OverviewWelcome to the Handbook of the National Training and Productivity Centre (NTPC), formerly known as the Training and Productivity Authority of Fiji (TPAF). Key functions of NTPC as mandated through the Fiji National University amended Decree 2010 are as follows: •Ensurethatthein-servicetrainingneedsoftheindustriesinFijiaremetatalltimes. •ManagetheApprenticeshipSysteminFiji. •PromoteProductivityandBusinessExcellenceprogrammesinindustryandactastheNational Productivity Organisation for Fiji on behalf of the Government. •Beresponsiblefortraininggrantswithinthebudgetaryprovisionsandfinancialpoliciesofthe University. •Carryoutsuchtradetestsasarenecessaryforfulfillingtheobjectiveoftrainingfornationaldevelopment. •Carryoutothersuchresponsibilitiesrelatingtoindustrytrainingneedsasaredelegatedtothe NationalCentrebytheFNUSenateortheViceChancellor.

In 2010, Cabinet endorsed the merger of TPAF with FNU. Henceforth, the former TPAF continued to function as the National Training and Productivity Centre (NTPC) of the FNU. After the merger, NTPC underwentarestructuretoensureefficiencyandimprovedresponsivenesstoindustryneeds.Thethreetraining divisions of NTPC are as follows: •DivisionofBusinessandInformationTechnology •DivisionofExecutiveManagementandHospitalityServices •DivisionofTechnicalTraining

Otherthanthesethreetrainingdivisions,theDepartmentofNationalTradeTestandtheDepartmentofNationalApprenticeshipfallundertheambitoftheDirectorate.

NTPC Courses & Credit AccreditationRationalebehindestablishingcreditpointsforNTPCprogrammes:

Creditpointsrefertothepointscommensuratewithclassroomcontacthoursandspecifiedself-directedlearning.Self-DirectedLearning (SDL) is learning thata studentundertakes through formal/structuredstudyonone’sown.Thiscouldbefromreadingprescribedmaterials,carryingoutprescribedhomeworkorassignments,or,predeterminedpracticalwork.Noneofthesewouldrequireaninstructortobepresent.Onecreditpointcomprises15hoursofsuchclassroomstudiesandspecifiedself-directedlearning.Eachprogrammeofstudywillspecifythetotalcreditpointsthatareneededforapersonwiththeminimumentryrequirementtosuccessfullycompletetheprogrammeattherequiredlevelofcompetency/achievements.The total credit points for a programmeof study shall normally be divided into number of coursesorunits,withclearspecificationofthetotalcreditpointsforeachunit.Ascreditpointsdependuponthetimenecessarytosuccessfullycompleteaunit,creditpointsmaydifferfordifferentunitswithinaprogramme.

Thefollowingappliestonon-creditcourses: •WheretheUniversityshallofferongoingcoursesaspartofindustrialoron-the-jobeducation andtraining,and/oradult/continuingeducation. •Wherecoursesbuildtowardsorattractcertificatesofattainment,theyshallbecredited,andthus regulatedthroughthepoliciesprescribedintheseregulations. •Wherecoursesdonotattractanycertificateofattainment,orwherecoursesareunrelatedtoanyaccreditation,certificatesofparticipationshallbeofferedtoparticipants. •Studentsenrolledforcertificatesofparticipationshallpaytherequiredfeesforthecourse,butshallnotgainanycredittowardsacertificateofattainment.

ItismypleasuretointroducethetrainingprogrammesoftheNationalTrainingandProductivityCentre(NTPC) of the Fiji National University. The NTPC, being the National Productivity Organisation of Fiji, is bestowedwiththetaskofprovidingtrainingtoorganisationssothattheybecomeefficient,productiveandcancompetebothlocallyandglobally. NTPC conducts short courses in a diverse range of areas through its three training divisions, namely: the DivisionofBusinessandInformationTechnology,theDivisionofExecutiveManagementandHospitalityServices and, theDivision ofTechnical Training.These courses range from IT,QualityManagement,Environment Management, Occupation Health and Safety, Business Excellence, and Accounting, toCustomerService,Hospitality,Tourism,Sales,Marketing,FashionDesigning,BusinessCommunications,Training of Trainers, Knowledge Management, Supervision, Management and Executive LeadershipDevelopment.IntheTechnicalTrainingareas,therangeisevenwidercoveringsome27tradesinTradeTest, Apprenticeship Training Scheme, Electrical, Electronics, Automotive, Construction, Plumbing,Joinery,toMarineandPortIndustryDevelopment.

All trainingprogrammesonofferhavebeencollaborativelydevelopedwithour industrypartnersand Iam grateful for the comments and feedback that we have received from all stakeholders. DEPARTMENT OF PRODUCTIVITY AND QUALITYOverviewThe Department of Productivity and Quality provides training and consulting services on strategies,techniquesandtoolsforproductivityandqualitymanagementinmanufacturingandserviceorganizations.Productivityandqualityareintegralcomponentsoforganizations’operationalstrategies.Productivityplaysanimportantroleatbothmacroandmicrolevels.Atmicro-level,firmsuseproductivityasaperformancemeasuretobenchmarkagainstbest-in-classcompaniestoidentifybestpractices.Qualitymanagementhasbecomeanimportantpartofmanagementcultureandallowsorganizationstocontinuallyimproveitsprocesses,productsandservices.

