Brazil orders convicted ruling party officials to begin prison time

Sao Paulo, 16 Nov — Brazil’s Supreme Court on Friday ordered former lead-ers of the ruling Workers’ Party to begin serving sen-tences following landmark convictions over a congres-sional vote-buying scheme in a country with a long his-tory of political corruption.

Jose Dirceu, a party founder and former chief of staff to former President Luiz Inacio Lula da Silva, turned himself in to federal police on Friday evening to begin serving a prison sen-tence of more than 10 years.

He is one of 12 ordered

to serve time over a scan-dal that nearly toppled the government during the first of the left-leaning party’s three administrations.

Jose Genoino, a for-mer party president and a congressman on leave be-cause of poor health, also turned himself in to start a nearly seven-year sentence. Delubio Soares, a former party treasurer who faces an eight-year sentence, was expected to appear as well.

A spokesman for the Federal Police said the detainees would be flown to the capital Brasilia over

the weekend to start serving sentences that in some cas-es involve only night-time incarceration.

While the trial wrapped up last year, the court only now has begun imposing the first of the sentences for crimes ranging from cor-ruption to racketeering to money laundering.

The scandal emerged after an embittered Workers Party ally, who is also one of those convicted, spoke out about the scheme, which involved monthly payments to lawmakers in exchange for support in Congress.

Despite the delays, not uncommon in a country with a notoriously slow ju-dicial system, the imprison-ments are being applauded by many Brazilians because they are considered a sign of at least partial progress against a culture long toler-ant of corruption.

Along with bad pub-lic services and a sluggish economy, disgust with cor-ruption was one of the many factors that led hundreds of thousands of Brazilians to take to the streets in a series of mass protests in June.

Manila, 16 Nov — Survivors began rebuilding homes destroyed by one of the world’s most powerful typhoons and emergency supplies flowed into rav-aged Philippine islands, as the United Nations more than doubled its estimate of people made homeless to nearly two million.

But the aid effort was still so patchy that bodies lay uncollected as rescuers tried to evacuate stricken communities on Saturday, more than a week after Ty-phoon Haiyan killed thou-sands with tree-snapping winds and tsunami-like waves.

After long delays, hun-

dreds of international aid workers set up makeshift hospitals and trucked in supplies, while helicopters from a US aircraft carrier ferried medicine and water to remote, battered areas where some families have gone without food and clean water for days.

“We are very, very worried about millions of children,” UN Children’s Fund spokesman Marixie Mercado told reporters in Geneva.

A UN official said in a guarded compliment many countries had come forward to help.

“The response from the international community has not been overwhelming compared to the magnitude of the disaster, but it has been very generous so far,” Jens Laerke of the Office for the Coordination of Hu-manitarian Affairs told the Geneva news briefing.

Captain Victoriano Sambale, a military doctor who for the past week has treated patients in a room strewn with dirt and debris in Tacloban, which bore the brunt of the storm, said there had been a change in the pace in the response.

“I can see the inter-national support coming here,” he said.

But he is still over-whelmed. “Day one we treated 600-plus patients. Day two we had 700-plus patients. Day three we lost our count.”

President Benigno Aquino, caught off guard by the scale of the disas-ter, is scheduled to visit typhoon-affected areas on Saturday. He has been criticized for the slow pace of aid distribution and un-clear estimates of casual-

ties, especially in Tacloban, capital of hardest-hit Leyte province.

A notice board in Tacloban City Hall estimat-ed the deaths at 4,000 on Friday, up from 2,000 a day before, in that town alone. Hours later, Tacloban mayor Alfred Romualdez apologized and said the toll was for the whole central Philippines.

US quietly offered $10 million reward for

Benghazi attackersWaShington, 16 Nov

— The State Department on Friday said it has qui-etly offered a $10 million reward since January for in-formation leading to those behind the 11 Sept, 2012 attack that killed the US Ambassador to Libya and three other Americans in Benghazi.

The men died when militants believed to have ties to al-Qaeda affiliates attacked a loosely guarded US diplomatic compound and a nearby CIA annex in the eastern Libyan city on the anniversary of the 2001 attacks on the United States.

The attacks touched off political warfare on Capitol Hill, with Republicans accusing US President Barack Obama’s administration of telling shifting stories about who was behind the attacks. Democrats accuse Repub-licans of politicizing a tragedy.

The State Department said Secretary of State John

Kerry had confirmed that the US government had of-fered the reward — part of the department’s so-called Rewards for Justice pro-gram — in a letter to law-makers on Friday.

