INTRODUCTION
The purpose of this Umpire Manual is to outline the guidelines, policies, and responsibilities for an umpire participating in the NCAA Division II Baseball Championship.
This Umpire Manual should be used as a complement to the NCAA Baseball Rules and Interpretations Book and the NCAA Division II Baseball Pre-Championship Manual

DIVISION II UMPIRE COORDINATOR DUTIES AND RESPONSIBILITIES
The NCAA Division II Baseball Coordinator of Umpires furthers the ongoing commitment to improving the overall quality and consistency of umpiring throughout Division II baseball. The program helps promote better communication between umpires, conferences, coaches and the NCAA, and helps provided consistency in the interpretation of the NCAA baseball rules and umpire mechanics.
Duties, Responsibilities and Requirements:
1. Assist with coordination of regional officiating clinics for college baseball umpires, serving as the clinician as needed.
2. In conjunction with the NCAA secretary-rules editor and Division I national coordinator, assist with producing an instructional video outlining the new rules and points of emphasis.
3. Develop and coordinate a regional evaluators program, maintaining continuous contact with each regional evaluator for in-season evaluation of officials.
4. Host monthly conference calls among conference supervisors of officials during the season.
5. Develop a program to evaluate regular-season umpires, enhance and maintain the NCAA officiating Web site, and; produce in-season officiating video bulletins.

6. With the regional evaluators, develop recommendations to the Division II Baseball Committee for the selection and assignment of umpires for the Division II Baseball Championship.
7. Maintain a heightened degree of diligence and awareness regarding any semblance of gambling influence, by or among officials, whether real or perceived, at all times.
8. Conduct teleconferences with umpires selected to work the NCAA championship.
9. Conduct presentations for the ABCA membership on various umpiring matters.
10. During the Division II championship, participate in pre-tournament meetings with umpires and coaches; make umpire assignment recommendations to the baseball committee, and; evaluate the on-field performance of all umpires.
11. Prepare annual budget for umpire improvement program.
12. Assist the Division I and III national coordinators of baseball umpires.
13. Cannot be an active NCAA coach, DII baseball official, or conference coordinator/assignor.
14. Perform other duties as assigned by NCAA staff and/or the DII Baseball Championships Committee.

UMPIRE RECOMMENDATION PROCEDURES AND CRITERIA FOR ASSIGNMENT
The national coordinator will work with conference assignors to collect recommendations for post-season assignments. Each conference coordinator must nominate a minimum of eight umpires. Conference assignors, regional evaluators and the national coordinator will utilize the evaluation forms and scale outlined on page 30 as a tool to evaluate the skill of each umpire in order to make recommendations.
The national coordinator will compile and review this list of recommendations to ensure that all of the umpires meet the criteria for assignment listed below. Once this evaluation is complete, the national coordinator will provide recommendations for the eight regionals and the championships to the NCAA Division II Baseball Committee for review and approval.
Criteria for Post-Season Assignment
1. Umpire must be recommended by a conference.
2. Umpire a minimum of 25 NCAA games, with a minimum of eight games at the Division
II level.
3. A minimum of five years of collegiate experience, or three years of professional
experience.
4. Attendance at a regional umpire clinic within the past two years. (Preferred every
year)
5. Receive a score of at least 85% on the current year umpire exam.
6. The umpire’s ranking on the list provided by the conference s/he was recommended.
7. Where the umpire is ranked on other conference recommendations (if applicable).
8. Selection to work a conference tournament in the current year.
9. Previous post-season experience.
10. In-season evaluations by the national coordinator, regional evaluators and/or
conference assignors.

The national coordinator, using the above criteria and feedback/evaluations from conference coordinators and regional evaluators, will select eight umpires from the list of recommended umpires to work the national championship. The following additional criteria will be taken in to consideration.
1. Past Division II championship experience.
2. Division II conference tournament experience.
3. Number of games umpired in the recommending conference.
4. Conduct/professionalism, on and off the field.
5. Division I conference experience.
6. Division I post-season experience.
7. Division III post-season experience.
8. NJCAA or NAIA championship experience.
9. Quality of schedule.

