CAREER ROADMAP

Seaman Recruit to Master Chief Roadmap

The educational roadmap below will assist Sailors in the Navy Diver community through the process of pursuing professionaldevelopment and advanced education using various military and civilian resources e.g. PQS program; JST Joint ServiceTranscript; E-Learning; Navy College Network; etc. Successful leadership is the key to military readiness and will always requirea high degree of technical skill, professional knowledge, and intellectual development.

What is a Career Roadmap for Navy Diver?

Navy Diver roadmaps are just what the name implies - a roadmap through the Enlisted Learning and Development Continuumfrom Seaman Recruit through Master Chief. The principal focus is to standardize a program Navy wide by featuring the existingskills necessary to be successful in the Navy. The ultimate goal of a roadmap is to produce a functional and competent Sailor.

What is the Enlisted Learning and Development Continuum?

Enlisted Learning and Development Continuum is the formal title given to the curriculum and process building on the foundationof Sailorization beginning in our Delayed Entry Program through Recruit Training Command and throughout your entire career.The continuum combines skill training, professional education, well-rounded assignments, and voluntary education. As youprogress through your career, early-on skill training diminishes while professional military education gradually increases.Experience is the ever-present constant determining the rate at which a Sailor trades skill training for professional development.

Do Sailors have to follow the Roadmap?

Yes. The Navy Diver roadmap includes the four areas encompassed by the Continuum in Professional Military Education toinclude; Navy Professional Military Education (NPME), Joint Professional Military Education (JPME), Leadership and AdvancedEducation.

Some training and education is mandatory (Recruit Training, Navy Diver Preparatory course at Great Lakes, Illinois and Secondand First Class Diver School at Panama City, Florida, E-Learning, etc.). Some may be directed by your chain of command(Microsoft Excel and PowerPoint courses), and the remainder is voluntary (MNP, E-Learning, college courses, etc.). Sailors areadvised to seek out mentors, including your Command Master Chief, Senior Enlisted Advisor, Leading Chief Petty Officer,Leading Petty Officer and Command Career Counselor, and to make use of your Navy College Virtual Education Center (VEC)or OCONUS Education Office's vast resources. All are uniquely qualified to help you along the way.

Navy Diver (ND). NDs perform underwater salvage, recovery, repair, and maintenance on ships and submarines; search for and recover downed aircraft; conduct harbor clearance operations; provide assistance to military, federal, state, and local civilian law enforcement agencies in diving operations and procedures; maintain and repair diving equipment and systems; research and develop new diving techniques and procedures; conduct submarine rescue operations; maintain forms, records, correspondence, and files; and perform and supervise recompression chamber operations, hyperbaric treatment for diving and non-diving illnesses, open and closed-circuit Underwater Breathing Apparatus (UBA) diving, saturation diving, surface-supplied air and mixed-gas diving operations, demolition operations, and small arms proficiency. Notes: 1. The ND rating is comprised of three tiered NECs. Each NEC represents increasing levels of knowledge and responsibility. A or C school is required for attainment of each NEC. a. M2DV - Second Class Diver (Apprentice Skill set) b. M1DV - First Class Diver (Journeyman Skill set) c. MMDV - Master Diver (Master Skill set) 2. Diving Warfare Specialist (DWS) Qualification: a. NEC M2DV- IAW COMNECCINST 1414.3C, ND personnel with NEC M2DV will have 24 months to complete initial DWS qualification upon reporting to their first command after graduation of Second Class Dive School. b. NEC M1DV- IAW COMNECCINST 1414.3C, ND personnel with NEC M1DV must renew DWS qualifications within 18 months of reporting on board. c. NEC MMDV - IAW COMNECCINST 1414.3C, ND personnel with NEC MMDV are considered permanently DWS qualified. Considerations for advancement from E6 to E7

• Prospective E7 ND’s must be a First Class Diver NEC M1DV. • Prospective E7 ND’s (by order of precedence):

• Should have completed at least 12 months as a Leading Petty Officer with documented leadership in the LPO position.