Kerry disclosed the reward in a letter to Representative Michael McCaul, a Republican who chairs the House of Repre-sentatives Homeland Se-curity Committee and who had written to the secretary of state asking why the State Department had not offered one.—Reuters

Japan to boost support for Cambodia in peacekeeping, healthcare

PhnoM Penh, 16 Nov—Prime Minister Shinzo Abe pledged Saturday that Ja-pan will boost its support for Cambodia in the fields of peacekeeping operations and healthcare services dur-ing talks with his Cambo-dian counterpart Hun Sen in Phnom Penh.

As part of bilateral se-curity cooperation, Japan will provide know-how on peacekeeping activities to Cambodia, the first country where a Japanese mission consisting of Self-Defense Forces, police officers and election observers joined

UN peacekeeping opera-tions since a relevant law was enacted in 1992, Japa-nese officials said.

Abe also vowed that Tokyo will increase official development assistance and private-sector investment in Cambodia to improve the developing country’s public health and medical sector and to promote the building of key infrastruc-ture such as roads and rail-way systems, they said.

The Japanese leader is visiting Cambodia on the first leg of a two-day trip that will also take him

to Laos to build closer ties with the two Southeast Asian countries. It is the first visit to Cambodia by a Japanese prime minister in 13 years.

After flying to Vien-tiane on Sunday, Abe is scheduled to hold separate meetings with Lao Prime Minister Thongsing Tham-mavong and President Choummaly Sayasone.

With the trip, Abe will have visited all 10 mem-bers of the Association of Southeast Asian Nations since taking office last De-cember.—Kyodo News

the oldest ports in Myanmar and was mentioned by the merchant traveller Ralph Fitch, who in 1583 became the first Englishman to set foot on Myanmar soil. There are plans for a deep sea port and special economic zone at Dawei involving Myanmar and Thai investors.

Paya Gyi Thein Wa KyaungThis famous monastery houses many Buddha

MyeikMyeik (Mergui) is on a peninsula between the sea

and low hills with pagodas, monasteries and govern-ment buildings. It is a busy port town and a centre for the fishing, the cultured pearl, preserved and dried fish, birds’ nest and rubber industries.

The Salon PeopleAlso known as the Moken (and sometimes as sea

gypsies), they live among the hundreds of islands of the Myeik Archipelago. They only gather by hand what they need and do not use nets to fish. They live on boats as they prefer a life of freedom. They carry only a few possessions, such as cooking utensils, clothing and spears for catching fish. The Salon people have no greed for property.

Japan sets new greenhouse gas emissions reduction target of 3.8%Tokyo, 16 Nov —

The Japanese government decided on Friday to aim at a 3.8 percent reduction from fiscal 2005 in its greenhouse gas emissions target for fiscal 2020, as-suming the country’s nu-clear power plants remain offline.

The new target could draw international criti-cism as it represents an in-crease of about 3 percent from the Kyoto Protocol base year of fiscal 1990. The government also sug-gested it may upgrade the target if it turns out to be able to steadily depend on atomic power generation.

Environment Minister Nobuteru Ishihara will an-nounce Japan’s new target next week in Warsaw dur-ing the ongoing 19th ses-sion of the Conference of the Parties (COP19) to the UN Framework Conven-tion on Climate Change. Under the previous govern-ment led by the Democratic Party of Japan, the country proposed a 25 percent cut by fiscal 2020 from the fis-cal 1990 level, but the goal turned out to be unrealistic as the 2011 Fukushima Dai-ichi nuclear crisis led to an increase in thermal power generation.”

The new target is

aimed at making our greatest possible contribu-tion to the issue of global warming,” Prime Minis-ter Shinzo Abe told his Cabinet ministers. “I want everyone to do their best to achieve our goal.”

Chief Cabinet Secre-tary Yoshihide Suga said the previous goal set by the DPJ-led government was “completely base-less,” while adding the new target is only a plan “at present, not consider-ing the possible effect of nuclear power generation in reducing greenhouse gas emissions.”

Nov — Twitter Inc said on Thursday it would introduce self-serve ads for small- and medium-sized businesses in three countries outside the United States, marking one of its first moves to expand revenue as a publicly listed company.

