PRESIDENT MAGUFULI FIRMS ON ADHERENCE

TO NEW STATISTICAL LEGISLATION

President of the United Republic of Tanzania, H.E. Dr. John Pombe Magufuli addresses Dodoma residents and invited guests at the laying of the foundation stone for the construction of NBS new office building at Makulu, Dodoma Municipality on the 20th December, 2017.

The President of the United Republic of Tanzania, Dr. John Pombe Magufuli, has ordered the National Bureau of Statistics (NBS), in collaboration with security organs, to take legal action against individuals, institutions and organisations that disseminate false statistics.

He issued the order recently while delivering a speech when officiating the laying of the foundation stone for the construction of TAKWIMU HOUSE that will house NBS Offices located--

at Makulu in Dodoma Municipality.

President Magufuli said NBS was the only national institution entrusted by law to provide official statistics; hence “there should be no other individual or institution purporting to be the provider of official statistics”.

He warned that the government would not spare any individual or institution that would distort official statistics and urged relevant state organs to stay vigilant against such perpetrators.

According to Section 37 (5) of the Statistics Act of 2017, an agency or person who publishes or communicates distorted official statistical information, commits an offence and if convicted shall be liable to a fine of not less than Ten Millions Shillings or imprisonment for a jail term of not less than three years, or both.

country, which is very dangerous

to our national survival,” emphasized President Magufuli.

Dr. Magufuli advised media houses and social media outlets to use official statistical information provided by the government through Central Bank and the national statistics body for public interest and not otherwise. He further emphasized that official statistics is a strategic development issue which should not be loosely ‘tampered with’and pledged to Tanzanians “to desist themselves from acts of slandering official statistics”.

President Magufuli was specifically concerned with the emerging trend by some people who deliberately chose to distort official statistics including economic statistics released by NBS and the Central Bank that is the Bank of Tanzania (BoT).

In his speech, the Head of State also dwelt on the state of the economy, whereby he said the growth rate for the first half of the year was averaging 6.8 per cent, putting the country on top of other East African states. He expressed gratitude to--

development partners for supporting Tanzania’s ambition of having a strong national statistical system capable of producing quality and reliable statistics which was the main objective of the five-year Tanzania Statistical Master Plan (TSMP). “We are thankful to our partners led by the World Bank for supporting this project of statistical development in our country and we reconfirm our commitment to continue working with them for mutual benefits,” he said.

President Magufuli assured development partners that his government will always spend the money for the purposes for which it was given, in order to build confidence of partners and hence continue supporting the country. The construction of new office buildings for NBS and Office of Chief Government Statistician (OCGS) as well as the Statistical Act No.9 of 2015 are among successes of the implementation of TSMP project which started in 2011 and expected to wind up in June this year.

The TSMP project was jointly financed by World Bank, the Canadian government and United Kingdom’s Department for International Development (DFID).

The colourful event was also attended by Prime Minister Kassim Majaliwa, Speaker of the National Assembly, Mr Job Ndugai, ministers and senior government officials, development partners and Dodoma residents.

President John Pombe Magufuli has commended the National Bureau of Statistics (NBS) for its excellent work in providing the country with quality statistics. “Dr. Chuwa… you are doing a very good job… NBS statistics are dependable and respected, hence I assure you and your team at NBS that you have my unravel support as well as that of my entire government,” the President said. President Magufuli urged Tanzanians to respect and believe in their fellows who have excelled in their professions like those at NBS including its Chief Executive Officer, Dr. Albina Chuwa, who is well known and respected worldwide in the statistics circles. “Our development partners hold Dr. Chuwa in high esteem. She is doing excellent job in her profession that is why Tanzania features prominently among highly respected countries in the region and African continent in terms of producing quality statistics,” Dr. Magufuli observed. The President told hundreds of people who gathered to witness the event that he was confident with the management of NBS--

and its board under the chairmanship of Mr. Andrew Masawe that it would continue to produce good results and excel in strengthening development of statistics in the country. In his eloquent speech at the foundation stone-laying ceremony at Makulu in Dodoma Municipality, President Magufuli urged NBS staff to put more efforts and use their expertise in producing quality statistics as the nation depends on that important institution in--

reaching evidenced-based decision making. He also decried the growing trend of falsification of official statistics and warned that government would not hesitate to take lawful measures against all perpetrators.

President Magufuli called for strict implementation of the Statistics Act, 2015 as deterrence from giving misleading statistical information.

