, the Port of Long Beach, the Chino Airport, a rail yard, Caltrans District 8, and a highway construction site.
Cal State StanislausThe NSTI curriculum will concentrate on three modes of transportation (land, water, and air) and transportation safety. The curriculum will include activities to promote life skills and college and career readiness. The curriculum will include field trips and guest speakers. Field trips include the Port of Stockton, Amtrak in Modesto and High Speed Rail in Fresno. Students will also visit the towers and tour various aircraft at the Modesto Airport and the Castle Air Museum.