DIVISION II REGIONAL TOURNAMENT INFORMATION
Assignments/Rotations
All post-season assignments will be made using the criteria outlined, and awarded using ArbiterSports. Each umpire must be registered with Arbiter in order to be assigned, and receive payment, to work the post-season. All regional umpires, and the designated crew chief will be notified of their assignment by the national coordinator, and an invitation to accept the assignment sent to the umpire’s arbiter account.
Once notified of his site and crew, the crew chief should first contact his assistant and start the process of notifying the other members of the crew. He should then contact the tournament manager and NCAA game representative to confirm the pre-tournament meeting time and site. If all members of the crew have not been contacted, and response received, by the Monday prior to the start of competition, the crew chief should contact the national coordinator. The crew chief should confirm the hotel arrangements, and provide the national coordinator with his cell phone number, as well as the cell phone number of the assistant crew chief.
Umpire rotation assignments at each regional will be made by the crew chief, in consultation with the national coordinator. Assignments will be announced at a pre-tournament umpire crew meeting. Either the crew chief or assistant crew chief must be on the field for every game. Umpires are not guaranteed a specific number of games. An alternate umpire must be in the stadium at all times. The rotation for each regional will be as follows: HP / Off (Alt) / Third Base / Second Base / First Base / Off.
Umpire Fee
Each umpire will be paid a flat fee of $850 for working a regional tournament. A per diem of $45 will also be paid for each day, starting with the day of arrival at the regional site, and ending with the day of departure. All game fees, per diem and baggage fees (if applicable for flyers) will be paid via ArbiterSports.

Travel
All umpires must arrive in the host city the day before the start of the regional tournament. The crew chief and assistant crew chief must arrive in the host city in time for the pre-tournament administrative meeting that is arranged by the host institution and NCAA site representative.
The NCAA has approval to fly six umpires for regional competition via the NCAA travel provider, Short’s Travel. The national coordinator will work the NCAA championship manager to determine who will be given approval to fly, based on geographic location. If chosen as one of the six approved flights, arrangements MUST be made via Short’s Travel in order to be fully paid for by the NCAA. Approved umpires will be contacted by the NCAA with contact information for Short’s Travel so arrangements can be made as soon as possible. The NCAA will reimburse these umpires for baggage fees, up to two (2) bags. Baggage fees will be added to ArbiterSports to be paid along with the umpire fee that is provided.
Umpires that are within 500 miles of their regional site will not be approved to fly and will be reimbursed mileage of 57 cents per mile to and from the regional site, with a maximum allowable amount 1,000 miles round trip ($570).
Those umpires who were not approved to fly through Short’s Travel, and are above the 500 mile threshold, will need to drive and will be reimbursed the maximum allowable amount per NCAA policy, as stated above ($570). These umpires may also choose to make their own flight arrangements, and will be reimbursed up to the 1,000 mile round trip threshold, or the cost of the flight (whichever is cheaper). Umpires that are in this situation must submit travel receipts to the NCAA prior to their regional crew being paid.
Umpire crews at each respective site should coordinate local transportation and/or airport pick up amongst themselves. Rental cars will not be reserved for regional competition by the NCAA.
Hotel Accommodations
Once assignments are made and sites are selected, the host institution tournament director will contact the crew chief to make sure proper arrangements are made for hotel accommodations. Hotel costs will be paid for directly by the host institution. Umpires are responsible for any incident room charges.

Pre-Tournament Administrative Meeting
The NCAA site representative and host institution will arrange a meeting for the day before competition for coaches and administrators of participating institutions to cover NCAA policies and tournament management information. The crew chief and assistant crew chief are required to attend this meeting, and will be contacted by the host tournament director and/or the NCAA site representative with the time and location of the meeting.
Umpire Crew Meeting
Before the tournament, the crew chief and assistant crew chief shall conduct a meeting with the entire crew to announce the rotation for the tournament, as well as review proper mechanics and on/off-field behavior. It is preferred that the meeting be held the morning of the first game, and include a walk-through of the field to cover all ground rules. The NCAA site representative, as well as the tournament director should be present for the walk-through.
Uniform and equipment
Each umpire is responsible for his own equipment and uniform. Uniforms shall be worn only in the dressing room and on the field. Umpires may not sit in the stands or enter public areas of the stadium while in uniform.
The plate umpire may dress in the uniform of his choice. However, if all umpires are wearing shirts they must all be the same color. It is not acceptable to wear a short sleeve shirt on the plate with a long sleeve shirt underneath. No visible jewelry (excluding wedding bands and medical alert bracelets) or watches of any kind are to be worn on the field during any NCAA tournament game. It is acceptable for umpires to wear athletic style sunglasses on the field if the conditions warrant.
The NCAA will provide a sized hat to each regional umpire. The national coordinator will request a hat sizes once assignments are made. Hats will be sent directly to the respective regional host, and will distribute to the crew upon their arrival. An NCAA patch will also be distributed at this time, and shall be worn by all umpires during the tournament.