The Director General of the National Bureau of Statistics (NBS), Dr. Albina Chuwa, has reiterated that the national statistical body would continue to serve the government and other stakeholders by providing them with quality, relevant and reliable statistical data to be use in planning, monitoring and evaluating development programmes. Dr. Chuwa made the remarks recently in Dodoma when she was giving a statement in the--

occasion of laying the foundation stone for the construction of the new NBS building, which was officiated by President Dr. John Pombe Magufuli. “We, at NBS, are working tooth and nail to ensure we produce and provide our government and other stakeholders with quality official statistics that forms the basis for informed and evidence-based decision-making,” she said. The NBS boss added that every country needs to have its own--

system of statistical management, and hence, Tanzania has chosen to strengthen its national statistical system by undertaking an ambitious five-year programme to spearhead statistical development, namely, Tanzania Statistical Master Plan (TSMP) which was nearing its completion come June, this year. She revealed that implementation of TSMP had targeted four areas, namely, --

Institutional Development and Legal Reforms, Human Resource Development, Development of Statistical Infrastructure and Institutional Development and Legal Reforms.

Dr. Chuwa further explained that through the implementation of TSMP, Tanzania has been able to strengthen its statistical system both institutionally, legally as well as in the technical aspect where it now has more experienced and competent statisticians.

As a result, she added, Tanzania has become one of the few respected countries in--

Africa in producing quality official statistics both socio and economic including populations census, Growth Domestic Products (GDP), monthly Consumer Price Index (CPI), health, industrial and agricultural statistics.

“According to the 2017 World Bank Report, Tanzania ranks second, out of 54 African countries, after South Africa in producing quality official statistics,” she noted amid applauses from the audience.

Dr. Chuwa noted that the statistical body enjoys professional independence in

all its undertakings while--

executing its duties of collecting, processing, analysing and disseminating official statistics. She thanked the fifth phase government under President Dr. Magufuli for its firm commitment to strengthen statistical sector which has contributed to the selection of the national statistical body to co-chair the United Nations Statistical Commission (UNSC). “It is due to your commitment (Mr. President) and that of your government to bring about development in our country, a matter that is acknowledged worldwide, that we were given this honour to co-chair the commission,” NBS chief said.

On the office building which cost about TShs 11.6 billion, the NBS boss told the guest of honour that it was supposed to be completed by the end of January, 2018, hence pave the way for its institution to shift to the new capital.

President of Zanzibar, Dr. Ali Mohamed Shein, has said that there was a need to put in place a special succession plan which would assure the country with enough and competent statisticians. He said Tanzania has excelled in the area of statistics because of possessing competent and experienced experts in that field hence“to ensure the country continues to maintain its profile the need for--

special programme to groom more young people in the field should be among our priorities”. The Zanzibar President commended development partners led by World Bank for their continued support to Tanzania Statistical Master Plan (TSMP), which among its benefits was the construction of two new office buildings for National Bureaus of Statistics (NBS) and Office of Chief --

Government Statistician (OCGS). “It was a big and wise decision by our development partners to support this project which has witnessed tremendous development in statistical sector in the country,” he said in his speech to inaugurate OCGS building built at Mazizini on the outskirts of Zanzibar Town. Dr. Shein added that he was very proud to see TSMP project which he was involved from its very

President of the United Republic of Tanzania way back in 2006 and that it has been of such beneficial to the country. He expressed his appreciation on the way TSMP project was implemented by benefiting both sides of the Union and stressed that Union matters should be conducted to reflect the spirit and objectives of the unity between the partners. “You can see, we have here this new building and our counterparts have theirs in Dodoma as a result we are both happy and that is how we are supposed to cherish our Union,” he remarked. Dr. Shein noted that notwithstanding big achievements in the field of statistics in the country he sees little recognition of men in the field as opposed to other professions like medicine. “We always refer to medical doctors with postgraduate studies as specialised ones or we call them ‘madaktari bingwa’ but in this profession (statistics) even a PhD holder is not referred in that way,” he observed and urged for respect to people dealing with statistics.

He emphasized that it was in the interest of his government to see that not only every individual in the government is aware of the importance of statistics but also apply them in day to day execution of government business. The Zanzibar President reiterated his government resolves to ensure OCGS provides quality statistical information as per national and international standards for the benefit of Zanzibar and Tanzania as whole.