• Should have a minimum of 3 years of diving experience in NEC M1DV. • Should have a minimum of 4 core and 3 advanced qualifications IAW Qualifications (pg. 5). At least

one advanced qualification must be a diving supervisor qualification. More advanced qualifications are considered career enhancing when having an impact on command mission.

• Must excel across the spectrum of diving commands member has been assigned to IAW ND Tours or Pillars. Should have a varied command background that meets career path guidelines for PCS assignments in UWSH, Expeditionary, and Training/Special Mission. Tours in varied geographic locations ARE considered career enhancing.

Considerations for advancement from E7 to E8

• Group 1: Must have NEC MMDV (Master Diver) to be eligible for advancement to E8. • Group 2: Master Divers (MMDV) not selected in Group 1 due to exhausted group 1 quotas have the highest

priority for selection in Group 2. • Prospective E8 ND’s (by order of precedence):

• Master Diver (NEC MMDV) Highest Priority for selection. • Diver First Class (NEC M1DV – Group 2 only) that have: • Should have completed at least 18 months as Leading Chief Petty Officer. • Should have a minimum of 6 years of diving experience in NEC M1DV. • Should have a minimum of 4 core and 4 advanced qualifications IAW Qualifications (pg. 5). At least

one advanced qualification must be a diving supervisor qualification. More advanced qualifications are considered career enhancing when having an impact on command mission. .

• Must excel across the spectrum of diving commands member has been assigned to IAW ND Tours or Pillars. Should have a varied command background that meets career path guidelines for PCS assignments in UWSH, Expeditionary, and Training/Special Mission. • Should make significant contributions to ND rating, NEC manning, and professional development. Ex: Selection board participation, MDV evaluator, Advancement Examination Readiness Review (AERR), Master Diver development, ND PQS review board participation, Technical Rating Review (TRR), etc.

ND Tours or Pillars: Note 1: Commands are not in any priority order. Note 2: The ND rate is a balanced rate with regards to sea/shore billets. Due to the arduous nature of the majority of the shore billets, sea and shore should not be the basis for priority selection. Note 3: The best, most fully qualified for advancement must excel across the spectrum of diving commands member has been assigned. As such, the best, most fully qualified should have completed a tour in each of the three pillars.

Navy Diver (ND), Reserve Component, trains and performs both as stand-alone reserve dive commands, and as surge and augment dive

commands alongside their AC counterparts. Performs underwater salvage, recovery, repair, and maintenance on ships and submarines; conducts

submarine rescue transfer-under pressure saturation decompression, search, recovery, and harbor clearance operations; Performs and supervises

recompression chamber operations, hyperbaric treatment for diving and non-diving illnesses, open- and closed-circuit Underwater Breathing

JOB DESCRIPTIONA First Class Diver supervises diving evolutions using Open Circuit SCUBA, Surface Supplied Air, Surface SuppliedHEO2, MK16 closed circuit UBA, MK25 closed circuit UBA and recompression chambers operation, diagnoses and treatdiving related injuries. Supervises the operation, tests, repairs, and maintenance of all USN underwater breathingapparatus (UBA), Diving Life Support Systems and diving support equipment. Supervises underwater inspections,harbor/port/ship security inspections, including ordnance searching, ship/submarine repair, salvage, expeditionary salvageand littoral combat, rescue, special warfare operations, underwater cutting and welding, demolition operations and smallboat operations. Operates and Supervises Swimmer Delivery Vehicle Dry-Deck Shelter systems, submarine Lock-in/Lock-out systems and submarine rescue chambers. Dives and performs underwater demolition for the purpose of open oceansalvage, ship husbandry, or underwater construction operations. Operates, maintains, and supports saturation/deep divesystems and equipment. Operational Risk Management (ORM) will be at the forefront all operations. Incorporating the ORMprocess in planning operations and training will reduce mishaps and associated costs resulting in more efficient use ofresources.

