What does community energy mean?• Is community involved in discussing goals?

• Is main goal to manage bills, reduce carbon intensity or promote resilience?

• Is ownership important?

• Is this project one of many, if so, what is the strategy to build-out vertically and horizontally?

• Is there a local grid strategy and are we aligned?

• What governance structure works best business-wise and can this be reconciled with sustainable community goals?

• Is it linked to broader goals, for example, housing and transport (e.g. solar PV parking bays with EV shuttle)?

• Who is framing the challenge and asking these questions?

Potential Issues: No easy options?

high community control / governance

low community control / governance

Locally funded & owned

Asset management funded & owned

Up-front costs may make it unfeasible or limited to

higher income subscribers

Not realisticFinancial factors may

override civic ones, even if local ‘bills benefits’

can be protected

Be aware that lack of public engagement may damage

strategic plans

Community Energy Projects in various stages of gestation

• Ringfield Community Solar Farm;

• Minchinhampton School; • Mortimer Rooms;

• Nailsworth Mill Estates.

Project RCSFProject Name Ringfield Community Solar Farm (RCSF)Project Leader Matt Partridge (MP)Core Team MP, Richard Hellen (RH), Richard Lupo (RL)Overview: The RCSF project aims to create a 1.2 MW community energy scheme that would bring benefits to the town in terms of gaining greater control of electricity supply, energy costs and also as a contribution to lowering the town’s carbon footprint. An initial informal agreement is in place to use a field suitable for a solar array, and the aim now is to execute a plan, to develop the funding mechanisms and gain the necessary authorisations, to implement the scheme.

Key Goal RCSF Becoming OperationalTimeframe: With planning, financing, approvals, construction and becoming operational within scope, the project is expected to last 3.5 years.Scope Note: While this project is directed at one site, it is anticipated that it would create much of the governance, financial, and public engagement resources required for a wider initiative - a ‘Nailsworth Community Energy’ venture - that could encompass other sites, and bring in other assets (such as battery storage).

Project MPSSProject Name Minchinhampton Primary School Solar (MPSS)Project Leader Matt Partridge (MP)Core Team MP, Richard Hellen (RH), Richard Lupo (RL)Overview: MPS has an energy bill of £30,000 per year and are keen to reduce this. The opportunity arose for MP to work with governors to formulate requirements of a school solar project, under the DGAT academy of schools. One option for funding is to take advantage of a SALIX loan scheme. The project needs to be completed by the end of March 2019 when FITs end. This project may be a template for other schools in the DGAT group or more widely in Nailsworth and its environs.

Key Goal MPSS Becoming OperationalTimeframe: With planning, financing, approvals, construction and becoming operational within scope, the project is expected to be completed by March 2019.

Scope Note: This project may be a template for other schools in the DGAT group or more widely in Nailsworth and its environs.

Project MRSProject Name Mortimer Rooms Solar (NMES)Project Leader Matt Partridge (MP)Core Team MP, Richard Hellen (RH), Sue Reed (ST)

Overview: This is adjacent to Nailsworth Library and is used by community groups, but owned by Nailsworth Town Council (NTC). This project would lead to reduction in bills, and also demonstrate local council’s tangible support for community energy that directly helps community groups.

Key Goal To prepare a proposal to submit to NTC

Timeframe: We are hoping to make a proposal in 2018

Scope Note: We would seek to develop a template for other community / council owned buildings in Nailsworth.

Project NMESProject Name Nailsworth Mill Estates Solar (NMES)Project Leader Matt Partridge (MP)Core Team MP, Richard Hellen (RH), Bill Affleck (BA)

Overview: NME includes a large number of business in the Avening Valley that extends behind Morrison’s car park. One energy intensive business has already had success with solar. The initial goal is to engage with businesses like Morrisons and Wyevale Garden Centre on solar (large roof areas and large energy needs), referencing the national corporate carbon pledges of these businesses.

Key Goal Phase 1 Goal - NMES Business Case for 1 or 2 business agreed

Timeframe: We are hoping to develop these business cases over 2018

Scope Note: We would seek to develop a template for other businesses in NME and along the Nailsworth Valley.