Dress Code- Off the Field
It is acceptable for umpires to dress casually when traveling to and from the stadium and during off games. Umpires are not allowed to wear any clothing that has a university, conference or professional organization logo. Remember, you are representing the NCAA and the umpiring profession, so dress appropriately and accordingly.
Game Balls
Game balls will be delivered to the crew chief before the tournament. In most cases, the umpires will be responsible for rubbing up balls before each game. If throughout the course of the tournament, it appears that more game balls might be necessary, have the NCAA site representative contact the NCAA championship manager as soon as possible. Each member of the umpire crew is allowed one new game ball as a souvenir at the end of the tournament.
Locker Room
Host institutions may provide a locker room for the umpires for the duration of the tournament. This locker room is for the exclusive use of the umpires. At no time shall a coach or any other member of a participating institution be allowed in the umpire locker room. No visitors are allowed at any time. The host tournament direct and/or NCAA site representative shall be the only other people with access. It is recommended that valuable snot be left in the locker room at any time.
Security
The host institution must provide adequate security to the umpire crew when entering and exiting the field. The host tournament director and NCAA site representative will provide the crew chief with a briefing of the security plan prior to the start of the tournament.
Press Box
The press box is off limits to all members of the umpiring crew at all times. No exceptions to this rule will be tolerated at any regional tournament. In the event of a play/call that requires an interpretation, the NCAA site representative may ask the crew chief to provide an interpretation of the ruling to a member of the media. Only the crew chief should be making any comments regarding this situation. If the crew chief was involved in the play, the assistant crew chief will fill in his place.

DIVISION II NATIONAL CHAMPIONSHIP INFORMATION
The Division II Baseball National Championship is held at the The Ballpark in Grand Prairie in Grand Prairie, TX. The championship is hosted by Angelo State University and the City of Grand Prairie.
Assignments/Rotations
All national championship umpire assignments will be made using the criteria outlined, and awarded using ArbiterSports. All umpires, and the designated crew chief will be notified of their assignment by the national coordinator, and an invitation to accept the assignment sent to the umpire’s arbiter account.
Umpire rotation assignments at the championship will be made by the national coordinator, in consultation with the baseball committee. Assignments for the first two days of the tournament will be made at an umpire crew meeting arranged by the national coordinator. Subsequent games will be assigned on a daily basis and posted in the locker room. Umpires are not guaranteed a specific number of games (plate or base) during the tournament. All games will be assigned a four man crew, with an alternate who must be at the field at all times. The championships series will have a six man crew, with an alternate.
Umpire Fee
Each umpire will be paid a flat fee of $1,300 for working the championship. A per diem of $45 will also be paid for each day, starting with the day of arrival, and ending with the day of departure. All game fees, per diem and baggage fees (if applicable for flyers) will be paid via ArbiterSports.
Travel
All umpires must arrive in Grand Prairie no later than 4:00 p.m. on the Friday before the tournament starts. Departures must not be before the Sunday after the tournament ends.
All championship umpires will be approved to fly if they live more than 500 miles away from the championship site. Once assigned to the championship, each umpire will be contacted by the NCAA with information on how to arrange travel through the NCAA travel provider, Short’s Travel.

Hotel Accommodations
The host has made arrangements for each umpire to have a room at the Homewood Suites by Hilton-Dallas/Arlington South. Hotel rooms paid by the host. Each umpire is responsible for any incidental charges.
Local Transportation
The NCAA will arrange for one courtesy car to be available for use at the championship site. The national coordinator will also have a courtesy car. Arrangement to and from the airport, hotel and field will be made by the national coordinator and crew chief.
Pre-Tournament Administrative Meeting
The national coordinator will meet with NCAA staff, the baseball committee and participating institution representatives at a pre-tournament meeting the day before games begin.
Umpire Crew Meeting
The entire crew will meet on the Friday before games begin at the hotel. Game assignments for the two days will be announced at this meeting. The crew chief and assistant crew chief will meet with the national coordinator daily to review observation and evaluation notes from the previous games.
Uniform and Equipment
Each umpire is responsible for his own equipment and uniform throughout the championship. Uniforms shall be worn only in the dressing room and on the field. Umpires may not sit in the stands or enter public areas of the stadium while in uniform.
The NCAA will provide each umpire with the following uniform items prior to the championship:
- Two shirts (black or polo blue; long or short sleeve)
- One pair of grey slacks (can choose between plate or base pants)
- Two fitted hats (can choose from a 2,4,6 or 8 panel stitches)

The national coordinator will provide each umpire with an order form for the above items, which must be returned as soon as possible. These items are typically sent to each umpires home. If time does not allow, they will be shipped directly to the championship site and distributed upon arrival.