RECOMMENDED BILLET ASSIGNMENTSThis is the phase where First Class Divers start to prepare themselves for Senior Chief Petty Officer and Master Diver. Inorder to accommodate this professional development they need to select a duty station where they will learn new divingskills and techniques. NDC must show an ability to excel across the spectrum of diving commands, at a minimum, one fromeach of the following types of commands; a Fleet Maintenance Activity, Salvage command and a SPECWAR, EOD orUSMC command. They also must be qualified to the highest diving supervisor level at their present command, for anexample: MDSU-Mixed Gas Sup, SDV-DDS Dive Sup, UWSH- Unlimited Dive Sup etc. Must have a minimum of 10 yearsof diving experience and successfully served as a Leading Chief Officer for at least 12 months. Back to back shore duty,repeat duty at same command/platform type or more than one Instructor / Dunker Duty tour are NOT considered careerenhancing. If completed a tour at a training command, must have earned the qualification as a Master Training Specialist(MTS). MASTER DIVERS are the experts in all operational and emergency procedures involving Diving and salvage. Theypossess a thorough knowledge of mixing and analyzing gases, including computation of Diver gas requirements andconsumptions, salvage theory and methods, submarine rescue operations, towing, and underwater ship husbandry. Theymanage preventive and corrective maintenance on Diving equipment, support systems, salvage machinery, handlingsystems, and submarine rescue systems. They manage and administer certification and quality assurance programs onDiving systems and equipment to include RDT&E. They are responsible for all training and readiness assessments of theDiving force.

SELECTION BOARD CHECKLIST FOR CPO PROMOTION TO SCPO

Step 1 - Review your Official Record to see what documentation, qualifications, etc. may be missing or requiring anupdate. This should be accomplished every six months after promotion to Second Class. However, it is imperative thatthis is accomplished six months prior to a selection board. Check the following three major sections to verify your OfficialRecord:

a. BUPERS Online: BUPERS Online (https://www.bol.navy.mil) is your main tool to ensure your record is up to dateand helps you to be proactive in making the most of your promotion opportunity. You should review your:

1. Official Military Personnel File (OMPF): All active duty and reserve personnel having a BOL account, a CAC(with appropriate certificates) and a CAC-enabled computer can now view their OMPF online by selecting theOMPF option on the BOL main menu page. This is the preferred method of obtaining OMPF information toeliminate the unnecessary time-lags caused by waiting days or weeks to receive a requested CD ROM.

2. If Deployed: Click on "Request Record on CD" to order your Official Military Personnel File (OMPF). Thismust be accomplished four to six months before a board convenes, which will allow time for delivery andupdating of your record if required.

3. Check your Performance Summary Record (PSR) and Enlisted Summary Record (ESR) onhttps://www.bol.navy.mil, click on the "ODC, OSR, PSR, ESR" link.

b. Electronic Service Record (ESR) Self-Service ESR: This can be viewed at (https://nsips.nmci.navy.mil) or on theNavy Standard Integrated Personnel System (NSIPS) ESR server onboard ship.

c. Electronic Training Jacket (ETJ): Log in to My Navy Portal (MNP) and review your entire ETJ making sure thateach section is correct. If not, clicking on "Data Problems" at the bottom of each page which will guide you on howto make corrections or updates.

d. US Navy Awards website: Log in to (https://awards.navy.mil/) to review any awards you may qualify for but wereunaware of. Note that this website is only available from a CAC enabled, NMCI machine.

e. Physical Readiness Information Management System (PRIMS): To log in to PRIMS, first log in to BUPERSOnline at https://www.bol.navy.mil. Then look half way down the page for the PRIMS login athttps://www.bol.navy.mil/bam/.

f. EOSH: The Federal Agency Employee Occupational Safety and Health (EOSH) Toolkit is available athttps://www.osha.gov/dep/fap/eosh_toolkit.html. It provides a one-stop-shop website that includes "just in time"information about maintaining a safe and healthful workplace.