Businesses in the Unit-ed Kingdom, Ireland and Canada will be able to buy “promoted” ads that can be shown to targeted Twitter users beginning this week, the company said.Twit-ter held a successful initial public offering last week that raised $1.8 billion. $317 million in revenue in 2012, generates the major-ity of its sales through sell-ing ad packages directly

to large companies and in-ternational brands such as Verizon Communications Inc or Samsung Electron-ics Co Ltd. But analysts believe it has the potential

to greatly boost sales by let-ting smaller businesses buy automated ads without the help of Twitter salespeople.

Google Inc, for in-stance, became an online advertising powerhouse by automating its ad-buying capabilities for small- and medium-sized business.Twitter gave US businesses early access to the self-serve programme earlier this year. The company has said it intends to eventually roll out the program around the world. Handy gene test kit can find risk of disease

Tokyo, 16 Nov — Discovering whether you are at risk of developing a certain disease once re-quired going to hospital and sitting around in a waiting room. Now, how-ever, it can be done with a simple test conducted at home or at a drugstore. Keiko Suzuki, 43, a com-pany employee from To-kyo, bought a genetic test kit in April to discover whether she is at risk for diabetes. Her father had suffered from the disease and often needed insulin injections, and Suzuki (not her real name) had long

worried about developing diabetes too. Every time she took a health checkup, she first checked her blood glucose levels.

Suzuki decided to take the genetic test at age 43 as that was when her father be-came diabetic. The test was positive. “It does not mean that I will be diabetic for sure, but it feels like I cannot get away from it,” she said. “Now I am preparing myself (for the disease) and eating healthy food and exercis-ing.” A genetic test kit cre-ated by Genesis Healthcare Co, the largest in the indus-try in Japan, examines gene

sequences and determines the likelihood of a user’s de-veloping a specific disease based on past data. Anyone aged 18 or older can take the test. In the test, a user at home takes samples of mucous membrane from the mouth and saliva with cot-ton swabs included in the kit and sends them back to the Tokyo-based company.

Similar kits are avail-able to test for other diseases and conditions such as obesi-ty and osteoporosis. Each test costs 5,800 yen. The results take at least several weeks and when results are positive the company includes advice on measures to prevent the disease. A more detailed test is also available for 29,800 yen that checks for 37 kinds of diseases such as heart at-tack and rheumatoid arthritis as well as diabetes in one go. The test screens 68 kinds of genes.

Genesis Healthcare said it deals carefully with the in-formation, encrypting iden-tification numbers in gene samples so that users cannot be identified. Since users may suffer distress at the re-sults, the company confirms in a letter of consent in ad-vance whether they really wish to go ahead with the test.—Kyodo News

Japan, Canada exchange views on intellectual property in FTA talksTokyo, 16 Nov — Ja-

pan and Canada have deep-ened understanding of each other’s views in their talks on a bilateral free trade agreement, especially in the areas of intellectual proper-ty, services and competition policies, a Foreign Ministry official said on Friday.

The two sides had

productive discussions in those areas, the ministry said in a statement issued after Japan’s chief delegate and Canada’s assistant dep-uty minister for trade met in Ottawa for the fourth round of free trade talks held from Tuesday through Thursday, but declined to elaborate further.

There were no discus-sions on eliminating tar-iffs on farm products, the official added. Japan and Canada decided to enter free trade talks in March 2012. It has yet to be de-cided when they will have the next round of negotia-tions.

Russia’s Aeroflot rules out buying, or aiding, Alitalia

Moscow, 16 Nov — Aeroflot (AFLT.MM), the state-controlled Russian airline, on Friday ruled out buying or aiding stricken Italian carrier Alitalia, which is seeking a cash injection to keep flying. “Aeroflot does not plan to buy Alitalia, nor will it par-

ticipate in any way in its financing,” a representative of the Russian flag carrier told Reuters.

Alitalia’s top share-holder, Air France-KLM (AIRF.PA), on Thursday spurned a plea for cash to rescue Alitalia, saying a new business plan would

be insufficient without a write-off of some of its huge debts. Alitalia, which was privatized in 2008, has been unprofitable for more than a decade and has been stuck in a months-long tus-sle with Air France-KLM over whether to keep their strategic and financial part-nership alive.

Aeroflot has repeatedly been named by Italian of-ficials as a potential backer of Alitalia, but has never publicly confirmed its inter-est. Italian officials say they hope they can still find an-other international airline to invest and save the carrier, but time is running out after Air France-KLM walked away from the 300 million euro ($403 million) call for more cash. — Reuters

Women may have harder concussion recovery than men

New york, 16 Nov — After a concussion, women tend to have worse symp-toms than men. That’s the case even when athletes were injured playing the same sport, according to a new study of young soc-cer players. Some recent studies have found gender differences in memory and other symptoms after con-cussions, with women gen-erally doing worse.