Media/Press Statements
The baseball committee and national coordinator will handle all media inquiries.
Security

Dress Code- Off the Field
All umpires will dress appropriately for travel to and from the stadium each day. Business casual dress is the standard. Long pants or golf shorts, and polo are appropriate. Jeans and warm-up suits are prohibited.
Gifts
Hosts and participating institutions are prohibited from providing any member of the umpire crew gifts or mementos. Members of the umpire crew are also prohibited from requesting mementos or souvenirs.
Tickets
Tickets for the championship may be purchased at the USA Baseball National Training Complex. No umpires should ask for, or received, tickets for guests at no charge. Umpires will be provided a credential for access to venue for all games.

GAME MANAGEMENT
Ejections
Umpires are entrusted with the power to remove any participant from a game. This responsibility should never be taken lightly. The NCAA recognizes that every situation is unique and that umpire discretion is essential to proper game management. Notwithstanding unique or extraordinary circumstances, student-athletes and coaches look to umpires for uniformity in applying standards to determine grounds for ejection. The following guidelines should be followed and considered cause for ejection of the offender:
1. Any threat of physical intimidation or harm to include pushing, shoving, bumping, kicking, spitting, spewing, throwing at, or attempting to make physical contact.
2. Use of profanity specifically directed at an umpire or vulgar personal insults, including accusations of bias or cheating.
3. Refusal to stop arguing, and further delaying the game after the umpire has provided a student-athlete or coach adequate opportunity to make his point. The umpire should warn the student-athlete or coach that he has been heard and should return to his position or the dugout or he will be ejected.
4. Arguing balls and strikes (including check swings) after being warned. 5. Use of gestures (i.e. jumping up and down, sliding on the ground, violently waving
arms) while arguing with an umpire, stepping out of the dugout and making such gestures toward an umpire, or the batter drawing a line in the batter’s box to indicate his opinion of the pitch location.
6. Throwing uniform items, equipment, or other items while arguing or from the dugout. 7. Assistant coaches engaging in a prolonged argument with an umpire over a rule or
judgment call. By rule, base coaches are only allowed to address their team members. Assistant coaches are given leeway to react to an umpire’s call in certain situations, however, they are not allowed to leave the coach’s box or engage the umpire in any way. After a warning, the coach can be ejected.
8. Any specific actions listed in the NCAA Rule Book that result in an immediate ejection. These rules are to be enforced strictly as written.
If an ejection does occur, the umpire must complete the NCAA Ejection Report and send the report by e-mail to the national coordinator within 8 hours after the completion of the game. A call should also be made following the game to the national coordinator.

Suspensions
If a student-athlete or coach commits an act that by rule is cause for suspension, the umpire must notify the head coach, tournament director and the NCAA site representative immediately. Beginning in 2015, all ejections of participants and players, other than the head coach, carry a mandatory one-game suspension. The ejection/suspension table published in the NCAA Baseball Rules Book should be reviewed during each pregame discussion.
The umpire must complete the NCAA Suspension Report and send the report by e-mail to the national coordinator within 8 hours after the completion of the game. A call should also be made following the game to the national coordinator.
Rain/Lightning Situations
Regional Tournament:
In all situations where lightning is possible, the umpire-in-chief, crew chief, NCAA site representative and host tournament director must communicate effectively to make sure lightning delay protocols are followed. The NCAA site representative will have specific information regarding lightning policies and will cover situations like this in the pre-tournament meeting.
If weather conditions could alter the approved schedule, the site representative must contact the NCAA championship manager before any decision to change the schedule is finalized and communicated to participating teams. No games may be suspended until proper communication has occurred with the NCAA. If the decision to suspend a game until the next day, play will resume at the earliest time possible, and at the exact point in the game that it was suspended.
National Championship:
NCAA staff and the baseball committee will cover lightning/weather protocols at the pre-tournament meeting, as well as with the umpire crew at the umpire crew meeting.
All decisions to delay or suspend a game will be made by NCAA staff, in consultation with the baseball committee, national coordinator and host staff. If field conditions become dangerous to the student-athletes, the umpire in chief and crew chief should halt the game and consult with NCAA staff and stadium personnel. If the decision to suspend a game until the next day, play will resume at the earliest time possible, and at the exact point in the game that it was suspended.
Protests
Any protest by a coach of a competing team must be made at the time of the action or incident that caused the protest and before play is resumed. If the game ends (legal contest) in a protest situation, the offended team has until all fielders have left fair territory to voice its protest intentions. All protests must be made to the crew chief. However, if he is not working the game, the assistant crew chief or the home plate umpire shall receive the protest. No protest shall be allowed that involves a judgment decision by an umpire. All protests must be ruled on immediately by the protest committee. The committee shall confer with the umpires before making its decision, and the NCAA game representative will make a written report to the baseball committee.