Step 2 - Submit appropriate missing documents to the selection board.

a. Selection board packages provide candidates the opportunity to submit any documents missing from the sectionsof their records which are viewed by the selection boards. MILPERSMAN 1070-080 specifies which documentsfrom the enlisted permanent personnel record are provided to the selection board for review. Any documents themember has verified as missing from those sections of their permanent personnel record may be submitted as aselection board package.

b. For submissions directly to the board and for those circumstances where the eligible candidate cannot get theirofficial record updated and confirmed prior to the selection board convening date:

1. All correspondence should be on plain white paper for readability; paper clipped (no staples, binders, folders,or tabs) and submitted under cover letter to the president of the board. Candidates must verify the correctsubject line and board number (see below) is on their cover letters to ensure their packages appear beforethe proper board.

2. Correspondence must include your Full name and SSN, must be affixed and legible on all documentssubmitted, and must be emailed encrypted to the address provided in the associated NAVADMIN orpostmarked not later than the date listed in the associated NAVADMIN addressed to:

Step 3 - After reviewing your service record - such as evaluations, awards, qualifications, etc. - start reviewing what youcan do to improve yourself, such as:

a. Request a Career Development Board (CDB) through your chain of command.

b. Take a good, hard look at the type of Collateral Duties you are assigned. Review your command collateral dutiesinstruction and talk with your COC and / or appear before the CDB. Take the tough command duties that providethe most involvement in the command as a whole and that have direct Sailor support.

c. Review your current level of education to see how far along you are in earning a college degree and pursue non-resident Navy courses to expand your level of knowledge. Complete the Navy e-Learning courses on MNP thatare recommended in this document. Check Navy COOL (https://www.cool.navy.mil/usn) for any related credentialsfor which you may be qualified.

The Navy College Program (NCP) provides opportunities to Sailors to earn college degrees by providing academic credit forNavy training, work experience, and off-duty education. The NCP mission is to enable Sailors to obtain a college degree whileon active duty. In support of the four R's - Recruiting, Readiness, Retention, and Respect - the NCP signifies Navy's commitmentto education by improving enlistment appeal; demonstrating Navy service and achieving a college degree are compatible;helping Sailors apply themselves to new situations and challenges and better preparing them for advancement; building upSailors' self-image; and producing higher quality Sailors.

Tuition Assistance (TA):

NAVADMIN 114/19 limit changes as of 1 October 2019: TA provides funds for eligible active-duty personnel to attend approvededucational institutions on an off-duty basis to earn a high school diploma, vocational/technical certificate, or college degree. TApays for tuition. TA will pay for the following amount per career: 120 semester hours, or 180-quarter hours or 1800 clock hours ora combination of semester, quarter and clock hours. TA will pay the following amounts per fiscal year: 12 semester hours, not toexceed $250/credit for semester hours or 18-quarter hours not-to-exceed $166.67/credit for quarter hours or, 180 clock hoursnot-to-exceed $16.67/clock hours or a combination of semester, quarter and clock hours.

Vocational Certificates

Vocational Certificates are available from most community colleges. Most of your military training can be counted toward theirdegree programs, but they will still require residency credits and approximately 40-75 credit hours. These certificates can be asvaluable as the apprenticeship program in the civilian work force.

College credits by Testing CLEP, DSST

Testing can replace the requirement to attend most of the college courses listed in the Occupational Roadmap. Base EducationCenters offer CLEP and DSST exams for active duty military at no cost. They also offer a comprehensive list of "credit-by-exam"tests. Additionally, many of the tests have study guides available. These tests are available at the base education center orthrough the base library system. For specific testing locations visit the DANTES website.

College Entrance Exams Testing ACT, SAT

The ACT and SAT are both standardized tests that help colleges evaluate candidates. Many colleges require that studentssubmit test results as part of the admission application process. Since Sailors are considered transfer students, these tests arenot generally required for admission. However, some Sailors must take the tests to enter specific military programs.
