About 6000 nurses and midwives in Western Australia are being urged to renew their registration – on time and online.

The state’s nurses and midwives must renew their registration under the national scheme before the December 31 deadline.

WA nurses will have to renew their registration again in May 2012, to fall into line with the new national date of May 31.

Nurses who fail to renew their registration before the deadline will receive a late payment fee on top of their renewal fee, effective from October 1, 2011, which will affect nurses and midwives applying to renew during the one month late period.

Nursing and Midwifery Board of Australia Chair Anne Copeland said there were significant consequences for nurses and

midwives who fail to renew on time under the Australian Health Practitioner Regulation Agency’s national scheme.

Under national law, nurses and midwives who do not renew their registration within one month of their registration expiry date must be removed from the National Register for Nurses and Midwives and will not be able to practise in Australia.

The WA renewal comes after the first ever release of comprehensive data on the nation’s health practitioners was detailed in the 2010-11 annual AHPRA and National Boards’ annual report.

New Zealand District Health Board nurses have worked more than 11,000 minutes for free since November 14.

The New Zealand Nurses Organisation is urging DHB nurses to log every unpaid minute of work as it goes back into bargaining with DHB employers for an “improved offer”.

Nurses are registering every minute they started early, finished late and had interrupted or missed breaks due to inadequate staffing levels.

“Members tell us they are sick and tired of propping up the health system by giving up their free time, and that if we had safe staffing and healthy workplaces the problem would be fixed,” the union has stated.

There are 20 DHBs in New Zealand providing health and disability services, employing about 26,000 nurses.

NZNO campaigns adviser Huia Welton said the union plans to tally the unpaid minutes to support the issues raised in its MECA bargaining, which began on November 23, as part of a campaign for healthier workplaces.

“This campaign activity is growing in momentum. We’ll be encouraging all our DHB members to log all their unpaid minutes,” she said.

“(We are hoping to achieve) safe and healthy workplaces where members are paid for every minute they work.”

Nurses who work an eight or 10 hour shift are entitled to two paid 10 minute tea breaks, with one generally taken every four hours, and one unpaid meal break of no less than 30 minutes.

Nurses unable to be relieved from the workplace for a meal break are entitled to a meal while on duty and to be paid for that time.

Those working 12 hour shifts are entitled to three paid 10 minute tea breaks and two meal breaks, one paid and the other unpaid, with each no less than 30 minutes.

Nurses can log all their unpaid minutes on a working for free calculator at www.nzno.org.nz/dhb

Five nurses who were on duty at the time of the Quakers Hill Nursing Home fire have been dealing with emotions ranging from grief to disbelief and guilt in the wake of the tragedy, according to the nurses’ union.

NSW Nurses’ Association organising team manager Lisa Kremmer, who has been a nurse for 20 years and with the union for eight years, said she had never seen anything like the tragedy.

Ms Kremmer said the nurses involved were still coming to grips with the November 18 fire, which resulted in the deaths of nine of the home’s 88 elderly residents, has left another nine residents in intensive care while 22 are still being treated in hospital.

When asked how the nurses were coping, Ms Kremmer said: “I don’t know that they are”.

“They are extremely distressed, perfectly understandably,” she said.

“One of the reactions is grief for the loss of the residents, that they felt were like family.

“They are incredulous about the charges of a colleague and there’s also a touch of guilt as well that some of the residents died, that they couldn’t get everyone out.

“There are some significant challenges for those workers to work through. We are strongly encouraging counselling, which their employer is providing.”

Ms Kremmer said the nurses have since taken time off work.

“To my knowledge they all remain off work and we are encouraging that they let their employer know that they don’t feel the need to go to work, if that is the case,” she said.

“If they feel the need to go to work, the employer will provide the appropriate shifts for

them – and counselling is really important.”

Nurses and staff of the Quakers Hill Nursing Home joined families of the victims, emergency crews who attended the incident and residents who survived at a memorial service, held at the Quakers Hill Anglican Church on November 23.

Registered nurse Roger Kingsley Dean, 35, has been charged with eight counts of murder in relation to the blaze.

Dean elected to remain in cells during a brief mention of the matter at Central Local Court on November 24.