Handling Situations
The NCAA strives for uniformity in dealing with situations on the field with the following guidelines:
1. Umpires must be able to sort out complex and important situations and cannot be hesitant to make unpopular decisions. Umpires are expected to understand their role as a steady, calming influence on the game
2. Umpires should remain professional, tactful, in control and impartial. They cannot be perceived as overly aggressive, confrontational, short-tempered, timid or nervous. Umpires must never display impatience or a condescending attitude.
3. Umpires are required to listen to head coaches if discussions are reasonable and non-emotional. Umpires are to be firm and authoritative in conversations with head coaches, but never should initiate an argument.
4. Umpires should avoid sarcastic remarks or profanity and not insist on the last word. The NCAA will not tolerate umpires’ language, which if used by a student-athlete or coach toward an umpire, would result in discipline. Umpires must not be perceived as having escalated a situation.
5. Umpires must never be resentful or hold grudges. Decisions must be made individually regardless of past history with a particular student-athlete, coach, or institution. Umpires should never attempt to “even-up” with a student-athlete or coach with whom he has had previous problems.
Teamwork
Games are to be officiated by a crew of umpires, not four or six individuals. Umpires should officiate and communicate as a team and should assist and support one another on the field at all times. Umpires should avoid any conduct (including communication both verbal and nonverbal) that would suggest to coaches, student-athletes, or fans the existence of dissention or friction within the crew.
Getting the Call Right
The first requisite of an umpire is to ultimately get all decisions correct. This may involve the reversal of a previously rendered decision. In certain circumstances, it is permissible for a crewmate to approach the calling umpire if an obvious error has been made. Refer to Rule 3, Section 6 in the NCAA Baseball Rules Book for more information and guidance on these types of situations.

Style of Form of Calls
The NCAA strongly encourages individualism in style and form of basic umpire mechanics. However, the following certain fundamentals should be evident in signals and calls:
1. NCAA umpires shall make a signal on all calls where a tag is attempted. Signals need not be made on an obvious catch of a fly ball. Signals, when made, are to be visible, crisp, and clear. Voice calls should be clearly audible.
2. All signals should project decisiveness to the teams, fans, and media. Signals should not be slow to the point of appearing uncertain or causing confusion.
3. NCAA umpires are expected to increase the assertiveness of their call (signal and voice) as the play becomes closer. A causal, laid back signal is not appropriate in a crucial, close play. However, excessive signals are not an acceptable.
Injury or Illness of an Umpire If a base umpire has an injury or illness occurs that does not allow them to continue working a game, the alternate will take their position on the field. If the plate umpire becomes ill or injured, the alternate will work second base and the second base umpire will take over behind home plate. The crew chief should contact the national coordinator if any member of the crew is unable to work the remainder of the tournament. The national coordinator will decide if a replacement is necessary and will select such person.

UMPIRE CONDUCT
The NCAA expects all of the umpires that work a championship event to represent themselves and the NCAA in a professional manner. From the time an umpire leaves for a tournament, until they get home, they are representing the NCAA, the sport of baseball and the umpiring profession. It is expected that all of these are treated with the upmost respect.
Crew Chief
Aside from the leadership responsibilities on the field, crew chiefs are responsible for conduct of the umpires off the field as well. The crew chief must file a written report of any incident of misconduct, unprofessional behavior, or violation of these guidelines with the national coordinator immediately after the tournament. Crew chiefs will be held responsible for any incident not reported or for any umpire violations of these policies and procedures.
Attitude
The NCAA expects energetic and earnest work from every umpire working a post-season assignment. Umpires must be 100 percent focused every pitch of every game without regard to the score, inning, record of teams involved, or any other external factor. Umpires must present themselves with a high level of intensity and concentration throughout every game. They are expected to display an alert, eager, confident, enthusiastic demeanor on the field.
Character
NCAA umpires are expected to exhibit and uphold the standards of integrity of the umpiring profession. The image of an NCAA umpire demands honesty and a sense of high ethical standards. NCAA umpires should make every decision based on the circumstances and facts presented, regardless of an umpire’s past history with a particular student-athlete or team. No umpire should ever threaten a student-athlete, coach, or team with future retaliation. NCAA umpires should accept constructive criticism from conference assignors and/or the national coordinator.
Fraternization
NCAA umpires should avoid excessive casual, and unnecessary, conversations with student-athletes, coaches, team personnel, or fans during the progress of a game. Umpires may not visit team or university offices unless official business requires otherwise. To avoid appearances of impropriety, umpires should be cautious regarding any casual fraternization with university employees.

