Purpose of the revised criteria is to align the standards and criteria with best practices in the early childhood profession. The current revisions reflect best practices in Standard 5 Health , which relate to Health and Safety in child care. Criterion 5.a.03 requires that a at least one staff member trained in pediatric first aid and CPR is always present when children are present. This means the staff member has been training in managing a blocked airway and providing rescue breathing for infants and children. This would include training for the FA and CPR refresher, please refer to CYP Update for March 19, 2012 Criterion 5.a.08 indicator a was removed to reflect best practice. In the past CDC programs were required to only have parents use disposable diapers. Currently the best practice reflects the use of cloth diapers. The diaper must have an inner lining that allows the containment of bodily waste and both the diaper and the outer lining are changed as a unit. Refer to CYP Updates dated in March 19, 2012. Criterion 5.a.09 indicator p refers to a recommendation from CFOC that adults and children rub hands vigorously for at least 20 seconds including backs of hands, wrist, between fingers, under and around jewelry; and under fingernails; rinsing well; drying hands with a paper towel, a single-use towel, or a dryer; and avoiding touching the faucet with just-washed hands (e.g., by using a paper towel to turn off water) I-T-P-K. Indicator T refers to the use of sanitizers. Alcohol-based sanitizer with 60% to 95% alcohol is an alternative to traditional hand-washing (for children over 24 months and adults) with soap and water when visible soiling is not. If these are used they should be kept out of reach of children. They can be purchased as a liquid or wipe. Should be placed in FA kits. Criterion 5.B.10. previously has read for programs to serve only formula and infant that comes in a factory sealed container. The revision indicates that it is acceptable for families to bring solid food prepared at home for use by their child, or the program may prepare solid infant food in the facility when the kitchen is governed by the regulations established by the local health department for such preparation (CFOC 4.6.01 and 4.3.1). Refer to CYP Update for 4/1/2013 and 6/2013 Dietary Modifications. Criterion 5.B.13 previously stated that cows milk not be served to infants younger than 12 months, and it only serves whole milk to children 12 months to 24 months. The revision currently indicates that it is acceptable to provide children between 12 and 24 months of age reduced-fat milk, especially if a child has helath concerns. In accordance with USDA Adult Food Programs Children between twelve and twenty-four months of age, who are not on human milk or prescribed formula, can be served whole pasteurized milk, or reduced fat (2%) pasteurized milk for those children who are at risk for hypercholesterolemia or obesity. Children two years of age and older should be served skim or 1% pasteurized milk. The child’s primary care provider may also recommend reduced fat (2%) milk for some children this age. Guidance for programs that are serving alternative milk for children Programs can use a different color label for each type of milk on the container or pitcher. As of 9/15/2011-CACFP State agencies have the discretion to identify appropriate substitutions that meet these requirements. We encourage CACFP State agencies to coordinate with the State agency operating the NSLP to ensure consistency in identifying appropriate locally available substitutions. Parents or guardians may now request in writing non-dairy milk substitutions, as described above, without providing a medical statement. As an example, if a parent has a child who follows a vegan diet, the parent can submit a written request to the child’s caretaker asking that soy milk be served in lieu of cow’s milk. The written request must identify the medical or other special dietary needs that restricts the diet of the child. Such substitutions are at the option and the expense of the facility. .

Programs that are needing a waiver must develop a POA&M detailing pursing or regaining accreditation with a timely manner. All request must be approved by the region prior to submitting to CNIC. Based on the NAEYC Timeline, programs must select the first viable option for candidacy and/or renewal.