The new results support findings that wom-en take longer to recover than men, Tracey Covassin said. She led the study at Michigan State University in East Lansing.

“Results from this study may impact sports medicine clinicians on being more cautious when returning female concussed soccer athletes back to par-ticipation,” Covassin told Reuters Health. “Moreo-ver, healthcare profession-als need to be aware that females could report more

total concussion symptoms compared to male con-cussed athletes,” she added. The researchers looked at 39 male and 56 female soc-cer players who sustained a concussion. All were in high school or college. The athletes took computer tests that measured their learning and memory skills, reaction time and physical symp-toms before the soccer sea-son started and again eight days after their concussion. On the preseason tests, men and women scored fairly similarly.

But eight days after their concussions, women scored lower on a test that measures a person’s ability to remember visual images — 69 percent, on average, compared to 77 percent among men. Scores on other thinking and memory tests were still comparable. Women also reported more total symptoms post-con-cussion than men.

Lenovo moves up the ranksBeijiNg, 16 Nov —

Lenovo Group Ltd — the world’s largest personal computer manufacturer — has recently acquired a new title. The company success-fully made a foray into the global smartphone market and became the third-larg-est smartphone maker in the third quarter of the year, according to a Gartner Inc report. Lenovo surpassed South Korea-based LG Electronics Inc to become the world’s third-biggest smartphone vendor in the quarter ended 30 Septem-ber, according to research firm Gartner.

This is the best posi-tion for Lenovo since the company focused on the smartphone business in 2009.The Beijing-based Lenovo shipped 12.9 mil-lion smartphones — repre-senting a 5.1 percent share of the global smartphone market — in the third quar-ter, Gartner said in a mobile phone industry report.

Lenovo’s quarterly smartphone sales rose 84.5 percent year-on-year. Sam-sung Electronics Co Ltd

and Apple Inc are still the top-two industry players, after selling 80.4 million and 30.3 million smart-phones, respectively, in the same period. Lenovo also moved up the ranks to the No 7 spot in the more gen-eral global mobile phone market.” Lenovo continues to rely heavily on its home market, which represents more than 95 percent of its overall mobile phone sales. This could limit its growth after 2014, when the Chi-nese market is expected to decelerate,” said Anshul Gupta, a research analyst at Gartner.

Lenovo, already the world’s top PC maker, an-nounced plans to expand in the mobile phone sector only about three years ago. In 2008, the company sold its mobile business to “con-centrate on the PC sector” but bought it back a year later. Liu Jun, senior vice-president of the company, said in a previous interview that Lenovo is the smart-phone brand with the fastest growth rate worldwide.

“Lenovo will enter 30

more emerging countries by the end of the year. By then, the company will have real-ized its goal of covering 80 percent of emerging mar-kets worldwide,” Liu said. More meaningful moves are in store for the first half of next year, when Lenovo plans to introduce its smart-phones to mature markets such as the United States and Europe, Liu said.Ac-cording to Sino Market Re-search, Lenovo has been the second-largest smartphone

vendor in the domestic market for 16 consecutive months, behind Samsung.

Lenovo aims to be-come the top smartphone player in China within two years, according to Liu. Li Yanyan, an analyst with research firm Analysys In-ternational, pointed out that “Lenovo’s close ties to Chinese telecom operators have been a major reason for its success in the domestic market.”

The sooner the betterAfter taking office in 2011, the government

initiated a peace process to end the more than 60 years of conflict in the country. The govern-ment held peace talks with each ethnic armed organization individually first. Recently the government hosted all groups, sitting together at the negotiating table for two days, for sign-ing a nationwide ceasefire deal in Myitkyina, Kachin State.

The peace talks produced an agreement to hold a political dialogue as soon as possible. A joint statement was released and the two sides have agreed on the three points—to sign a na-tionwide ceasefire accord, draw up a frame-work for and hold a political dialogue—to be realized for reaching political agreements.

Some analysts said the landmark meeting between the government and ethnic armed or-ganizations failed to nail down a ceasefire and agree on the point that which one—ceasefire deal and political dialogue—should begin first. In fact, the peace talks showed progress as the two sides exchanged their proposals for nation-wide ceasefire during the peace talks. But oth-ers pointed out that the progression of the peace process can be retarded by differences between the two proposals if no prospect of compromise is taking shape.

