THE CURRENT PUBLIC IMAGE OF HOMELAND SECURITY

Page 6: Native Power & Homeland Security
Page 7: Native Power & Homeland Security
Page 8: Native Power & Homeland Security

More and more Americans are starting to look at Homeland Security as not an organization who serves and protects them, but rather, a growing body of bullies forcing fear into their everyday lives.

Page 9: Native Power & Homeland Security

The greatest enemy which destroys empires do not come from different ethnic groups. The greatest enemy has, and will always be, the diseased mindsets which coerce good people and nations into destruction and tyranny.

Ancient Egypt The Fall of Troy The Fall of Rome The Dark Ages Nazi Germany The Berlin Wall

Page 10: Native Power & Homeland Security

10

But to understand why these empires have crumbled we first need to look at one fundamental law which governs all things living on Earth, a law of science known as gravity…

Page 11: Native Power & Homeland Security

It is scientific fact that the Earth has a force that keeps all life grounded to it, the force of gravity. And, because of this gravitational force, energy produced is cycled in and around the Earth as shown in the diagram on the left. (One example of this energy cycle is seen by way of weather patterns.)

11

Page 12: Native Power & Homeland Security

12

Humans also have this gravitational energy field that is cycled around the body. Then, when a group of humans form an organization the gravitational energy field

expands. Therefore each organization, state, country, and empire has their own gravitational field that is cycled around them.

Page 13: Native Power & Homeland Security

The two forces which ultimately determines the fate of any person or group, are the positive and negative forces.

Page 14: Native Power & Homeland Security

A collective negative thought pattern of any organization can grind it down, out of existence.

Page 15: Native Power & Homeland Security

But a positive collective thought pattern helps create success for any group or organization.

Page 16: Native Power & Homeland Security

When it comes to the Law of Gravity no entity on Earth can disobey the law.

The Law of Gravity is also known as:

Cosmic Law of Cause and Effect Law of Karma

The Golden Rule

“Treat others as you would have them treat you.”

Page 17: Native Power & Homeland Security

What does that have to do with Homeland Security?

Well, if Homeland Security generates the negative energy known as fear then that negative energy will come back onto Homeland Security.

This negative energy translates and is interpreted through various forms of communication.

Page 18: Native Power & Homeland Security

Another result when negative energy is produced…

BEHAVIOR MODIFICATION

Page 20: Native Power & Homeland Security

First, let’s take a look at a real life scenario…

Page 21: Native Power & Homeland Security

You see that dog pictured on the left? His name is Chico (Navy MWD Y076). He had severe aggression problems and would attack almost anyone who dared approach him. He was a very unhappy piece of equipment and had a terrible reputation at NSA Pearl Harbor, Hawaii (1999). He caused his previous handler (male) to trip and fall in which that handler’s wrist got damaged. But that male handler always had a hard time working with Chico. And then here comes Niccole, a new dog handler that had just arrived to the command. She was assigned to Chico and had only 30 days to bond with him so they could start patrolling as a police K9 team…

Page 22: Native Power & Homeland Security

Needless to say, Chico had a bad attitude when Niccole started working with him. She was faced with an animal full of negative energy. The worst thing for her to do was to force Chico into submission, dominating him out of fear. Luckily, Niccole loved dogs and was raised with dogs. So she was able to change the dog’s behavior through respect and positive energy. Chico eventually lightened up, was more controllable, was more disciplined, and he allowed Niccole to dominate him. The dramatic improvements in Chico’s behavior was recognized by everyone in the NSA Pearl Harbor Police Department as well as high ranking Washington officials who oversea the Navy MWD program.

The MWD team of Chico and Niccole took 1st place in Scouting during the annual Hawaii State Canine Competition in 1999. Participants included all branches of the Armed Forces stationed in

Hawaii, and civilian entities such as US Customs, Local Sheriff and Police K9 teams.

Page 23: Native Power & Homeland Security

What’s the point of the story? In order to have a good working relationship with the community, one has to be respectful and positive, giving rewards for good behavior. This generates a positive cycle which increases the effectiveness of combating all types of criminal behavior (terrorism included). It’s a win win situation.

Page 24: Native Power & Homeland Security

But…

Page 25: Native Power & Homeland Security

25

How are you?

Page 26: Native Power & Homeland Security
Page 27: Native Power & Homeland Security

Do the security forces view each American as a potential terrorist threat?

Do some Homeland Security personnel

seem to work the job and don’t really care

about the organization?

Are there others who really care about the mission of Homeland

Security?

Which aspect of Homeland Security is watched by the American people? Is it mostly positive or negative? If Homeland Security is producing more negative energy, which is also increased by the fears of the people, then

that energy will be cycled back onto Homeland Security. This negativity energy can influence people to view HS as more like an enemy of the people, a controlling monster with another agenda.

Page 28: Native Power & Homeland Security

A Case Study: The Blackwater Security Organization The Blackwater Security Organization is a great example of how the negative energy created by an organization, will eventually destroy that organization. The mindset of their personnel was greatly damaged by corrupt thinking patterns. Basically, they thought they were above the law and their behavior revealed this negative, corrupt way of thinking. Because of Blackwater's negative energy, the negative energy was cycled back onto them, destroying the credibility of that organization.

Page 29: Native Power & Homeland Security

“I hope Homeland Security does not turn into an organization like Blackwater.”

Niccole Rumans

Page 30: Native Power & Homeland Security

If Homeland Security wants more citizens to help, including community cooperation, revealing vital information regarding any criminal activities, then it

is recommended for HS to modify its public image through the ideals of the Native American Spirit.

And, if working with the people is part of the Homeland Security mission, then

perhaps it’s time to shift gears for a moment and pursue the idea of teamwork.

