NCCA COMPETITIVE GRANTS PROGRAM 2010

DEADLINE FOR SUBMISSION OF PROPOSAL: AUGUST 31, 2009

Proposals must be stamped received by the Policy/Plan Formulation and Programming Division of the NCCA on or before AUGUST 31, 2009. LATE OR INCOMPLETE PROJECT PROPOSAL WILL NOT BE CONSIDERED.

Through the National Endowment Fund for Culture and the Arts (NEFCA), the NCCA Grants Program provides support to individuals and organizations in fields that are aligned with the Philippine culture and arts and in accordance with the defined priorities of each of the National Committees. The NCCA provides funds for projects for the promotion, development and conservation of Philippine culture and arts, and it continuously encourage collaborative efforts which provides significant contributions to the realization of the Mandate of the NCCA.

GUIDE TO APPLICANTS

In order for the Review Committee to process your proposal favorably, please comply with the guidelines provided for, submit complete requirements, properly accomplished project proposal form and submit within the deadline.

1. Are you qualified?

Check the Qualification of the Proponent in the Project Proposal Form to see whether you are qualified. Please note that individuals as proponents are limited to project categories such as research and travel grants only

ONLY NON-STOCK, NON-PROFIT ORGANIZATIONS CAN APPLY FOR NCCA GRANTS

2. Status of previous projects.

No outstanding accounts with the NCCA.

No ongoing project with the NCCA.

New proponent.

3. Status of legal documents necessary for proponents eligibility.

Complete SEC registrations, OR, etc. (please see attached details of requirements).

If your answers to the check list are YES, proceed to number 2. Otherwise, you are not qualified to apply for NCCA Grant. The NCCA has other programs that may help you in your activity. Call the PPFPD at (02) 527-2214 or 527-2209 for assistance.

4. Only one (1) proposal per proponent can be submitted to NCCA.

5. Submit the proposal completely and with COMPLETE attached requirementsa. Accomplished Project Proposal Form with Detailed Line Item Budget. Proponents must have counterpart funds and should indicate the specific items and budget particulars to be funded by the NCCA. Check to see what are the allowed items usually funded by the NCCA.

I.. NATIONAL COMMITTEE ON ARCHITECTURE AND ALLIED ARTS

1. Publication Production and Development of Multi Media Interactive CD Rom, monograph or audiovisual material

Qualification of the Proponent: Institutions and organizations with a track record and has been in existence for at least 3 years or have previously produced related projects; Individual proponents must be a member of any recognized architecture and allied arts organizations or associations; In case of non-licensed individual proponents, submission of an endorsement from a licensed professional or recognized institution, association or organization

Requirements for submission: 1. Full project proposal and detailed line-item budget; 2. Regular requirements of NCCA (refer to proposal form); 3. sample of previous works; 4) Interactive Diagram/Storyboard; 5) Distribution and Marketing Scheme

Criteria for evaluation of the proposals: Pre-prepared exhibit to be converted to a new and interactive format for wider dissemination.

2. Exhibition Qualification of the Proponent: Institutions and organizations with a track record and has been in existence for at least 3 years or have previously produced related projects

Criteria for evaluation of the proposals: 1. Should be collaborative work/combining the different art disciplines (team up with different SCA Committees); 2. Architecture in relation to other arts; 3. Must be Integrated (i.e Architecture in Cinema, interpret architecture in dance); 4. Must be in coordination with curator and architect

Criteria for evaluation of the proposals: 1. Should be held outside of Metro Manila; 2. Topic should be supportive/relevant to the theme; 3. Speakers must be of reputable stature; 4. Papers to be read for the first time.

1. Short Films

Qualification of the Proponent: Produced and directed at least 1 short film screened in a public venue and/or film festival

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. synopsis, 4 sequence treatment, 5. sequence outline (for documentary), 6. artistic approach, 7. storyboard (if available), 8. profile of production staff; 9. body of work of the director, 10. Review of screened film (if available), 11. sample of work (DVD format); 12. Endorsement by an organization, producer or professor or another film director not involved in the film project; 13. Production schedule

Novel; Groundbreaking; creative and interesting, personal track record, good credit standing, ability to accomplish production schedule, personal interview

2. New Media- Interactive Multimedia program production/installation

Qualification of the Proponent: Produced and directed and/or designed an interactive multimedia program

Workshop proposals can be teacher training, professional training, or continuing professional development

Qualification of the Proponent: Non-government organizations/LGUs /Qualified group/ collective/ organization with prior experience in training or adult education preferably in the arts or design field and/or with a specific expertise in cinema or its related disciplines;

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. profile of organizer and collaborating parties, 4. Description/ syllabus of training module/s; 5. Program/ schedule of activities/ coverage/ topics of training module/s including list of:

a. Sessions

b. Activities individual and group dynamics

c. Presentation materials

d. Hand-outs/ written materials/ literature and the like

6. List and profile of speakers, resource persons and/or facilitators; 7. Proposed or target venue; 8. Criteria and method of selection of participants (if applicable), and 9. Evaluation form/ instrument to obtain participant feedback

Criteria for evaluation of the proposals:

For Teacher Training Workshops:1) Proposed program/ syllabus provides training that is relevant to the participants in relation to approved CHEd and/or DepEd guidelines on the humanities, media arts and/or social studies.

