An overarching theme has emerged from educational research:Learning improves
when studentsare interactively engaged with their peers, their instructors, and
the material being learned, and whenthey are integrating the newly learned
concepts with their previous ideas, whether learned in a formalclassroom or
in everyday life.

books and over 80 professional journals and symposia papers, with over 500 citations. He held an appointment of
Chair professor in IIT Madras during 2004-5.
During his tenure at Qualcomm he had a key role in the development of the 3G (CDMA) cellular standard. He then

Dr. Shapira had a long career with RAFAEL, where he created and led the Electromagnetics research lab.; was VP
operations of the guidance division, and head of the strategic defense directorate, and then the senior fellow of
RAFAEL.
Concurrent with his R&D activity he was adjunct professor at the Technion, taught graduate courses and was thesesadvisor.
He presided the Israeli National Committee for Radio Science for 18 years, then served as Vice president of the
International Union for radio ScienceURSI (a union of national academies for science) for 6 years, during which
period he led international research groups and a series of international science-policy conferences (COMMSPHERE).
In recent years he devotes most of his time to physics education. He conceived and pursues changes in the program
and methods, teachers education for deeper learning, and initiatives, including the Technion STEMlab.
B.Sc. and M.Sc. in Electrical Engineering from the Technion, Ph.D. in Electrophysics from the Polytechnic Institute of
NYU. Best paper award from IEEE AP-S in 1974, and then another best paper from IETE in 2012, and the Bergman
award by the president of Israel in 1980. He is a Life Fellow of the IEEE, and a member of forum 100 of Technionalumni.
