ePS Program Description

The ePS solution will provide the Department of Navy (DON) with standardized, seamless, end-to-end contract management (i.e. sourcing) of services, supplies, and construction to the estimated 15,500 contracting personnel

(5,500 critical users) within the DON Heads of Contracting Agencies (HCA).

Key Required Capabilities: • Implement e2e Procure-to-Pay (P2P)

process, aligned with DoD Business Enterprise Architecture (BEA)

PD&E Process

After the demo, Offeror 1 will provide 2-days of

training to all of the PD&E participants

When training is completed, the PD&E participants will have 3 weeks to enter the

contract examples that they have been assigned.

• Factor 1 (Product Capability) will use a Product Demonstration and Evaluation (PD&E) process to evaluate the products

• After proposals have successfully passed the Gate criteria, PD&E will begin at the same time as the review of the written proposals

• 14 calendar days prior to the start of each Offeror’s PD&E process, the government will provide final use cases and data for pre-population

• The Offeror’s solution will be accessed via the web to the vendor’s instance of the software

• Government provided use case scenarios

• Demo of gap closure techniques

• Each HCA will provide sample contracts that demonstrate requirements that are deemed critical by the HCAs

• The Offeror shall provide user support via phone throughout this process so that users can receive immediate assistance if errors, issues, or questions arise with the product.

• The Offeror shall provide any training guides or materials to assist users through the PD&E process

The process will be repeated for each Offeror.

Offeror 1 will provide a 3-day demo to the PD&E participants.