Nonetheless, we believed both sides will be prepared to realize the three points they have agreed on and to compromise their principles at the next meeting in Hpa-an, the capital of Kayin State, in December. After the years of armed conflicts, the entire people is longing for a lasting peace. So, a strong desire for peace is a must for all stakeholders. Only a compromise agreement could bring a mutually better out-come for both sides. The sooner the two sides have a common good, the sooner they can fulfill the people’s wish for peace.

All in all, we would like to urge all stake-holders to seek a compromise to be able to avoid possible clashes of ideological differences. The acceptable compromise would pave the way for peace which is desperately needed to delete the woes of the persons with feelings of insecurity, whatever compromise both sides made.

It was on the full-moon night of Tazaung-mon [November] that Lord Gotama Buddha preached Sāmaññaphala Sutta at the behest of Prince Ajātasattu. Sāmaññaphala means the benefit of becoming a Bud-dhist monk.

The background history of Sāmaññaphala Sutta is as follows:-

Prince Ajātasattu, the only son of King Bimbhisara was unfortunately misguid-ed by his mentor-teacher Devadatta who was an out and out opponent of Lord Gotama Buddha. Assuming himself as “real Buddha” Devadatta preached infidel doctrine. Ajātasattu hap-pened to be one of staunch followers of Devadatta who ill advised the Prince to usurp the throne by kill-ing his royal father Bimb-hisara. The Prince daringly committed patricide and several other evil unwhole-some deeds. Soon he was overwhelmed by grief, re-morse and repentance for all his sins and misdeeds. His body became weakened and enfeebled and his mind always unstable. Looking for the ways and means of atoning for his sins and mis-deeds he became restless and could not sleep for days and months.

As advised by his min-isters the Prince went to seek cure for his troubles from six hermits but got no satisfactory answer.

At last, Jivaka the phy-sician at the Court advised him to go to Lord Gotama Buddha who at that time was residing in a Vihara [Monas-tery]. Jivaka had built in the Mango Park near the Capital of Rajagaha.

It was on a fullmoon evening of Tazaungmon with the big full round moon was ascending in the sky, shedding its cool silvery rays onto the earth. From the pal-ace to the Vihara torch lights were lit brightly along the royal road on which Prince Ajātasattu was progressing with his royal entourage. It is said that the light festival held on the fullmoon even-ing of Tazaungmon is to commemorate his visit to Lord Buddha.

tion of his visit, preached to him Sāmañña Phala Sutta. The full text of this Sutta is found in Dasanikaya Silak-khanda Vagga. This Sutta is about the benefit of becom-ing a Buddhist monk. After the Prince heard and under-stood this Sutta from Lord Gotama Buddha, embraced Buddha’s dhamma as he convincingly believed in it, thereby he becoming the most devoted Buddhist lay-man. He regained sleep, his body and mind improved. He now found Gotama Bud-dha his real teacher who guided him to real truth.

For atonement of his past misdeeds Prince Ajātasattu carried out cease-lessly wholesome deeds such as convening of the First Buddhist Council, col-lecting scared relics of Lord Gotama Buddha and storing

inscription on durable ma-terial-stone slabs, totalling 729 slabs—three Treatises of Sutta [Discourses] on 410 slabs, five Treatises of Vi-naya [monks’ discipline] on 111 slabs, and seven Trea-tises of Abhidhamma [Bud-dhist philosophy] on 208 slabs. There inscribed mar-ble slabs forming like a book stand each in a separate man built cave like temple in the spacious precincts of Maha Loka Marazein Pagoda in Mandalay. Then the fifth Buddhist council was held lasting over five months. Over 2400 learned Buddhist monks from at home and abroad participated reciting the edited Tipitaka orally.

The sixth Buddhist Council was convened eighty three years after the fifth Buddhist Council. It took place in Yangon in

all of them in a big museum marking the Buddha Sasana year and promoting. Pari-yatti Sasana, Patipati Sasana and Pativeda Sasana. In later centuries five Buddhist Councils were held. The first Buddhist Council con-vened by Prince Ajātasattu took place three months af-ter the demise of Lord Bud-dha in the Sattapanni Grotto in Vebara Hill in Rajagaha in India. The Second Bud-dhist Council took place 100 years after the First Council, at Velukayan Monastery in the kingdom of Vesali in India. The third Buddhist Council was convened, over 100 years after the Second Council, at the Asokayama Monastery in the Kingdom of Pataliputta in India. Over two hundred years after the third Buddhist Council, the fourth Buddhist Council was convened in the Aloka Cave in Malaya village in Sri Lanka [Lankadipa]. It was at this Fourth Buddhist Council that Tipitaka and commentaries [Buddha’s teachings and scriptures] were for the first time put to writing [on palm leaf]. The fifth Buddhist council was convened at Mandalay in 1871 A.D. in the region of King Mindon who was the promoter of Buddhist Sasana and donor of the fifth Buddhist council for the first time Buddha’s teachings Tipitaka were recorded in