OverviewToday,ITSkillsareincreasinglyimportanttopeopleinallworksoflife.Ourgoalistoprovideaninnovative,customer-focused,androbustfoundationfortrainingininformationtechnology(IT)solutionsthatenabletheIndustriestopursueexcellenceinresearch,education,andpublicservice.

The Department of Information Technology (DIE) has developed and will continue to offer new andchallengingcourses in2016.TheDepartmentwith20staffand5Centresaround thecountryofferingintensiveandcustomizedcoursesbasedon industryneedsandwhichwillbeconductedovera1–5dayperiodor 3hoursperday sessions.Having shorter sessionsover longerdurationgivesboth theorganisationandindividualacompetitiveedgewithtrainingandproductivity.Inaddition,therearemorespecificcoursesdeveloped,targetingvariousareasofexpertise,rangingfromBasicOfficeApplicationstoAdvanced Technical Training.

The Department is an approved International Computer Driving License (ICDL) Centre to provideauthorizedtrainingandexaminationsleadingtowardsICDLCertification.TheICDLisagloballyrecognisedbenchmark forcomputer literacyand isusedbyemployersover theglobe for recognitionofcomputerliteracypersonnel.

InaffiliationwithWesternSydneyInstitute–TAFENewSouthWales,Australia,DepartmentoffersDiplomaof InformationTechnology (Networking),AdvancedDiploma in ITProjectManagement,andStatementofAttainment inWebDesign Specialist. It also offers the Certified Network Professional Specialist –Wireless,whichprovidestheskillsandknowledgeforanindividualtobecompetentinhighlevelnetwork,securityandservermanagementandengineering.Theparticipantswouldbeexpectedtotakeamajorroleinmanagingtheimplementationofcomputernetworks,rangingfromprocurement,throughhumanresources to communicationprocesses,qualityand riskmanagement, aswell asnetworkdesignandbuilding and network troubleshooting.

Overview TheDepartmentoffersTechnical,VocationalEducationandTraining(TVET)Streamprogrammesrelatingdirectlytothemechanicaltradesectorsforadiverserangeoffirmsintheprivatesector.Theprogrammesplayaverycrucialroleintheoverallefficiencyandproductivityofanyorganisationintheindustry.

Ourprogrammeshavebeen inexistencesincethe inceptionof thisUniversityandtheformerTraining&ProductivityAuthorityofFiji(TPAF).Inlinewithchangingengineeringtechnology,wehavealsobeenconstantlyreviewingourprogrammese.g.reviewoftheweldingprogrammebyanAustralianBusinessVolunteers consultant in 2009. We must note that we are leaders in NTPC in the development ofCompetency-BasedTrainingconceptsfortheTechnicalTrades,whichdirectly impingesonourtrainingrole in the industry.

Theprogrammescurrentlyofferedbyourdepartmentcomprisesofthefollowing:Welding&Fabrication,Refrigeration&AirConditioning,MechanicalEngineeringIndustrySkills,andAUTOCAD.In-builtintoNTPCtradeprogrammesisafocusedemphasisonpracticaltrainingandassessments,toensureparticipantsarewellversedwithindustrypracticalrequirements.

Tomeet thedynamicsof thecontemporary labourmarket, theDepartmentofferseveningclassesandshortcourses tosuit thosealready inemployment and fornewcomers to industry.Apart fromregularindustryconsultations,wealsohaveclosecontactwiththeIndustryStandardAdvisoryCouncil(ISAC).

Alltheprogrammesaretaughtbystaffwithappropriatetradequalificationaswellaswithrelevantindustrialexperience.Welookforwardtoservingtheneedsoftheindustrybyprovidingwellqualifiedandtrainedofficeadministrators.

OverviewTheDepartmentoffersTVETStreamprogrammesrelatingdirectlytotheconstructiontradesectorsforadiverserangeoffirmsintheprivatesector.Theprogrammesplayaverycrucialroleintheoverallefficiencyandproductivityofanyorganisationintheconstructionindustry.

OurprogrammeshavebeeninexistencesincetheinceptionofthisUniversityandtheformerTraining&ProductivityAuthorityofFiji(TPAF).Inlinewitheverchangingconstructiontechnologyandnewtechniquesin thedeliveryof tradeskillsprogrammes,NTPChasalsobeenconstantly reviewing itsprogrammes.This has led to theTechnicalTrainingDivision becoming the leaders inNTPC in the development ofCompetencyBasedTraining(CBT)conceptsfortheSkillsTradesectors.

TheprogrammescurrentlyofferedbyourDepartmentcomprisethefollowing:Carpentry&Building,CabinetMakingandJoinery,PlumbingandSheetmetal,WetTrade;TileLaying,BlocklayingandPlastering.In-builtintoNTPCtradeprogrammesisafocusedonpracticaltrainingandassessments,majorcomponentofCBTtraining.

