ASK THE EXPERTBy Edward Jones

ASK DIAMOND JIMAs we get older, the end of

another year takes on greatermeaning, in many ways, than it didwhen we were young. And if you’rea certain age, December 31 has avery specific meaning in terms ofyour finances, because it’s thedeadline for withdrawing moneyfrom some of your retirement plans. What should you know about thesewithdrawals? And how much controlover them do you have?

Here’s the picture, in a nut-shell: Once you turn 70, you gener-ally need to start taking withdrawals– the technical term is “requiredminimum distributions,” or RMDs –from your traditional IRA and your401(k) or similar plan, such as a403(b) plan (for employees of pubicschools, religious institutions andother tax-exempt organizations) or457(b) plan (for employees of stateand local governments and govern-mental agencies). After the firstyear in which you take these RMDs,you must take them by the end ofeach year thereafter.

If you don’t withdraw at leastthe minimum amount (calculatedbased on your age, account bal-ance and other factors) you face apenalty of 50% of what you shouldhave taken out – a potential loss ofthousands of dollars. So, here’spriority number one: Take yourRMDs before the end of the year. The financial services provider whoadministers your IRA or 401(k) canhelp you determine the amount youmust withdraw.

However, after that point, it’syour decision as to whether youwant to exceed the minimum. Ofcourse, you may need to take moreout to meet your living expenses. But if you have enough additionalincome from other sources – suchas Social Security and interest anddividend payments from invest-ments held outside your retirementaccounts – you may be able to stickwith the minimum withdrawals.

In1927, he set up an observatoryon the roof of a skyscraperlocated at 580 5th Avenue tomake measurements that wouldenable him to determine veryprecisely universal time.Bulova established its operationsin Woodside, New York, andFlushing, New York, where itmade innovations inwatchmaking, and developed anumber of watchmaking tools. Itshorological innovations includedthe Accutron watch, which useda resonating tuning forkas ameans of regulating the time-keeping function.Bulova became a renownedwatch company in 1923. Bulovaproduced the first advertisementbroadcast on radio in 1926,announcing the first beep ofhistory: ‘At the tone, it’s eighto’clock, Bulova Watch Time’, anannouncement heard by millionsof Americans. Hiscrossing earned him a BulovaWatch and a check for $1000,and it became an emblem for thebrand that created the model"Lone Eagle" in his likeness.Bulova claims to have been thefirst manufacturer to offer electricclocks beginning in 1931, but theWarren Telechron Companybegan selling electric clocks in1912, 19 years prior to Bulova. Inthe 1930s and 1940s, the brandwas a huge success with itsrectangular plated watches

What Should You KnowAbout Taking RMDs?

And this could prove to be bene-ficial, because you obviously wantyour retirement accounts to last aslong as possible, considering youmight spend two or even three de-cades as a retiree. Another reasonnot to take more than you need fromyour retirement accounts is thatthese withdrawals are typically tax-able – so the less you take out, thelower your tax bill.

You can also potentially loweryour tax burden arising from RMDsby being generous. If you take mon-ey from your IRA and donate it to aqualified charity (one that has re-ceived tax-exempt status from theIRS), you can exclude the withdrawalfrom your adjusted gross income andcount the donation against yourtaxable RMDs. Suppose, for exam-ple, your RMD for 2016 is $5,500. Ifyou take $5,000 from your IRA anddonate it to a qualified charity, yourtaxable RMD obligation will be re-duced to just $500. If you were totake another $500 from your IRA,you would satisfy your entire RMDfor the year. (Consult with your taxadvisor to make sure you’re followingthe rules governing these charitabledonations from your IRA.)

You worked many years to buildyour retirement accounts. So whenit’s time to tap into them, make theright moves – and do whatever ittakes to maximize the benefits youget from your required minimumdistributions.