Guests
Some umpires like to bring wives or other guests to tournaments. This is acceptable as long as the umpire does not abuse the situation or inconvenience his partners, NCAA site representative, or anyone at the host institution. Umpires should not ask for free tickets, hotel rooms, or for any other special requests for these guests. Having these guests in attendance is the umpire’s responsibility. Please remember that your duties and responsibilities as a tournament umpire come first. When traveling to and from the game site, umpires should travel together in one car. Umpire guests are not to travel in the vehicle reserved for umpire transportation.
Alcohol
No alcoholic beverages of any type are permitted in the umpire locker room during a tournament. After an umpire has completed his assignments for a day (including serving as an alternate), he is allowed to drink alcoholic beverages, but must do so responsibly. e are all adults and should know these things but past experience mandates such policies. All umpires must be able to enjoy the championship and the experience, however, we must be aware of the perception that can be created by inappropriate behavior off the field. If you are not able to adhere to these policies for an entire tournament, you will be replaced immediately.
Tobacco Products
The use of all tobacco products by umpires at the site of competition (i.e. umpire locker room, playing field, other areas of the stadium, etc.) as well as during other championship activities such as press conference and post-game interviews shall be prohibited. The games committee, in accordance with the misconduct provisions, shall deal with violations of this regulation.
Gambling
The NCAA opposes all forms of legal and illegal sports wagering. Sports wagering has the potential to undermine the integrity of sports contests and jeopardizes the welfare of student-athletes and the intercollegiate athletics community. Sports wagering demeans the competition and competitors alike by sending a message that is contrary to the purposes and meaning of “sport.” Sports competition should be appreciated for the inherent benefits related to participation of student-athletes, coaches, and institutions in fair contests, not the amount wagered on the outcome of the competition. For these reasons, the NCAA membership has adopted specific rules prohibiting athletics staff members and student-athletes from engaging in gambling activities as they relate to intercollegiate or professional sporting events. The NCAA is aware of the perception of its officials and gambling. Therefore, Any local area casino, racetrack, or other establishment where any form of wagering occurs is strictly off limits at all times during the championship. No exceptions or allowances will be given in this area and offenders will be immediately removed from the crew.

Baggage Fee Reimbursements
In the event that you fly to an event, your baggage fees will be reimbursed. You will enter baggage fee expenses by signing into ArbiterSports to view your schedule after the game, checking the Show All box that displays past games, and then clicking the ‘Enter Travel’ link in the Fees column. Because most payments will be authorized within a few days after each game, please enter all baggage fee reimbursement requests within 48 hours of the end of the game.
Other fees associated with travel, like gas and tolls, are not directly reimbursed by the NCAA but are covered by the automatic mileage reimbursement and/or per diem included with each payment.

UMPIRE EVALUATION STANDARDS AND SCALE
The following standards will be used by conference assignors, regional evaluators and the national coordinator when evaluating umpires throughout the season and during post-season play.
Each category within the evaluation will be ranked based on the following 1 (lowest) to 5 (highest) scale:
(5) OUTSTANDING Never deviates from the listed standards. All behavior descriptors are demonstrated consistently.
(4) ABOVE STANDARD
Seldom deviates from the listed standards. All behavior descriptors are demonstrated but on an inconsistent basis.
(3) MEETS STANDARD
Adheres to an acceptable level from the listed standards. Most behavior descriptors are demonstrated. Those behaviors omitted did not affect performance.
(2) BELOW STANDARD
Occasionally deviates from the listed standards. Few behavior descriptors are demonstrated. Inconsistent. Omitted behaviors occasionally affected performance.
(1) UNACCEPTABLE Consistently deviates from the listed standards. Does not demonstrate described behaviors. Game performance severely affected.