DR. KIJAJI URGED NBS AND OCGS TO BE ABIDE BY

PROFESSIONALISM IN THEIR DULY DUTIES

The inauguration of the new office building of the Zanzibar Chief Government Statistician (OCGS) and the other one for the National Bureau of Statistics (NBS) expected to be held in Dodoma next month puts Tanzania in the list of a very few African countries which have managed to build offices for their national statistics authorities. The deputy Minister for Finance and Planning, Dr. Ashatu Kijaji, said the construction of the office buildings demonstrated commitment of the Union government and that of the Revolutionary government of Zanzibar in creating good working environment for the two sister institutions. Speaking during the inauguration ceremony of the new OCGS building, which was officiated by President of Zanzibar and Chairman of the Revolutionary Council, Dr. Kijaji named other countries with such office buildings as Angola, Mozambique, South Africa and Uganda. “I would like to take this opportunity to urge NBS and--

OCGS to continue upholding their professionalism and hard-working attitude in order to timely deliver statistical information,” she said and called for constant sensitisation of statistics application in development planning from the national to grassroot levels. Dr. Kijaji informed the guest of honour and the invited guests that her ministry has already started negotiations with World Bank (WB) to support Second Statistical Master Plan to carry over the work of the current masterplan which is scheduled to end in June. She assured the guest of honour that her ministry will continue to work closely with NBS and OCGS to see to it that they are providing the country with quality data and statistical information because statistics form the eyes and ears of the fifth government, which was geared to achieve stated goals and objectives of National Development Vision 2025 and 2020 for Tanzania Mainland and Zanzibar respectively.

In her speech, the deputy minister thanked development partners particularly WB, Department for International Development (DfID) of the United Kingdom and government of Canada for supporting the implementation of TSMP. The Deputy Minister thanked President of Zanzibar for being in the forefront in supporting development of statistics in the country. “By the time we were introducing TSMP you were the Vice President and you pushed the government to accept this project and as you’d recall you kick started development of TSMP in 2006,” Dr. Kijaji reminded the guest of honour at the delight of guests who attended the event. “I would like to take this opportunity to urge NBS and OCGS to continue upholding their professionalism and hard-working attitude in order to timely deliver statistical information.”

DR. KHALID: “IT WAS A DREAM COME TRUE”

Zanzibar’s Minister for Finance and Planning, Dr. Khalid Mohamed Salum, has said it was a dream comes true for the Zanzibar statistics body to have its own state of the art office building. In his statement at the official opening of the new premises for Zanzibar Office of Chief Government Statistician (OCGS), Dr. Khalid said that with new office building authority’s staff have overcome the problem of lack of office space.

“The new building has not only provided the answer to a long overdue problem of lack of office space but has also assured you of security and created good working environment to OCGS staff,” Dr. Khalid explained. “I, therefore, challenge you to put more efforts and continue to produce quality data and statistical information as per laid down standards and procedures,” he emphasized.

The minister spoke of good working relations between his ministry and its counterpart at the Union and between the respective statistics bodies of the two sides and noted that as a result of such relations the United Republic of Tanzania has recorded big achievements in the field of statistics.

EVALUATION OF VISION 2020: ZANZIBAR

RESCHEDULES HBS FROM 2019/2020 TO 2018/2019

Zanzibar is planning to reschedule dates for holding its Household Basic Survey (HBS) from 2019/2020 to 2018/2019 in order to have statistics that will enable it to effectively evaluate the implementation of its Development Vision 2020. This was revealed by the chief government statistician, Mrs. Mayasa Mwinyi, in her remarks during the inauguration of new OCGS office building. Mrs. Mayasa informed the guest of honour, President of Zanzibar Dr. Ali Mohamed Shein, and guests that it was imperative for Zanzibar to undertake the survey in 2018/2019 because the survey’s results were crucial in evaluating the implementation of its development vision which ends 2020. “To be able to evaluate how far we have achieved our development targets set in our development vision, household basic survey data are among key yardsticks for evaluation,” she stressed. She therefore urged the government to set aside funds and pledge to development partners to support its institution in undertaking such task.

Chief government statistician noted that with great efforts and support from development partners, her institution has strengthened its capacity and as a result it was now able to produce monthly and quarterly statistical reports unlike before where it was mostly releasing yearly reports. Mrs. Mayasa mentioned such reports as monthly reports of tourists arrivals in Zanzibar, quarterly reports of GDP, trade and commerce, communications and transportation and industrial production.