Dean opted not to apply for bail and the matter was adjourned to February next year.

Victims of the fire include Neeltje Valkay, aged 90, Doris Becke, 96, Alma Smith, 73, Lola Bennett, 86, Ella Wood, 97, Urbana Alipio, 79 and Caesar Galea, 82. Two victims are yet to be formally identified.

creating freedom and choice ... the innovative way

...(his condition) deprived him of the capacity to see the moral and legal consequences of his actions.

– Justice Fullerton

A New South Wales hospital patient who killed a nurse has been found not guilty on the grounds of his mental illness.

Matthew Peter Loughrey was acquitted of attempting to murder nurse Emily Pritchard, 20, and for the murder of veteran nurse Bob Fenwick, 62.

The nurses worked at the Bloomfield Hospital in Orange, where Loughrey, 33, was a voluntary patient when the incident occurred in early January.

In the judgment, handed down in Sydney’s Supreme Court on November 29, Justice Elizabeth Fullerton found Loughrey not guilty on the basis that he had a disease of the mind.

During the trial, the court heard that Loughrey, who has been diagnosed with schizophrenia, bipolar disorder and Asperger’s syndrome, wanted to kill Ms Pritchard and that he believed chiropractors could revive her with their “witch doctor” abilities.

During the incident, Loughrey attacked Ms Pritchard with a knife, stabbing her in the hand when she tried to protect herself.

Mr Fenwick tried to fight Loughrey off with a broom but received stab wounds to the arms, hands, wrist and chest and was treated at a nearby hospital but later died.

In handing down her judgement, Justice Fullerton said Loughrey had a complex condition that included delusional beliefs while his schizophrenia symptoms deteriorated in the days leading up to the attack.

Justice Fullerton said Loughrey’s condition “deprived him of the capacity to see the moral and legal consequences of his actions”.

She also praised Mr Fenwick’s heroic actions.

Loughrey will be detained at Long Bay Prison Hospital and will only be released if he is considered not a danger to either the community or himself.

Cathie Reid first began work in a pharmacy, stacking nappies, at the age of 16.

Now a Queensland pharmacist, Ms Reid has won the National Commonwealth Bank Business Owner Award category in the prestigious Telstra Business Women’s Awards.

Ms Reid is the Managing Partner of APHS’ Aged Care and Packaging divisions, a national supplier of pharmaceutical and clinical services for the hospital, oncology and aged care sectors.

Ms Reid was recognised for her work in converting APHS’s aged care IP into a solution that allows community pharmacies to outsource their medication compliance packaging.

For pharmacies, the solution comes at a third of the cost of manual packing, while increasing safety and independence for self-medicating customers.

The product range features the Medido Monitored Compliance Device, a web-based technology that alerts customers when medication is due and informs carers of a missed dose via email or SMS.

“Twelve years ago my grandmother lay on her bathroom floor for 24 hours after having a stroke,” Ms Reid said.

“In my grandmother’s circumstance, had she been using the Medido we would have known something was wrong as soon as she didn’t take her next two doses of medicine, rather than having to wait until a neighbour raised the alarm the next day when they found her.”

Ms Reid said she was “incredibly honoured” to win the award.

“In an ageing society where the working population is also decreasing, being an innovator in healthcare is essential,” she said.

“We have pushed the boundaries of a traditional pharmacy business with our move into manufacturing and the operation of cancer care facilities, and we will continue to push it with the introduction of technology like the Medido Monitored Compliance Device.”

The Australian Nursing Federation is putting practice nurses under the spotlight, demanding better wages and working conditions.

The nurses’ union has filed an application with Fair Work Australia to bring medical centre and clinic employers to the negotiating table.

An ANF spokesperson said practice nurses have traditionally been disadvantaged because of an inability to effectively bargain with their employers to achieve wages and working conditions that reflect the nursing labour market.

“The Fair Work Act now provides for a regime whereby employees who are considered to be low paid and have had a history of difficulty of bargaining can seek the support of the tribunal,” he said.

“The ANF believe that practice nurses meet these tests. Practice nurses are the last significant group of nurses who have not been able to access a collective bargaining.

