ESCAP –Regional Arm of the United Nations

The regional development arm of the United

Nations for the Asia-Pacific region -1 of the 5

regional commissions of the United Nations

62 Governments – 58 within the region, i.e.,

from Turkey in the west to Kiribati in the east,

and from the Russian Federation in the north

to New Zealand in the south

The largest United Nations body/commission

serving the Asia-Pacific region (in terms of

population & land area) with 600 staff (about

200 P-staff)

Established in 1947 with its headquarters in

Bangkok, Thailand since 1949, ESCAP seeks

to overcome some of the region’s greatest

challenges.

Asia and the Pacific – economic development, resources

consumption, climate change

Rapid Economic Development (together with unplanned urbanization + rapid

industrialization);

At the cost of high resources & energy (esp. fossil fuel) consumption, high GHG

emissions, etc.); high water withdrawal; Less per capita water availability; and lack

of water sanitation;

The availability per capita water in the Asia-Pacific region - the second-lowest in

the world as a result of population size and misuse and overuse of the supply;

This has increased water pollution (due to release of industrial as well as

domestic/urban untreated wastewater); climate change/increased extreme weather

events; Resulting in unusual and increased floods and droughts……., as well as

uneven distribution of fresh water due to change in rainfall pattern;

Grow first, clean up later - unsustainable development path; Need to move from

current brown growth to green growth pattern/from current unsustainable path to a

sustainable path.

Green Growth: What and Why?

Brown Growth Unsustainable / Unforeseeable

Future

Green Growth

Sustainable / Foreseeable

Future

Depletion of resource

caused by climate

change / misuse and

overuse of the supply

Tackling resource

constraint: eco-efficient

resource management

Eco-efficient Infrastructure Eco-efficiency

The dominant paradigm of centralized

infrastructure development depended on

exploitation of natural resources.

unsustainable

A fundamental shift in the management

and use of resources is required.

Eco-efficiency

Eco-efficiency = economic efficiency + ecological efficiency

It means creating more goods and services with ever less use of

resources while creating less waste and pollution.

KECF project: Pilot implementation of the low carbon green growth roadmap for Asia and the Pacific”,

- Established in 1987, the Korea-ESCAP Cooperation Fund

(KECF) is an important instrument to enable ESCAP to

build national capacities in Asia and the Pacific.

- As one of the key activities in the KECF, the project

entitled “Pilot implementation of the low carbon green

growth roadmap for Asia and the Pacific” has been

proposed. (targeting: Mongolia, Nepal, Philippines and

ASEAN countries);

- Beneficiaries: National, regional as well as local policy makers from relevant ministries such as, environment, urban development, local government authorities

sustainable urban development with focus on water

infrastructure and water resource management in Nepal

particularly in and around Kathmandu Valley and draft

strategy paper;

ii. exchange knowledge and experiences; and

iii. share the achievements and lessons learnt from the

demonstration project (Sathya Sai Shiksha Sadan) with

policy makers and key stakeholders, and also discuss its

replication possibility; and