2) Syllabus/ module/ program content

3) Profile or background of speaker/s, organizer/s and/or facilitator/s

4) Target and/or number and/or profile of participants

5) Good credit standing

For Professional Training/ Continuing Professional Development

1) Proposed syllabus/ module/ program content

2) Profile or background of speaker/s, organizer/s and/or facilitator/s

3) Target and/or number and/or profile of participants

4) Relevance/ timeliness of the proposed training module in relation to regional, international and/or global trends and practices

5) Good credit standing

5. Film Festivals

Qualification of the Proponent: Non-government organizations or LGUs with counterpart funding;

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. List of films and synopsis; 2) Festival program; 4. Justification for selection of films in terms of content, aesthetics, style and representation of Philippine culture and values; 5. List of speakers and topics, 6. schedules of talks and workshops; 7. profile of target audience; 8. proposed target venue/s; 9. evaluation form/instrument to obtain audience feedback; 10. profile of the festival organizers and collaborating partners;

Criteria for evaluation of the proposals: Relevance to the goal and objective; Unique/

Novel; Groundbreaking; Program features a balanced mix of Philippine classic and contemporary mainstream / independent films; target audience has very little or no exposure to contemporary or classic Filipino films; festival is conducted in a venue in NCR or outside NCR; festival screening runs for at least 3 days; festival reaches out to a new audience; good credit standing

Festival focusing on Culture and Peace

Criteria:

Relevance to the goal and objective; Unique/Novel; Groundbreaking; Program features a balanced mix of films focusing on issues of culture and peace; festival is conducted in a venue in NCR or outside NCR; festival screening runs for at least 3 days; festival reaches out to a new audience; good credit standing

Qualification of the Proponent: Non-government organizations or cultural groups or LGUs with counterpart funding;

Basic data: title of film, production company, major credits, year of production or release, copyright owner; 4. Condition of extant negative and/or positive print; 5. Technical procedures necessary to restore the film; 6. Reasons why the film should be restored (citing the importance of the film in Filipino film history.Criteria for evaluation of the proposals: Relevance to the goal and objective; Unique/

Novel; Groundbreaking; Importance of the film to be restored in Filipino film history, using the following as a guide:1) social change, diversity and history

2) cultural change, diversity and history

7) industry award, winners, nominees

8) controversy, notoriety

9) iconic value, national identity

Past publications related to film research, 5. research proposal (abstract of research proposal, review of related literature, outline of research, conceptual framework, research design/ methodology with intended schedule; 6. past presentations in film related conferences; 7. two recommendations letters from established cultural organizations/ institutions

Criteria for evaluation of the proposals: Significance of research project; Feasibility of completion; Coherence of the research proposal; Contribution to the Phil. Film studies; good credit standing of proponent

III. NATIONAL COMMITTEE ON DANCE

1. NCCA Dance SeasonQualification of the Proponent: Local Government Unit or Non-Government Organization supported; track record in implementing arts activities; has capacity to provide facilities for dance performances (stage, light, sound, dressing room); can provide counterpart to NCCA assistance, able to mobilize audience

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. profile of performing groups and artistic directors; 3. sample videos/ photos of the groups and photos of the performance venue; 4. full project proposal that includes description of locality; programming, strategy for mobilization of audience; strategies for sustainability; and 5. detailed line-item budget

Criteria for evaluation of the proposals: Relevance to the theme; artistic quality of the performing groups; involves at least 12 performing groups; with frequency of at least once a week for 3 months with a performance of one hour and a half (1 ) to two (2) hours per show; and repertoire selection.

2. Dance Performance GrantQualification of the Proponent: Local Government Unit or Non-Government Organization; track record in implementing arts activities; can provide counterpart to NCCA assistance, able to mobilize audience.