“As a consequence, their conditions of employment are well below those of nurses employed in the hospital sectors and in parts of the aged care sector.

“If this trend is not reversed, it will become increasingly difficult for practices to engage and retain suitable numbers of skilled nurses.”

The number of practice nurses in Australia continues to rise with more than 9000 nurses employed in general practices, up from 5000 in 2005, with around 60 per cent of GP clinics now employing one practice nurse.

General practice nursing is now one of the fastest growing areas in the health and community service sectors, and the ANF expects the numbers will increase by 500 each year.

The ANF attempted to discuss improving wages and conditions for practice nurses with employer organisations this year and received mostly negative responses, forcing it to turn to the independent umpire in a bid to collectively bargain.

On top of better wages and conditions, the union is campaigning for a new classification and career path that rewards increased responsibilities and support for practice nurse education and professional development.

More Australians than ever before are opting for gastric banding in an attempt to shed weight.

The latest figures show around 17,000 Australians in 2007-08 chose obesity surgery – up from 500 surgeries carried out in 1998-99.

But the Dietitians Association of Australia has revealed while $15.2 million in Medicare rebates was paid for weight loss surgery-related procedures in 2007-08, Medicare does not cover the dietary management of obesity either before or after weight loss surgery.

Dietitians Association of Australia CEO Claire Hewat said despite obesity surgery figures reaching an all-time high, people with a chronic and complex condition had

no access to rebates to see an Accredited Practising Dietitian.

“People who are morbidly obese often have other health problems like diabetes and heart disease, or are ticking time bombs for developing these conditions,” she said.

“So it is critical, even after weight loss surgery, that they have annual blood tests and dietary intake checks.”

DAA spokesperson Melanie McGrice said people who have had gastric banding often suffer from nutritional deficiencies such as protein, iron, folate and calcium, compared to those who haven’t had surgery to lose weight.

The ENL Program is a mentorship, which has been established to further the development of select nursing students, who have shown leadership skills and a contribution to the community.

Ms Tracey Osmond, Chief Executive of The College of Nursing, was thrilled to announce the successful applicants in the Emerging Nurse Leader Program for 2012:

1. Catherine Ryan from Australian Catholic University;

2. Patricia Fox from Central Queensland University;

3. Elyse Taylor from University of Canberra;

4. Sherrie Lee from Central Queensland University; and

5. Laurelea Bickhoff from Newcastle University.

A mentoring program of this magnitude would not be possible without the support of our valued sponsors, CM Health, Health Industry Plan (HIP), The Co-op Bookshop and Ascent Pharmaceuticals. For those not lucky enough to be a direct recipient of the Program, the College has provided some helpful tips for undertaking your own personal mentoring program.

Six Essentials of DIY Mentoring

1. Know your strengths and weaknesses – Undertake a Leadership Audit. Take into account the characteristics of a great leader and assess yourself. The College has devised a great template to help with this process, and you can request a copy from [email protected]

2. Create a Leadership Development Plan – Using the information from your Leadership Audit, create a list of the areas that you would like to develop.

3. Find a Mentor – Find someone who can help you work on your Leadership Development Plan as a mentor. You must get along with the person, be challenged by them, respect them and believe that they can help you grow and develop. They must have the time to dedicate to helping you and have strengths in the areas that you need to develop.

4. Meet regularly – to ensure you stay on track and stay accountable for your actions.

5. Network – look for opportunities to shadow or accompany your mentor to events or meetings that fit in with your Development Plan.

6. Re-assess – repeat your Leadership Audit with your mentor every six months or so. As you progress in achieving your goals, you may need to change tack with your Development Plan or even change mentors from time to time; and so the cycle continues.

Nursing can be a tough gig. Particularly given that the sector continues to suffer from workforce shortages, the increasing burden of chronic illnesses and issues stemming from the rising costs of health care, which has led to big changes to health service delivery in recent decades. But one Victorian health service provider believes its creation of a framework for its staff will generate fresh thinking about the evolving role of nurses.

Melbourne’s Peter MacCallum Cancer Care Centre is taking a leading role in the development of the careers of its nursing staff.