1954. In the colossal man made cave named Maha Pathana Grotto, Heads of State eminent monks from Theravada Buddhist coun-tries such as Laos, Cambo-dia, Thailand, and Sri Lanka and delegates from Korea, Tibet, China, India, Nepal and Japan participated in the Council.

Thanks to the first con-venor of the first Buddhist Council Prince Ajātasattu, five similar Council fol-lowed in later centuries and Buddha Sasana to flourish till to-day. Buddha’s teach-ings [Dhamma] exist in origin. The sacred relics of Gotama Buddha which the Prince collected and stored in a museum hall were lat-er discovered by Emperor Asoka who distributed them to nine countries and nine places to where he dis-patched Buddhist missions. At these places Emperor Asoka built 84000 stupas in which Buddha’s sacred rel-ics were enshrined to mark the 84000 bodies of Bud-dha’s teachings.

Because of his whole-some deeds [Kusala] the Prince was not east into Maha Awizi hell. But he had to pay for his sins in Lohakombi hell. After the suffered punishment in that hell, he would be released and be born human to be-come a saint monk.

Residents of a small island south of Tokyo held a me-morial gathering on Sat-urday to offer prayers for 35 people who died due to mudslides triggered by a powerful typhoon a month ago.

Mayor Masafumi Ka-washima and senior offi-cials of the Oshima town government on Izu Oshima Island held the memorial at 12:30 pm in the town hall, while people who lost their loved ones grieved at the disaster sites.

Asian cultural development relies on diversity, in-depth exchangeHong Kong, 16 Nov —

the asian cultural develop-ment relies on more diver-sity and in-depth exchange among all the nations to foster mutual understanding and respect and to achieve mutual enrichment and prosperity, China’s Culture Minister Cai wu said here on thursday.

addressing the “asia Cultural Co-operation Fo-rum (aCCF) 2013” held by the Home Affairs Bureau of the Hong Kong Special administrative Region government, Cai said asian countries have enjoyed faster economic growth in the world since the latter half of the last century, with

increasing social awareness of and investment into their cultural sectors.

Cai said fast advance-ment of economy, science and technology in modern times has given room to the mushrooming of new ideas and inventions, which pro-vided new materials and in-spirations for literature, cre-ating new opportunities for the growth of asian culture.

along with opportuni-ties, the asian culture is also facing new challenges, Cai said, citing that as the dif-ference between economies widens, culture is taking different courses in differ-ent nations, and the diver-sity will very much likely

remain for a long time or even become greater.

in addition, there is also increasing integration as well as competition be-tween different countries in terms of culture, and the speed, scope and degree of mutual influence is unprec-edented, he said.

Cai noted the standoff and conflict are not right choices for mankind to cope with new opportunities and challenges, “Our strategy should conform to the trend of time and the overall de-velopment of asia, adhere to the promotion of cultural diversity and civilization dialogue.”

Kenya unveils security measures to curb cross border incursions

nairobi, 16 Nov—the Kenyan government on thursday announced dras-tic security measures at border points and all entry points across the East Af-rican nation to curtail cross border incursions, fraud and corruption.

Cabinet secretary in charge of internal security Joseph Ole Lenku said the government will digitize all security registries and link all border entry points through broadband to en-sure that data to and from entry points can be ac-

cessed in real time. “the next phase in technology modernization process will be the installation of CCtV cameras at all border entry points and major cities in the country,” Lenku told journalists in Nairobi.

the enhanced security measures came following the 21 September attack on westgate Shopping Mall which left at least 67 people dead and more than 200 oth-ers injured. al-Qaeda allied militants, al-Shabaab, have claimed responsibility for the heinous act, terming it as

part of a revenge mission for cross border incursion into Somalia by Kenyan soldiers.

Lenku said the reg-istries ranging from pass-ports, birth certificates, na-tional identity cards, work permits and occurrence Books (OB), will be digi-tized in an ambitious exer-cise that will go along way in improving security.

