The terms and conditions applicable to this post are those of all NHS Employees.

1. Superannuation

You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employee’s contributions to the NHS Scheme amount to 5.2% to 14.7% of salary (depending on rate of Pensionable Pay) and the employers’ contribution equates to 13.5% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

2. JOB PURPOSE

To analyse, exploit and develop all available information sources to support the clinical and managerial decision-making process within Golden Jubilee Foundation.

To lead the development and maintenance of comprehensive information systems and to be responsible for co-ordinating responses for requests for relevant information from a range of sources, both internal and external to the NHS.

To lead in developing reporting tools, including dashboards, which will provide information to support clinical and managerial decision making.

To undertake significant project work to aligned to the implementation of eHealth systems which result in the delivery of deliver a fully comprehensive information service, to meet local needs and to support the strategic aims of the Golden Jubilee Foundation.

The GJF Board has approximately 1,800 staff that utilise eHealth systems and Information services.

The eHealth Structure comprises the following areas:

Information Technology – responsible for the delivery and development of the underpinning technical infrastructure on which all GJF applications and information systems run.

Information Management – responsible for the collection and analysis of information, information governance and delivery of knowledge management services

Programme/Project Management – responsible for implementation support for all clinical and non clinical systems

5. MAIN TASKS, DUTIES AND RESPONSIBILITIES

Information AnalysisProvide specialist advice to GJF staff and others on the appropriate use of health information, and where necessary assist them to define their information requirements, which may be highly complex in nature. The ‘client’ may be a group with a diverse range of requirements.

Provide analysis and interpretation in response to requests for information from clinical and non-clinical staff, communicating the conclusions in a way which is easily understood.

Assist with the development of tools for analysis and presentation of data such as dashboards & reports, and support the wider utilisation and adoption of these tools within GJF.

Improve overall data quality by developing exception reporting and working closely with Information colleagues, Medical Records and other staff within GJF , as well as external organisations such as ISD and the Scottish Government

System/Project ManagementManage and administer reporting databases to ensure that the requirements of users are met effectively.

Provide ongoing development and adaptation of systems for data capture, storage and dissemination (e.g. web based) used for complex analysis and for documenting standard operational procedures relating to data collection processes, ensuring procedures are accurate and up-to-date.

Test new releases and changes to eHealth systems to ensure that data outputs are reports are fit for purpose and meet the requirements of national and local reporting.

Assist with the configuration, support and maintenance of technical infrastructure for data warehousing. This will include the secure manipulation of data across multiple databases and/or technical platforms and the amendment and subsequent testing of systems to ensure continuing support of user requirements.

Technical ExpertiseEnsure compilation/collation, validation and submission of statistical returns to NHS National Services Scotland, the Scottish Government and other agencies.

The post holder requires using a PC, including Visual Display Unit, more or less continuously throughout their working day.

The post holder will use a variety of software packages to a detailed advanced level to collect, analyse and present a wide range of health data.

Helpdesk System

Ensuring data quality through the production of housekeeping reports and resolving data issues with other information staff, including medical records and identified staff in external organisations such as the NHS National Services Scotland or the Scottish Government.

Producing a wide range of analyses, that may be complex. This may be heavily focused around providing Statistical information.

Developing new or making alterations to current reports or dashboards.

Use the Helpdesk system in line with departmental protocol, to record information requests and for recording progress in resolving these.

7. DECISIONS AND JUDGEMENTS

The post holder reports to the Information Manager who will carry out formal review of performance.

They will use their own initiative to make decisions independently and take minimal guidance from the manager in relation to specific decisions and day to day workload

The post holder will be responsible for managing their own workload within broad guidelines, prioritising requests and ensuring timetables for collection, submission, analysis and dissemination of information for various reports are followed. They will have to re-prioritise their workload frequently as urgent ad-hoc requests for information arise.

The post holder would normally determine how best to carry out analyses and develop systems with only occasional reference to their line manager or colleagues. The post holder will be responsible for developing systems and procedures for the analysis of information, within their area of responsibility.

The post holder will take a lead role in the production of major GJF statistical/information documents by co-ordinating contributions from other staff and compiling the report.

Post-holder will require communicating with all levels of staff with GJF, including Senior Managers, Directors, and other Healthcare Professionals.

Communication with other NHS Bodies is also essential regarding National systems, submissions, guidelines and way of working within NHS Scotland.

Relationships with non-NHS staff will also be vital regarding future NHS developments

Any difficulties encountered:

Clients may have limited knowledge of information issues, so the post holder will need to liaise with the client to determine and develop a better understanding of their information needs, thus ensuring the most useful analysis is carried out and that results are presented in a suitable format.

The post holder will also have to ensure that the limitations of the data are fully explained, for example the accuracy and completeness of the data, any coding issues, and any restrictions regarding the disclosure of sensitive information in accordance with the Data Protection Act.

The creation of project and support documentation also requires a high level of concentration, where accuracy and attention to detail is vital. This to may be for prolonged periods of time, when intense periods of typing, copying and pasting may be involved