She added that OCGS has now managed to undertake various surveys according to its research calendar and cited the recent surveys done as Household Basic Surveys (HBS) and Central Registrar Establishment (CRE). The four storeys building worth of Tanzania Shillings 7.9 billion and financed through a soft loan from the World Bank has 60 rooms that can accommodate 150 employees, a modern library, restaurant, a fifty-computer laboratory, store and two conference halls each with the capacity of 200 people.

WORLD BANK READY TO HELP TANZANIA TO BUILD

STATISTICAL INFRASTRUCTURE TO SUPPORT MIDDLE

INCOME ECONOMY STATUS

The World Bank Country Director Ms. Bella Bird giving her remarks during the ceremony to inaugurate the new office building of Zanzibar Chief Government Statistician (OCGS) in an event which took place at Mazizini, Zanzibar.

The World Bank (WB) will continue to partner with the government to build statistical infrastructure that will support the envisioned industrial economy. Speaking in Dodoma recently during the occasion to lay the foundation stone for the construction of a new NBS office building, WB Country Director Ms. Bella Bird said for Tanzania to become a middle income country, it needed a very strong national statistical system supported by competent and professional statisticians.

She noted that as the economy grows and becomes complex it leads to an increase of high frequency and high demand of statistics from both public and private stakeholders. “They (stakeholders) would like to know how business is going on… they would like to know the kind of jobs which are being created….if the labour force has the skill levels needed in the job market… services delivered are of the right quality and are to the right populations,” Ms. Bella explained.

Madame Bella Bird added that answers to those questions were very crucial as the government would understand if policies were successful and if they have brought the projected results that “help the government to know what kind of adjustments were needed along the route.”

She told President John Pombe Magufuli and guests that for Tanzania to prepare itself to become a middle income country; it has to focus on “Ensuring high quality statistical training in higher learning institutions to produce young and high quality statisticians.”

She also said that Tanzania

should continue to improve quality of economic statistics system to work to acquire high frequency reporting, improve central data systems, strengthening scientific data verification and ensure quality and scaling available technology to speed up data collection and processing. In her statement, Madame Bella said “World Bank is pleased to be part of this process of building strong statistical base which belongs to many achievements NBS has attained through the implementation of Tanzania--

Statistical Master Plan (TSMP)”.

She further said that successes made through the implementation of TSMP which was jointly supported by WB, the Canadian government and United Kingdom’s Department for International Development (DFID) demonstrated how crucial partnerships between government and development partners was in undertaking various development programmes.

The WB country director said

the Breton-Wood institution was not only a lender of money but also a knowledge bank which believes “in high value quality statistical information as basis for knowledge and evidence”. She noted that knowledge “will guide policies and programmes to achieve growth and eliminate poverty.”

She added that for the past ten years the bank has supported about 139 projects worldwide like TSMP and commended NBS for being among the best performers.

“They (stakeholders) would like to know how business is going on… they would like to know the kind of jobs which are being created….if the labour force has the skill levels needed in the job market… services delivered are of the right quality and are to the right populations,” Ms. Bella explained.

THE Government has reiterated its commitment to ensure availability and accessibility of data and statistics that can help in monitoring and evaluation of progress in national and international development programmes by collaborating with stakeholders. Such programmes include the Sustainable Development Goals (SDGs) and the National Five Year--

Development Plan. Speaking during the opening of a workshop on availability and accessibility of data and statistics on economic growth, employment and competitiveness for SDGs and national development plan, Eng. Happiness Mgalula, the Acting Executive Secretary of the Planning Commission, which is under the Ministry of Finance and Planning,--

, said the government was committed to implement the 2030 Global Agenda which has three dimensions--economic development, social inclusion and environmental sustainability. Towards achievement of SDGs, the government works with stakeholders to produce official statistics which can be used in evaluating and monitoring implementation.

Eng. Mgalula wa opening the two-day workshop for statistical stakeholders which was organised by the National Bureau of Statistics (NBS) and World Bank in order to discuss the findings obtained from the data gaps assessment exercise for monitoring the SDGs.

She said, “We are all aware that post 2015 development agenda is a successor to the Millenium Development Goals (MDGs) and it focuses on sustaining and improving on the performance achieved during the MDGs era as an opportunity in implementing the SDGs aimed at eradicating all forms of poverty, hunger, improve availability and accessibility of social services for all and improved infrastructure by 2030.”

