FAA – Washington, D.C. Optimization of Airspace and Procedures in the Metroplex

• Draft Environmental Assessment (EA), June 2013– EA broadly discussed few changes below 3,000 ft.

• Typical text:

– “The Proposed Action is generally situated in areas above 3,000 feet AGL”

• Did not discuss specific changes below 3,000 ft. at BWI

– EA analysis reported no significant noise (or other) impacts• “A significant noise impact would occur if analysis shows that the

proposed action will cause noise sensitive areas to experience an increase in noise of DNL 1.5 dB or more at or above DNL 65 dB noise exposure when compared to the no action alternative for the same timeframe.”

• State of Maryland response to Draft EA, July 12, 2013– Maryland Department of Transportation, Secretary Smith,

responded with letter acknowledging that FAA’s noise analysis indicates no areas of Maryland population would be impacted significantly.