Lenku said all border entry points in the coun-try are now linked through broadband, which ensures that data to and from the areas can be accessed in a

real-time at a central point, adding that the exercise is a continuous process espe-cially in the area of analyt-ics. Lenku said enhancing security along the porous borders with some coun-tries that had no govern-ment for many years remain the main challenge in the fight against terror.

Kareena: Kapoor girls not allowed to act is an outdated thought

MuMbai, 16 Nov — Kareena Kapoor’s romance and marriage with Saif Ali Khan made headlines but the actress says she pre-fers to stay away from the limelight. The 33-year-old actress, who married long-time partner Saif, 43, last year, says she never con-centrated on image build-ing and gets completely foxed when people talk about public relation skills. “I don’t know why people feel that I am snooty. I am not a person who has ever given an interview on im-age building. I have never been that person as I am very confident of what I do. People do PR but I get com-pletely foxed. I don’t know how to do it. I stay away from the limelight as I think my work should speak on my behalf,” Kareena told PTI in an interview.

Kareena has made a mark in Bollywood by starring in films like Aso-

Kareena will next be seen in Gori Tere Pyaar Mein

ka, Kabhi Khushi Kabhie Gham, Chameli, Omkara, Jab We Met and Talaash. The actress said she always nurtured the dream of be-coming an actress and her parents, Randhir Kapoor and Babita, supported her decision. The actress said it was an old thought that women in Kapoor clan were not allowed to act. “My parents are very mod-ern. My father is a cosmo-

politan person. He always supported the fact that I will be an actress. There is nothing else I would do rather than being an actor. I am passionate about acting. Girls in our family are not allowed to act is quite an outdated thought to have. They did it till my mother but now no more,” she said.

Kareena is all geared up for her upcoming roman-tic release Gori Tere Pyaar

Mein, where she is teaming up with Imran Khan after Ek Main Aur Ekk Tu. “It was lot more fun this time to work with Imran. I got to know him during the mak-ing of Ek Main aur Ekk Tu but with this film, I had fun because we share a great comfort level now. He is growing as an actor with his each film,” she said.Directed by Punit Malhotra and produced by Karan Jo-har, Gori Tere Pyaar Mein will hit theatres on 22 November .

The actress says the film is close to her heart because she went back to Bhuj, where she shot her debut Refugee. “I started my career with Refugee in Bhuj. Now, it has become a full-fledged city. The town has changed completely. I am so happy that I got the opportunity to go back to the same place. I gave my first shot there,” she said.

France in danger, Ronaldo edges Portugal towards finals

Portugal’s Cristiano Ronaldo (L) celebrates beside team mate Nani after scoring a goal against Sweden during

his 2014 World Cup first leg qualifying playoff soc-cer match at Luz stadium in Lisbon on 15 Nov, 2013.

London, 16 Nov — France’s hopes of reaching the World Cup finals are hanging by a thread after a 2-0 first-leg defeat away to Ukraine in their playoff on Friday while Cristiano Ronaldo’s late winner gave Portugal the edge against Sweden. Ten-man Iceland battled to 0-0 home draw Ukraine’s Roman Zozulya (front) celebrates his goal

with Croatia in Reykjavic to keep alive their dream of qualifying for a first major tournament while Greece will be confident of finish-ing off Romania next week after a 3-1 victory in Ath-ens. Of the eight European nations in the last-chance saloon after missing out on automatic passage to next

year’s tournament in Brazil, France are the worst placed going into next week’s sec-ond legs after a miserable night in Kiev.

Second-half goals by Ukraine’s Roman Zozulia and Andriy Yarmolenko and a red card for France defender Laurent Koscielny made it a night to forget for Didier Deschamps’ side who need a vast improve-ment in Paris on Tuesday to repair the damage.”It’s obviously a very bad result. We have to believe (we can go through) but Ukraine are the team in the best posi-tion to qualify,” he said. France last failed to reach a major tournament in 1994 but Deschamps, who was past of that squad, remained defiant.”We still have 90 minutes at home,” he add-ed.

FIFA Ballon d’Or nominee Franck Ribery was shackled closely as

Les Blues toiled at the Olympic Stadium. A draw would have been a satisfac-tory result to take home but just past the hour Zozulia squeezed a shot under Hugo Lloris from close range to spark wild celebrations. Koscielny then fouled Zo-zulia in the box to allow Ukraine to double their lead and the Arsenal man’s frus-tration boiled over when he slapped Kucher in the face to earn a red card that will keep him out of the return match in Paris. Ukraine also finished with 10 men after Kucher was dismissed for a second yellow card for a foul on Ribery.

