Current PTD Legislation

Current Legislation

• 14.4.3.1.6: What are PTD credits?• a.) Anything in the first two years of enrollment• b.) Beginning in fifth semester of collegiate

enrollment, the credit hours from the following areas will definitely meet PTD requirements:• General Education Blocks 1 through 4• Coursework in a declared major(s)• Coursework in a required minor

• General Elective credits can be used to meet PTD requirements only if the student-athlete would not have enough credits to graduate without them

• Typically “new” classes only

Time Enrollment At WSC• If earned while in high school AND was not used to

determine initial eligibility through the NCAA Eligibility Center, then okay

• If earned at WSC in summer prior to enrolling in fall, then okay

• If earned while enrolled full-time at another institution, then not okay

Current Legislation

• What are PTD requirements (continued)?• 14.1.7.1 – Eligibility for practice: Enrollment

in at least 12 credit hours of ANY variety (i.e., do not all have to be PTD credits)

• 14.1.7.1.1: If a SA drops below 12 credit hours, they cannot take part in any CARA until they:• Again achieve full-time enrollment in that term, OR• The semester concludes and they are enrolled full-time for

the next regular academic term

• Exceptions:• 14.1.7.1.7.1: Practice before initial full-time enrollment• 14.1.7.1.7.3: Practice in final semester and fewer than 12

Current Legislation

• What are PTD requirements (continued)?• 14.4.3.2: GPA requirements

• Following 24-through-47 total credit hours: 1.800• Following 48-through-71 total credit hours: 1.900• Following 72 credit hours: 2.000

• If a SA doesn’t meet the GPA requirements, they could in theory practice, but not compete

7

Current Legislation

• Once a student-athlete is deemed eligible to compete for the year, academically the only way they can render themselves ineligible for competition is if they do not pass at least six PTD credit hours during the fall semester• Conversely, if a student-athlete is

ineligible to compete during the fall semester, they can gain their eligibility for the spring semester

Upcoming/Changes To PTD

Legislation

New Legislation

• Will be used to certify SA’s for competition beginning in the 2016-17 school year• Therefore, SA’s will actually need to

meet these new requirements during the 2015-16 school year• All SA’s will need to meet

requirements (i.e., no “grandfathering” in of current SA’s)

Case Studies

Case Study #1 – Bonnie Jensen

• Bonnie is a softball student-athlete in her fourth semester of college, all spent at WSC• In her freshman year, she earned 30

credit hours• In the fall of her sophomore year, she

earned 15 credit hours, but she will only end up earning 6 credit hours.• Her overall GPA is 2.876• Will she be able to compete in 2014-15?

14

Case Study #1 – Bonnie Jensen

• NOTE #1: Since she is in her first four semesters of college, all of her credit hours passed are automatically PTD eligible• NOTE #2: For the sake of these examples,

WSC academic & financial aid probation/suspension policies will not be discussed; only NCAA bylaws

Case Study #1 – Bonnie Jensen

• Question #1: Did Bonnie earn at least six PTD credit hours in her previous full-time term of enrollment?• Answer #1: Yes• Question #2: Did Bonnie earn at least

24 PTD credit hours during the previous academic year?• Answer #2: No

16

Case Study #1 – Bonnie Jensen

• Question #3: Has Bonnie averaged at least 12 credit hours passed during each of her full-time terms of enrollment at WSC?• Answer #3: Yes (50 / 4 = 12.5)• Question #4: Does her GPA meet NCAA

minimums?• Answer #4: Yes (2.876 > 1.900)• Question #5: Is Bonnie eligible to

compete in 2014-15?• Answer #5: Yes

17

Case Study #1 – Bonnie Jensen

• Question #6: What if this was in 2016-17…would Bonnie be eligible then?• Answer #6: No…why not?• Is it because of GPA? No…she is still above the

new 2.000 requirement, so she’s okay there• Is it because she didn’t pass at least 24 credit

hours in the past year? No…still allowed to “average” at the end of fourth semester only

• The problem is she only passed six credit hours in the most recent Spring Semester. Under current legislation, that is okay; new rules, not so much

Case Study #2 – Tyson Lewis

• Tyson is a football student-athlete entering his seventh semester of college, all spent at WSC• In his first year of college, he earned

24 credit hours• In his second year of college, he

earned 27 credit hours• In his third year of college, he had a

tough time getting into classes in his major, and only passed 24 credit hours – not all of which were considered PTD

Case Study #2 – Tyson Lewis

• Remember…beginning in the fifth semester of college, the requirements for credit hours to count as PTD tighten up• As such, while Tyson averaged a total

of 12.5 total credit hours passed in his six semesters here, he only averaged 11 PTD credit hours earned (66 / 6)• Is there anything that Tyson can do?

TOTALS ??? ??? ???

Case Study #2 – Tyson Lewis

• So what will Tyson need to do in the summer in order to regain his eligibility for the Fall?• Plan #1: If he takes nine PTD credit hours in

the summer, then he’ll have 24 for the 2013-14 school year and be okay, right?

• Not if just getting to 24 PTD credit hours this year is your goal: 75% of the credit hours (18) must come in the regular academic year, which leaves a maximum of six that can be taken in the summer

• Plan #2: What about the averaging method…does he have a chance there?

Wayn

25

Case Study #2 – Tyson Lewis

• Averaging Method• Tyson is currently six credits shy of averaging

12 PTD credit hours passed over his six semesters of enrollment at WSC

• As such, as long as he passes at least six PTD credit hours this summer, he would be okay• 66 + 6 = 72; 72 / 6 = 12

• What about the percentage in the summer time…are we okay there?• Yes…you use TOTAL credit hours used in this

method, so 91.67% of his PTD credit hours (66 of 72) have come in the regular academic year

Wayn

olle

plia

26

Case Study #2 – Tyson Lewis

• But what if Tyson was in the new rules?• Then he quite simply has no chance

whatsoever to be eligible in the Fall, but why?• He passed nine PTD credit hours in his

previous full-time term of enrollment, and his GPA is fine

• However, he did not pass at least 18 credit hours during the regular academic year

• The new rules are projected to have a potential to more greatly impact in a negative manner upperclassmen who either do not pass enough PTD credits, or have difficulty getting into PTD-acceptable classes

27

Case Study #3 – Michelle Peterson

• Michelle is a volleyball student-athlete who spent her first year of college at another four-year school, and transferred here to WSC in the fall.• She only passed six credit hours in the

fall, and will only pass six more in the spring, and .• Does she have any chance at being

eligible next fall?

Wayn

e S

tate

C

olle

ge A

thle

plia

28

Case Study #3 – Michelle Peterson

• She passed at least six credit hours in her previous full-time term of enrollment here, and has an average of 12 credit hours passed total in her four semesters of collegiate enrollment, so she’s fine, right?

Fall 2013 WSC 6 2.0

Spring 2014 WSC 6 2.0

TOTALS 4 semesters

48 2.0

Case Study #3 – Michelle Peterson

• Michelle is NOT fine for next fall• The averaging method can only include

credit hours earned since enrolling full-time at WSC• Therefore, the 36 credit hours she

earned at Other State U. cannot be included in the averaging method of PTD

Wayn

30

Case Study #3 – Michelle Peterson

• But what about summer school? If Michelle takes 12 summer credits, then that would get her to 24 for the year• That would not work either. A maximum

of 25% of credits can come from the summer time…12 summer credits would be 50%, so that is not an option either• Basically, Michelle has no way possible

of being eligible next fall – and this would be the same underneath the new rules as well