Eng. Mgalula added that the country had made great efforts in SDGs domestication for increased awareness and partnerships with stakeholders on the 2030 agenda as well as discussing the availability of data and exiting gaps for monitoring the Five Year Development Plan II, African Agenda 2063 and EAC Vision 2050.

“We meet here today to discuss how to implement the agreed agenda for Sustainable Development Goals; I hope we--

will come up with better solution on how better we can achieve our targets of meeting those targets of SDGs and other programmes,” said Eng. Mgalula.

She said the participants were also to discuss how stakeholders can contribute to fill the data gaps that have been indentified including establishment or strengthening of multi-stakeholder partnerships.

Welcoming Eng. Mgalula, in his remarks, the Director of Statistical Operation from NBS, Mr Irenius Ruyobya, said the national statistical body will collaborate with all statistical stakeholders to make sure that all the the required data which were important in implementing SDGs and other national and international programmes were produced.

“Besides monitoring international development agendas, national agenda have to be monitored as well. For Example, the National Five Year Development Plan of 2016/17-2020/21 has around 282 indicators that must be monitored and reported on. We have done assessment of data requirement and we have come to te conclusion that, NBS or--

Planning Commission or Ministry of Finance and Planning cannot do it alone; and that is why we are here; to tress importance of coordination and partnership,” said Mr. Ruyobya. The Director of Statistical Operations said the Bureau has started with goals number 7, 8 and 9 on sustainable economic growth, full and productive employment and decent work for all including other related economic indicators with key players of the concerned sectors. Mr. Ruyobya said the series of workshops with stakeholders will be held in future to discuss other goals and that NBS is expected to host the next round of workshop with stakeholders of environment statistics and will continue to host workshops to discuss together with partners and other statistical stakeholders in fulfilling gaps which occurred while the progress of implementing SDGs and other programmes.

NBS NEW BUILDING TO BE COMPLETED BY FEBRUARY 2018

The ongoing construction of NBS headquarters in Dodoma. The building is expected to be ready in February, 2018.

The Five storeys structure that will house the National Bureau of Statistics (NBS) in Dodoma is now in the final stages of completion, according to project supervisor Yasin Mlingo.

Speaking during the laying of the foundation stone for building at Makulu in Dodoma on 20th December, 2017, the project supervisor said construction of the sstructure was scheduled for completion in February, 2018.

He detailed at the time that over 85 per cent of work had been done and that the TSh 12.7 billion structure provided employment to over 120 local residents of Dodoma.

The construction was facilitated through the Tanzania Statistical Master Plan (TSMP), and that the exexucition was closely monitored by NBS Management to ensure quality, timely completion and that logistics issues were all adhered to so as to--

DECEMBER INFLATION RATE DROPS TO 4.0 PERCENT

The headline inflation rate for December, 2017 has decreased to 4.0 percent from 4.4 percent recorded in November, 2017. Addressing reporters in Dar es Salaam when releasing the Consumer Price Index (CPI) for December, 2017, the Director of Population Census and Social Statistics of the National Bureau of Statistics (NBS), Mr. Ephraim Kwesigabo, said the speed of price change for commodities in December, 2017 has decreased compared to the speed of price change recorded in November, 2017.

“The CPI for December, 2017 has decreased to 4.0 percent--

compared to 4.4 percent recorded in November, 2017 while the inflation rate for food consumed at home and away from home has decreased to 6.7 percent in December, 2017 from 7.9 percent recorded in November, 2017,” said Mr. Kwesigabo.

He said the overall index has increased to 109.21 in December, 2017 from 108.94 recorded in November, 2017 while the 12 month index change for non-food products slightly decreased to 2.8 percent in December 2017 from 2.9 percent recorded in November, 2017.

Mr. Kwesigabo said food items that contributed to the increase of the overall index number included maize flour which increased by 1.3 percent, beans by 1.6 percent and round potatoes by 4.1 percent where as non-food items that contributed to such increase were boy's shirts which increased by 1.4 percent by, women’s trousers by 1.1 percent, kerosene by 0.4 percent, diesel by 2.0 percent and petrol by 1.9 percent. The inflation rate which excludes food and energy for December, 2017 has decreased to 1.3 percent from 1.4 percent recorded a month before. He said the annual average inflation rate (from January to December, 2017) has slightly increased to 5.3 percent in 2017 from 5.2 percent recorded in 2016 (from January to December, 2016). This increase was mainly attributed to the increase in prices for both food and non-food items.
