How to Make a Good Cost Submission
Thoroughly Read the Request for Proposal (sections L&M)– If not Understood, Please Submit a Question
Typically, Utilize the Portal to Submit Directly to the Government– Seaport, e-commerce, GSA E-buy, etc.
Utilize the Exact Attachments from the RFP – Use the RFP prescribed file type; Excel, PDF, word, etc.
– Do Not Modify Attachment Templates (Unless Allowed by RFP).
Ensure Teaming Arrangement is Clear– i.e. subcontractor to XYZ
– Ensure the prime has the exact overall value you are submitting in order to accurately reflect the value in it’s proposal• Your direct submission is $1,683,000 vs. prime reflect your value at $1,597,000;
discrepancy, Gov forced to assume higher value (RFP normally says no downward adjustments in competitive arena), prime’s proposal is adjusted accordingly
