Sets the data exchange standards for the Student Loan Industry

Cooperative effort of guarantors, lenders, servicers, schools, software providers

60 voting members – representative of the industry

Began as CommonLine Work Group about 13 years ago

Key Activities this year have included

Updates to CommonLine 4.0, 5.0 and CRC standards to include changes from the Higher Education Reconciliation Act (HERA)

Support for Grad PLUS

Support for Federal Default Fee

Review of Standards to determine need for changes

CRC was accepted as a PESC approved standard

Completion of the CRC Test Tool

NCHELP Electronic Standards Committee Completion of the CRC Beta Test

Ensure that CRC participants’ systems were coded as the standard intended

Limit the trickle effect of long drawn out implementations

Refine the CRC Implementation Guide and Test Tool

13 week test preceded by a month of prep work

Sigma Systems, AES, ASA, Nelnet, Sallie Mae, USA Funds, U.S. Bank

458 documents traded with 1,202 scenarios successfully tested

NCHELP established a sharepoint site for the team to share XML documents and test documentation

NCHELP Electronic Standards Committee Completion of the CRC Beta Test

Daily conference calls to review results, share information and resolve issues

78 issues were identified and resolved

Special thanks to the Origination Standards Team leads with extra kudos to Kim Shiflette, Kristi Blabaum, and Terri Slocum, and to Sigma Systems

Biggest issue was different interpretations of formulation of responses with rejects

Some emulation of flat files, some errors with end of line markers and needed better understanding/definition of namespace

Beta Test Resulted in Version 1.1 of the CRC Standard, Schema and test tool

Updated standards as needed with E-sign custodian information

Updated CAM specifications and CAM claim records

School Group worked with ED and others to gain permission for schools to exclude unallocated amounts in aggregate loan limit calculations, and gained approval to use websites that retrieve data directly from data providers websites to resolve NSLDS discrepancies without having to get a letter...can simply print the web page

The ESC is pleased that the DTS effort is well along in the PESC standards process.

Return to a focus on implementation of CRC

exchange standards in education. Its goals are to enable the

improvement of institutional performace and foster collaboration across

educational communities, in order to lower costs, improve service, and

attain system interoperability.”