Ronaldo overshad-owed Sweden’s Zlatan Ibrahimovic in their playoff match — billed as a clash between two of Europe’s hottest strikers - pouncing late on a tense night in Lis-bon. By a quirk of the draw for the playoffs, one of the

biggest names in the world game will be missing next year in South America - a blow for neutrals and spon-sors alike.

However, the odds look slightly shorter on Ronaldo gracing the stage after the Real Madrid man, so often the dazzler, proved he will also put his head in the line of danger for his country by stooping to score an 82nd minute win-ner.

He also struck the

woodwork shortly after-wards as Portugal sought the comfort of a second goal. As it is, a workman-like Swedish side still harbour high hopes of swinging the tie their way. “We created a great early chance and Sweden hit back. But in the second half it was one way for us,” Portugal coach Paulo Ben-to told reporters. “It was an important step to reach the World Cup but not yet de-cisive.” —Reuters

Karlsson and Stadler surge in weather-hit Mexico

Mayakoba, (Mexico), 16 Nov — Swede Robert Karlsson and American Kevin Stadler pushed their way to a three-shot lead in Friday’s rain-interrupted second round of the PGA Tour’s OHL Classic at Mayakoba in Mexico. Only 29 players completed the second round at El Cama-leon Golf Club in Playa del Carmen as rain and lightning interrupted play for a second straight day. Stadler produced a blister-ing bogey-free eight-under 63 to back up his open-ing 67, while Karlsson, the leader after the first round was completed earlier in the day, carded a 67 following his opening 63.

The duo share the lead at 12-under-par, while South African Rory Sabbatini is on nine-under through 17 holes of his second round tied with American Chris

Stroud after 15. Sabbatini opened with a 68 and was six-under in the second round when play was sus-pended due to darkness, while Stroud opened with a 66 and is four-under for his second round. Venezuelan Jhonattan Vegas (66,68) and Americans Ryan Moore (67,67), Pat Perez (66, three-under through 14) and Jay McLuen (67, four-under through 14) shared fifth at eight-under.

Karlsson, an 11-time winner on the European Tour, is only in the field courtesy of his top 10 finish in last week’s McGladrey Classic, where he was a sponsor’s invite. Having gone through a rough patch over the last few years, the former world number six has no status on the PGA Tour and has slipped to 287th in the world.

Chile too hot to handle as Alexis sinks England

London, 16 Nov — Chile confirmed they are likely to pose a serious threat at the World Cup with a 2-0 win over an experimental England side thanks to an Alexis Sanchez double as the visitors largely dominated Friday’s friendly at Wem-bley. Alexis scored with a superbly timed header after seven minutes and added the second in stoppage time to

stretch Chile’s unbeaten run to 10 games and inflict fel-low finalists England’s first defeat for a year and a day after 10 matches undefeated.

“It will make everyone in Chile very happy and it was a memorable perfor-mance from Alexis Sanchez. He showed tonight he can be a real star of the World Cup,” Chile coach Jorge Sampaoli said of the Barcelona man’s

possible impact next year in Brazil. “A performance like this at Wembley tonight stands him in good stead to have a really good tourna-ment. He showed his class tonight.”

England coach Roy Hodgson gave debuts to Celtic keeper Fraser For-ster and Southampton team mates Adam Lallana and Jay Rodriguez. With his captain Steven Gerrard and other regulars missing, England played well in patches but lacked the harmony of the South Americans. Hodg-son, though, was not too disheartened, telling report-ers: “It is going to be hard to make too many immediate judgements, but it was very positive because of what we learnt from the game. One thing we learnt was that we have to play better against Germany on Tuesday.”

They shouted for removal of a double bunker and barbed wires and barrier gate and withdrawal of the police deployment there. passersby were allowed to pass through the gate.

On 14 November, around 65 villagers from Moegyopyin South Village, 40 from Moegyopyin Mid-dle Village and 30 from Ton Village arrived there and repeatedly shouted for re-moval of the double bunker and barbed wires and bar-rier gates and withdrawal of the police deployment. So, the minister for security and border affairs of Saga-ing Region government and the Sagaing Region police

mob staging protest against the law is prohibited; and that the double bunker was built in the area of Pathein-Monywa road without dam-aging any croplands. But, the local people rejected the clarifications and catapult-ed and threw the stones at the police on security duty at 7.45 pm.