1. Scholarship

A. Academic Scholarship (Undergraduate or post graduate thesis; production or research for graduating students)

Qualification of the Proponent: NCCA Standard accreditation requirements; good scholastic standing (GWA of 2.0 or better); senior standing for undergraduate student/ for graduate student, has completed all requirements other than thesis/thesis production

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Proof of senior standing; 4. Certified true copy of Grades/Transcript of Records; 5. Thesis Proposal; 6. Proof of thesis proposal acceptance; 7. 2 letters of recommendation from mentors/adviser/dean

Criteria for evaluation of the proposals: Potential service relevance to community/excellence of project/viability of project

B. Non-Formal/informal/ladderized (local/national/international theatre training)

Criteria for evaluation of the proposals: track record of artists; potential; viability; groundbreaking quality proposal; applicability to community; groundbreaking pedagogical importance pf project to creation of new works/must be willing t o render 1 year return service to any community/NCCA network

3. Research, Translation or Publication

Qualification of the Proponent: NCCA standard accreditation requirements; good track record

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal describing the goals of the project and detailed line-item budget; 3. Curriculum Vitae for the project director; 4. detailed research strategy; 5. timeline for completion of the project; 6. brief relevant bibliography; 7. contact details of three (3) references; 8. brief essay describing how the project can further studies and practice on Philippine theatre; 9. dissemination plan on how to share research findings with others

Criteria for evaluation of the proposals: Relevance; potential; viability of project to Philippine theatre development; track record/capacity of proponent to implement the project

4. Community Theatre Program (Revitalization of traditional theatre for heritage; advocacy of development issues for empowerment; creative industries for sustainability; theatre for sustainable development; theatre and education; theatre for total human development)

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Concept Paper on target production; 4. Artistic Treatment; 5. Profile of Artistic team and participating artists; 6. Target Audience/community; 7. Target impact of the project

Criteria for evaluation of the proposals: Good track record; originality and groundbreaking quality of the project; potential/viability; applicability and importance to the community;

5. Artist Residency/Immersion Program (artistic collaboration with a theatre company)

Qualification of the Proponent: NCCA standard accreditation requirements; good track record

Artistic Treatment; 5. Profile of the artist involved; 6. Target Audience/community; 7. Target impact of the project; 8. Target service

Criteria for evaluation of the proposals: Good track record of the artist; groundbreaking quality of the project; potential/viability; applicability and importance to the community; pedagogical importance of project to creation of new works; collaboration among artists from different regions/groups

V. NATIONAL COMMITTEE ON LITERARY ARTS

1. Publication of creative works with translation

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Propose distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: Literary and cultural value of work in the region to be evaluated by 3 literary experts in the region; With translation in English/Filipino (Php20,000/100pages of translation work)Budget per project: P 150,000Slots open for application: 202. Publications of criticism

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Proposed distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: Criticism on works and/or biographies of local writers; the local writer who is the subject of the critical or biographical work must have a publication track record and other objective evidence of his/her stature or influence in the formation and development of regional and/or national literature

3. Writing of literary biographies

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA. In case of graduate students, a recommendation letter from the adviser attesting the capability and potential to finish work must be submittedRequirements for submission: 1. 4. Anthologies with translation

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Propose distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: 200-300 pages; 1,000 copies; the editor should have a critical preface articulating the poetics used as frame of reference in the editorial choices of the literary pieces included in the anthology; There should be a critical introduction

5. Creative writing workshops

Detailed program of activities and/or modules;:5. Number of fellows to be accepted; 6. Criteria for the selection of fellows; 7. List and profile of the screening committee;

The grant is open to all visual artists who fulfill the following criteria:

Artists must be Filipino citizens. There is no age limit.

Artists who must not have held a solo exhibition. Artists must have a firm offer from an exhibition space in writing. The exhibition space must be a non-commercial visual arts venue.

Artists must have received no previous grants from the National Commission for Culture and the Arts (NCCA) during the 12 months preceding the submission date.

Artists must have made no previous application under the scheme for help with the same project.

Nomination forms may be submitted by the artists themselves.

Portfolio Requirements:

Slides or prints 5 x 7 such as catalogues may be submitted for work in traditional media. For each artist, a selection of no more than six (6) high quality 35 mm slides showing recent work, including where possible, the work to be exhibited. All images must be titled and clearly marked with the artists name, title of work, date, and size. Orientation should be indicated where necessary.

For electronic images on CD, please ensure these guidelines are followed:

CD should be PC formatted with j-peg images showing recent work. Work submitted in any other format will not be accepted. Submit a selection of not less than six (6) jpegs. Images should be clearly labeled with artists names and the name of the work. Each image should be 72 dpi and less than 1 MB. Please send accompanying print-outs of the artworks.

Slides and other documentation are sent entirely at the applicants own risk.