The health provider has developed a framework to support the advancement of its nursing staff, saying it is designed to formalise internal nursing roles and advance career development.

The document, called ‘Advancing Nursing Practice’ has been created by deputy CEO and executive director of Cancer Nursing of the Peter Mac Centre, Wendy Wood, who was a finalist in this year’s Telstra Victorian Business Women’s Awards after being nominated by her staff for the prestigious awards program.

Wood is a big believer is thinking outside the square to solve the country’s nursing crisis and says the document formalises the centre’s commitment to fostering innovative role development. It was developed after extensive research into how other health centres implement nursing roles and career progression across the globe.

“I’m extremely conscious of the national nurse shortage and how that will impact on the business of health in the future,” Wood says, admitting she is looking at how she can redesign the workforce in a way to lessen the impact. “We really need to look at the skillsets required for each role and how those roles then need to be filled.”

Wood’s document states that nurses are uniquely placed to positively impact on outcomes for people affected by cancer, which is the key driver of the development of nurses. The advancement of nursing roles occurs within the context of the professional scope of practice framework established by the Australian Nursing and Midwifery Council, it says.

And while all nursing roles need to have met educational and practice requirements, the document is designed to give nurses a specific set of guidelines for career progression as they seek endorsement for a new role.

Advancing Nursing Practiceby Nina Hendy

The nursing roles outlined in the document include associate nurse unit manager, clinical nurse specialist and practice development nurse. It also outlines a range of advanced specialist nursing roles including clinical nurse coordinator, nurse consultant, clinical researcher and nurse educator. Lastly, there are a range of advanced practice nursing roles, including nurse practitioner, CNC advanced practice, senior clinician researcher and lecturer practitioner.

The document clearly states the leadership qualities and experience nurses need to step in to a new role, giving staff clear boundaries for career progression.

Wood’s document says that Peter Mac doesn’t see the advancement of nursing practice as embedded only in formal advanced practice roles, but seeks to provide opportunities for the whole nursing service to advance their career. “We see advanced practice as occurring on a continuum rather than a dramatic shift from registered nurse to advanced practice nurse. To this end, three levels of practice are identified to guide career development. Nurses can advance their practice in both formal and informal ways,” Wood states in the document.

Wood’s framework is a living document that she hopes generates fresh thinking about the evolution of nursing roles at Peter Mac, she says. “Our aspiration is that clearly articulated career pathways for specialist and advanced practice, supported by an ongoing credentialing process, will encourage a wide range of nurses to advance their capacity to positively contribute to improved patient care and outcomes,” Wood says.

“The framework is supported by practical tools to guide nurses seeking to advance their practice.”

Obesity surgery on rise but no Medicare rebates for dietitians

The College of Nursing recently announced the five successful candidates for their new Emerging Nurse Leader

(ENL) Program to commence in 2012. The Emerging Nurse Leaders were chosen out of 33 applications from across Australia and from a diverse age range of second and third year nursing students.

1. Catherine Ryan from Australian Catholic University;

2. Patricia Fox from Central Queensland University;

3. Elyse Taylor from University of Canberra;

The College of Nursing recently announced the five successful candidates for their new Emerging Nurse Leader

(ENL) Program to commence in 2012. The Emerging Nurse Leaders were chosen out of 33 applications from across Australia and from a diverse age range of second and third year nursing students.

1. Catherine Ryan from Australian Catholic University;

2. Patricia Fox from Central Queensland University;

3. Elyse Taylor from University of Canberra;

Subscribe to the regular Emerging Nurse Leader e-newsletter which will have all the Emerging Nurse Leader news as well as helpful tips on how to move ahead with your nurse leadership career. Please email [email protected] to sign up.

Get a mentor, get ahead!

1. Catherine Ryan from Australian Catholic University;

2. Patricia Fox from Central Queensland University;

3. Elyse Taylor from University of Canberra;

Subscribe to the regular Emerging Nurse Leader e-newsletter which will have all the Emerging Nurse Leader news as well as helpful tips on how to move ahead with your nurse leadership career. Please email [email protected] to sign up.

Get a mentor, get ahead!