“We love Homeland Security!”

TEAMWORK

Page 31: Native Power & Homeland Security
Page 32: Native Power & Homeland Security

But, you can’t expect people to be the “whistleblowers” of criminal/terrorist activity if the government condemns whistleblowers…

AMERICAN NATIVE TEAMWORK

Page 34: Native Power & Homeland Security

This next section is an overview of an idea generated by Niccole Rumans in response to the growing fears of the American people, perpetrated by various media forms. This idea involves adding a new program to Homeland Security’s “Citizen Corps,” helping to create a better image for Homeland Security through this type of public engagement. This idea incorporates the Native American culture with the “Merit Badge System” of the Girl and Boy Scout Organization.

Page 35: Native Power & Homeland Security

HOMELAND SECURITY

Building a better relationship with the community.

AMERICAN TEAMWORK

Page 36: Native Power & Homeland Security

The mission of this program is to help instill a sense of pride and

empowerment within each American community (rural, urban, suburban), that each and every community is important within the scope of Homeland Security.

Also, to foster community involvement that will ensure the security, safety, and

well-being of all people living in the United States.

AMERICAN NATIVE TEAMWORK A BRANCH OF HOMELAND SECURITY’S CITIZEN CORPS

With this project comes a new outlook of the American people by governing agencies.

Instead of classifying people as one ethnic group or the other, classification would be based on WHERE a person lives, becoming

aligned with the political demographic areas.

In essence, everyone would be considered as living in a tribe with tribal leaders, elders,

scouts and warriors. This is also a very traditional way of looking at the people, a tradition that was once part of the ancient

continent of Britannia.

Page 37: Native Power & Homeland Security

Who is an American Native?

Anyone who was born on the American Continent (North or South) or was born in any of the US island territories, is basically

an American Native, a Neo-Native.

Don’t you think it’s time we stop secluding the Native Americans, separating them from the rest of the United States, and adapt to their

native way of life?

By having a brochure specially tailored to Native Americans, on the Homeland Security website , suggests that they are an outside entity, that

they are being secluded.

The United States is the home turf of the Native Americans and nobody else knows the energy of

the land better other than Native Americans.

AMERICAN NATIVE TEAMWORK A BRANCH OF HOMELAND SECURITY’S CITIZEN CORPS

Page 38: Native Power & Homeland Security

AMERICAN NATIVE TEAMWORK A BRANCH OF HOMELAND SECURITY’S CITIZEN CORPS

This program should include other fundamental life resource skills such as how to gain awareness in order to watch out for

criminals, how to protect children from predators and abductions, in addition to

the emergency response programs.

Another vital asset which should be included in this program are dogs. Canines

make excellent guard dogs and could be used to deter social predators from schools

by having citizens patrol the schools and communities with their dogs.

The Girl and Boy Scouts are great programs for children.

But there are no programs like that for adults, a program that rewards the citizens for their good deeds because they care about their community.

So in addition to this teamwork campaign, an adult Native Security Scout program would be

beneficial , fashioned after the children’s scout program with a merit badge system for adults.

Earning a merit badge maybe trivial to some

people, but others relish the chance to be positively recognized.

Page 39: Native Power & Homeland Security

When you create good energy for other people, then that good energy comes back to you, regardless of who you are or where you come from.

Law of Gravity Law of Cause and Effect

Law of Karma The Golden Rule.

Page 40: Native Power & Homeland Security

Something to Consider… Small town sheriffs actively engage with their community members on a regular basis. They create bonds with the local people, forming trusting relationships. This trust is reinforced whenever there seems to be a crisis. People call the sheriff because he is dependable. A sheriff's knowledge of his community proves to be a powerful tool whenever someone commits a crime. He almost always knows who it is, or whose kid is up to no good. But it seems the above scenario is not realistic for large suburban communities or urban areas. Sometimes when citizens call the police, the responding patrolmen are not friendly often engaging citizens into arguments or fights. With this type of response more and more people are losing their trust and faith in any type of security or police organization. So it seems that the enemy of the American people are those who create fear and terror in their everyday lives, here on the home front, wearing a badge on Kevlar body suits, carrying machine guns, and patrolling in armed vehicles as if they are about to engage in a battle with the very people who pay their paychecks.

IDEAS FROM A FORMER MILITARY WORKING DOG HANDLER

Page 42: Native Power & Homeland Security

Did you know?

Dogs have a better success rate at finding anything it is trained to find, such as drugs, termites, explosives, people, and certain diseases within the human body.

Page 43: Native Power & Homeland Security

Dogs have a very high success rate when compared to drones. Dogs are more affordable when it comes to maintenance. Dogs are more controllable and humane, meaning they will not kill or attack the wrong human (if properly trained). And this resource comes at basically no cost to the government, when procuring a new canine…

HOW?

Benefits of Increasing Homeland Security K9 Teams

The life of an animal is saved. Teamwork with another agency is good for public relations.

The cost to Homeland Security is minimal compared to drones. Dogs last longer and are easier to maintain then drones.

Dogs have a much higher success rate when searching for criminals/terrorists. Animals work for free, but they like balls and treats.

Military dogs are used to clear buildings and waste less manpower then SWAT teams.

The good energy created (because dogs are more human then drones) will be cycled back onto Homeland Security.

Page 50: Native Power & Homeland Security

Most people do not realize the value of creating good karma because they don’t actually “see” it, it’s not a tangible item because it alludes the five sense. But so do radio waves, oxygen, and other microbial elements not visible to the naked eye.

Page 51: Native Power & Homeland Security

However, people and organizations do benefit when they follow good life or business practices. They do get rewarded. How?