whose case was strongly curvedto better fit the curve of the wrist.Bulova produced the world's firstofficial television commercial, onJuly 1, 1941, before a baseballgame between the BrooklynDodgersand Philadelphia Philliesover New York station WNBT(now WNBC). Theannouncement, for which thecompany paid anywhere from$4.00 to $9.00 (reports vary),displayed a WNBT test patternmodified to look like a clock withthe hands showing the time. TheBulova logo, with the phrase"Bulova Watch Time", wasshown in the lower right-handquadrant of the test pattern whilethe second hand swept aroundthe dial for one minute. At one time in the 1940s, Bulovamade a few examples of theircomplex four sided, five-dial perside "sports timer" game clockfor use in NHL pro ice hockeygames and for the nascent NBApro basketball league of thattime, used for indoor sportsarenas such as Boston Garden,Chicago Stadium and the DetroitOlympia through to the lastexample being taken out ofservice in Chicago in 1976, allreplaced by digital-display gametimepieces. The Joseph Bulova School ofWatchmaking was founded in1945 by Arde Bulova, Chairmanof the Board, initially to providetraining for disabled veteransafter the Second World War. Theschool later became a full-fledged rehabilitation facility, anadvocate for disabled peoplenationwide, and one of thefounders of wheelchair sports inAmerica. The school closed in1993.In 1967, Bulova bought theManufacture des montresUniversal Perret Frères SA atGeneva and sold it in December1977. The factory in Biel wasclosed in 1983.Bulova’s "Accutron" watches, first sold in October 1960, use a360 hertz tuning fork instead of abalance wheel as thetimekeeping element. Theinventor, Max Hetzel, was born inBasel, Switzerland, and joinedthe Bulova Watch Company ofBienne, Switzerland, in 1948.The tuning fork was powered bya one-transistor electronicoscillator circuit, so the Accutronqualifies as the first "electronicwatch". Instead of the tickingsound made by mechanicalwatches, the Accutron had afaint, high pitch hum which camefrom the vibrating tuning fork. Aforerunner of modern quartzwatches which also keep timewith a vibrating resonator, theAccutron was guaranteed to be

accurate to a minute per month,or 2 seconds per day, considerably better thanmechanical watches of the time.SpaceIn the 1960s, the company wasinvolved in a notable Space Agerivalry with Omega Watches tobe selected as the 'first watch onthe moon'. Ultimately, Bulovaeither did not or could not certifythe Accutron as dustproof. TheOmega SpeedmasterProfessional chronographwristwatch was designated byNASA for use by the astronautsin all manned space missions, becoming the first watch on themoon on the wrist of Buzz Aldrin. All instrument panel clocks andtime-keeping mechanisms in thespacecraft on those missionswere Bulova Accutrons withtuning fork movements, becauseat the time, NASA did not knowhow well a mechanicalmovement would work in lowgravity conditions. An Accutron214 movement was placed onthe moon in a communicationsrelay device by the first moonlanding mission. The U.S.government had used the 214 inmilitary satellites, and had evenprevailed on Bulova to delay thecommercial release of theAccutron to prevent the SovietUnion from obtaining thetechnology during the Cold War.A little known fact, Bulova hadbeen a contender for the NASAtrials to find the right watch to beworn by the astronauts. WhileOmega’s Speedmaster won theright to be the Official NASAwatch, Bulova’s Accutron timingdevices were used on 46 NASAmissions throughout the 1950sand ‘60’s. During the Apollo 11mission in 1969 – the first moonlanding – an Accutron timer was

placed in a communicationsrelay device and placed in theSea of Tranquility to help controlvital data transmissions. In 1971, a Bulova chronographwas carried on board Apollo 15 –the fourth mission to land menon the moon — by missioncommander David R. Scott. Ofthe dozen men that walked onthe moon, all wore standardOmega Speedmaster watchesthat had been officially issued byNASA. Those watches aredeemed to be governmentproperty. However, transcriptsfrom the Apollo 15 Lunar SurfaceJournal attest to the fact thatduring his second excursion tothe moon’s surface, the crystalon his Official Omega watch hadpopped off. So, during his thirdlunar walk, he used his backupBulova watch. The Bulova Chronograph Model#88510/01 that Scott wore on thelunar surface was expected tofetch more than $1 million, as itis the only privately owned watchto have walked the lunar surface. There are images of him wearingthis watch, when he saluted theAmerican flag on the moon, withthe Hadley Delta expanse in thebackground. That Apollo 15 thirdexcursion lasted 4 hours, 49minutes and 50 seconds. Thewatch shows “significant wearfrom exposure while on themoon, and from splashdown andrecovery.”The Bulova company brieflymanufactured a limited edition"Astronaut" model under itsAccutron line of watches. Theback of the watch case isautographed by Buzz Aldrin. Thetuning fork movement has beendiscontinued by Bulova, and thecurrent Astronaut model featuresautomatic ETA SA movement.