Toaddressthedynamicsofthecontemporarylabourmarket,theDepartmentalsoofferseveningclassesand short courses to suit existingworkers andnewentrants into industry.Apart from regular industryconsultation,wealsohaveclosecontactwiththeConstructionIndustryCouncil(CIC)andtheFijiMasterBuildersAssociation(FMBA).

All NTPC developed programmes are taught by NTPC staff with appropriate trade qualifications andindustryexperience,whichproves highly relevant to industryparticipants forupskillingand reskillingcourses.

Course Introduction - Carpentry Modular Trade ProgrammeThisprogrammecoversbasiccarpentryandbuildingskillsandprocedurescarriedoutintheconstructionindustry.Upon successful completionof this programme, students shouldbeable to demonstrate theappropriatebasicskillswithintheconstructionindustryandcoupledwithrelevantworkexperience,alignthemselvestoaCarpenterGeneralClassIIINationalTradeTestqualifications.

DEPARTMENT OF MARINE AND PORTSOverviewThe Marine and Ports Industry Training Department has designed its training programmes with anemphasisonprovidingtrainingforindustrywhichincludescurrentworkersandthosewishingtoup-skilland attain higher qualifications and also to address the unemployed in securingwork in the industry.NTPC’sMarinetrainingprogrammesallincorporateMaritimeSafetyAuthorityofFiji(MSAF–previouslyFIMSA)requirementsandalsoitsadherencetoInternationalStandardsintheSTCWregulations.

ThePre-SeaCertificate training programme addresses the unemployedwith providing the necessaryknowledgerequiredbyallpersonswishingtocommenceacareeratsea.ThisprogrammefacilitatesthebasicNauticalandEngineeringknowledgecomponentsplusthe4SafetyShortCourseswhicharecompulsoryforallentrantsintothisindustry–PersonalSafetyandSocialResponsibility,SurvivalTechniques,BasicFirstAidandtheBasicFirePreventionandControlSafetycertificates.TheseprogrammeswilltargettheCentral,NorthernandWesterndivisionssoastoworkalongsideMSAFinensuringsafetyandtrainingstandards are maintained throughout the maritime industry in Fiji.

The scheduling of the Marine Safety Short Courses and Certificates of Competency training for theindustryisalsoprovingtobeamajortrainingmarketsectorfortheDepartment.ThishasbeenevidencedbythecontinuousenrolmentofparticipantsfromorganisationsintheWesterndivisionsuchasSouthSeaCruises,BlueLagoon,NeptuneShippingandalso thehotelierswhichalsodealwithwatersportsandferryingservices.ThemaindrawcardtheDepartmentbelievesithas,asopposedtoitscompetitors,isNTPC’smobilityandflexibilityindevelopingandconductingtrainingforout-of-Centretrainingforindustry,rural and maritime sectors.

Theapprenticeshiptrainingschemeiscombinationofon-job-trainingandformaloff-job-training,thishasproventobesuccessfullearningsystemovertheyearsinFijiandallaroundtheworld.Threecoreele-mentswhichunderpinskill throughapprenticeshippathways;employmentrelationship;qualityonandoff-jobtrainingandtransferabilityofskills.

ApprenticeshipDepartmentadministratesmorethan23tradesincertificateleveland7exchangestechni-cianlevel,whicharebeingtakenupbyvariousorganizationsandapprentice.

FromthefirstdiscipleenlistedinthemonthofJune1963bySPSM,(nowFSC),theSchemehasprepared8,412apprenticesindifferentexchanges,forexample,AutomotiveMechanic,ElectricalFitterMechanic,FittingandMachining,Electronicsandnumerousothers.FNU’sNationalApprenticeshipSchemetodayoffersanaggregateof21programmesintheTradefieldand7intheTechnicalarea.

We laudemployers for theirbackingandexertion inmaking theNationalApprenticeshipandTrainingSchemeadevelopingandeffectiveone,especiallywiththeauspiciousbackingfromtheGovernmentingivingtakinganinterestassociationa150%taxrebateonwagesandsalariespaidtotheapprentices.Thisisamammothanduncommonbudgetarymotivatingforcetowardsadvancingtheplan.TosupportMethodBemployerstohavesustainableskilledworkforce,NTPCprovidesemployerssubsidesonthetravelairfaresresidentialanddailygrantswhichapprenticesareattainingtheirtheoreticaltraining.

Tofurtherenlargetheabilitiesofourworkforceandgivemoreopendoors,specificallytoourchildhood,theFijiNationalUniversityin2014reinvigoratedtheapprenticeshippreparingproject,makingitmorerecep-tivetotheneedsofindustry,withthepointofoptimizingandempoweringstudentstofinishthenecessitiesofthesysteminthreetofouryearsratherthanthefourtofiveyearstakenbefore.Thiswon’tjustlessentheexpensesofpreparingapprentices/employeesformanagers,yetcritically,guaranteethatwehavemoreprominentquantitiesoftradespersonspreparedinthisshorterdurationoftime,similartothecasewithafewnationsabroadhavingthesameScheme.
