AIR ACTIVATION SCHEDULE EFFECTING NAVAL AVIATION PERSONNEL FY 1955 --

1. NAF Cubi Point i s phasing in. Some personnel a r e being shifted from NAS Sangley Point to man Cubi. NAF Cubi Point will not be commissioned in FY 1955. 2 . Air Force moving from NAF Iwakuni. Redesignated a s a NAS and responsibility for manning this new NAS will be Navy. 3 . Continental Air Defense Staff established. 4 . FASRON 201 established a t Malta.

5 . VX-6 (Antarctic Squadron) commissionecl. 6. One additional Carrier Air Group commissioned with personnel to be provided in FY 1956.

FY 1956 -- 1 . Three Air Early Warning (Barrier) squadrons VW-11, VW-13 and VW-15 commissioned. 2. AEW Staff commissioned. 3 . One ZW squadron (ZW-1) commissioned for AEW Barrier . 4 . NAF Cubi Point will be commissioned. 5 . Lages, Azores will be commissioned a s a NAF to support Continental Air Defense Barrier .

6 . NAS FORREST SHERMAN will be commissioned to support 100 hr. jet training program.

RESULTANT CHANGES IN MANNING REQUIREMENTS I. Manning one additional Carrier Air Group to full strength will increase the manning requirements of these forces by 174 officers and 990 enlisted. 2 . The additional of 3 Air Early Warning Barrier Squadrons and a staff will require 450 officers and 1931 enlisted. 3 . One additional ZW squadron will require 26 officers and 112 enlisted to attain 1/2 strength during FY 1956. 4. The commissioning of an Antarctic squadron will require 44 officers and 226 enlisted in FY 1955. 5. The manning level of PACFLT Carrier Air Groups and their maintenance support units had to be raised 5% during the last half of F Y 1955. This increased manning level will be maintained during FY 1956. Complexity of new equipment and a rapid turn around for carrier ai.r groups on deployments necessitated this increase. 6 . The input to Flight Training will be increased on 1 July 1955 to eventually produce 3300 pilots per year. This increased training load and the additional AEW training required in Technical Training will require an additional 508 officers and 2934 enlisted. 7. The new 1000 officer pilot training program will require 1500 code 1300 officer billets. About 1184 enlisted billets will be required in Technical Training for the AEW Training Program. 8. Continental Air Bases will be reduced 500 enlisted in FY 1955 and 200 officers and 1072 enlisted in FY 1956.

These new additions to the Fleet Air Line (1-06) have been partially compensated for by the granting of additional billets to the a i r activities. Reduction within the Air Lines has been necessary, particularly in the Continental Air Bases, to make up the deficiency between additional billets authorized the Air Lines and the requirements for new missions.

The manning level of a i r operating forces will remain approximately the same during FY 1956 a s end FY 1955. Additional personnel will be required, a s outlined above, for additional forces.

B. ADDITIONAL ACTIVITIES

Additionally, it is planned that the 28 Air Reserve activities will support Drill Pay Reserve Auxiliary Air Units (AAUs), Auxiliary Ground Units (AGUs), and Bureau of Aeronautics Reserve Trairdng Unit (BARTU) a t outlying facili t ies where la rge potentials of Reserve personnel1 reside. Fo r AAU operations, a i rc ra f t a r e flown to these locations, and flight training activities a r e provided a t scheduled dr i l l s . Where lack of accessibility to the parent station makes weekend dr i l l f e r ry ing of a i rc ra f t impracticable, parent activities concerned a r e providc?d with appropriate numbers of additional peirsonnel and a i rc ra f t in o rder to permit permanent flight operations at these fields. In such ca se s the outlying facili t ies include minimum working spaces leased from Municipal Airports, and a r e known as Naval Ai r Reserve Facili t ies (NAItF). Presently, the following two suc:h faci l i t ies a r e authorized:
